CHAPTER 17

32 - DEVELOPMENT STANDARDS—RECREATIONAL VEHICLE PARKS

17.32.010 - Purpose and objectives.

The regulations set out in this chapter set forth the minimum requirements for development and operation of day-use parks and overnight campgrounds for recreational vehicles, tents and other camping outfits. (Ord. 269 (part), 2002)

17.32.020 - Approval required.

No person shall construct, establish or operate a recreational vehicle park unless a conditional use permit and binding site plan are approved by the county. (Ord. 269 (part), 2002)

17.32.030 - Application contents.

In addition to the general information required for submitting an application under this section, the following information shall be included:

A.

The number, size and location of dependent and independent spaces;

B.

The location of service buildings, sewage dumping stations and other structures;

C.

Specifications of the water supply, sewage disposal, wastewater disposal, and solid waste management systems;

D.

Specifications of all service buildings to be constructed. (Ord. 269 (part), 2002)

17.32.040 - Location and access.

In addition to the specific criteria of this chapter for conditional use permits, recreational vehicle park conditional permits shall meet the following additional criteria:

A.

Primary direct access to an arterial street with appropriate frontage thereon to permit appropriately designed entrances.

B.

No entrance or exit from a recreational vehicle park shall be through a residential neighborhood, nor require movement of traffic from the park through a residential district. (Ord. 269 (part), 2002)

17.32.050 - Spaces for occupancy—Uses permitted and length of stay.

Spaces in recreational vehicle parks may be used by travel trailers, equivalent facilities constructed in or on automotive vehicles, tents, or other short-term housing or shelter arrangements or devices. Spaces shall be rented by the day or week only, and occupant of such space shall remain in the same trailer park not more than ninety consecutive days, unless otherwise permitted by the board. 17.32.060 - Accessory uses.

Management headquarters, recreational facilities, toilets, showers, coin-operated laundry facilities and other uses or structures customarily incidental to operation of a recreation vehicle park are permitted as accessory uses. (Ord. 269 (part), 2002)

17.32.070 - General requirements.

A.

All dependent and independent spaces shall be so spaced as to provide a minimum separation of ten feet between recreational vehicles.

B.

No RV space shall be so located that any part intended for occupancy for sleeping purposes shall be within fifty feet of the arterial right-of-way or within twenty-five feet of any minor street. Nor shall a park space or accessory use be located within fifteen feet of an adjoining property line. (Ord. 269 (part), 2002)

17.32.080 - Site planning and improvements.

A.

Walls, fences, or vegetative screening may be required as internal buffers in or around the perimeter of the park site.

B.

All water, sewer and solid waste facilities shall be designed, constructed and operated in conformance with the requirements of Walla Walla County/city health department and department of social and health services. (Ord. 269 (part), 2002)

17.32.090 - Park management.

A.

Parks shall be operated in compliance with the conditional use permit and site plan approved for the park's development and all local and state regulations governing such parks. (Ord. 269 (part), 2002)
