   APPENDIX 1
   WASHINGTON CITY
   TEMPORARY USE PERMIT STANDARDS
The following standards shall be adhered to for all temporary use, i.e., Christmas tree, pumpkin and fireworks sales, grand openings and other special events, pursuant to the Washington City zoning ordinance:
1.
All temporary use permits shall be processed in the following order:
 
Planning
Obtain the temporary use permit application form.
 
Health
All uses involving food or drink will require a copy of a valid health department permit prior to issuing final approval.
 
Fire
Most uses will require fire department approval when using tents or canopies. The applicant is advised to contact the fire department in advance of the event. Prior to issuing final approval, a copy of the fire department site plan approval is required.
 
Planning
All uses shall require final planning and zoning department approval. Submittal shall include a completed temporary use permit application form, a site plan, copies of all required permits and payment of all applicable fees.
 
Business

All temporary uses will require a special business license which must be displayed on site at all times during the event.
 
Insurance
Liability insurance and the amount thereof to be determined by the Washington City community development department.
2.
Sales shall conform to the following schedules:
 
Christmas tree sales: Occupancy no sooner than ten (10) days prior to December 1. Sales allowed between December 1 and December 25, inclusive.
 
Pumpkin sales: Occupancy and sales between October 15, and October 31, inclusive.
 
Firework sales: Occupancy and sales between June 20 and July 25, inclusive; December 20 through January 2; and fifteen (15) days before and on the Chinese New Year.
 
Grand openings and other special events: Sales shall be limited to a maximum of four (4) consecutive days, twice annually. Setup and take down periods to be determined by the Washington City zoning administrator.
3.
The site plan shall show the following:
 
a. Access to and from the site.
b. Parking area dimensions.
c. Sales and displays area dimensions.
d. Temporary structures, i.e., cashier/sales area.
4.
All signs shall conform to the zoning ordinance.
5.
Sanitary sewer facilities, either portable or permanent, shall be provided.
6.
Parking shall be required pursuant to the zoning ordinance.
7.
All nonimproved parking areas and main walk areas shall be kept damp or shall be covered with a material to prevent the raising of dust.
8.
Applicant shall provide safe and adequate roadway access including adequate vehicular sight distance at the driveway entrance/exit.
9.
In no event shall any portion of the proposed use encroach into any public rights of way or be located in a way which might cause a hazard.
10.
The temporary use shall not adversely affect the surrounding neighborhood by means of odor, noise, dust or other nuisances.
11.
Written authorization from the property owner or their agent is required.
12.
The lots used for temporary activities shall be completely clear of all temporary structures and debris which resulted from such operation within five (5) days after the termination of the activity.
13.
A two hundred dollar ($200.00) cash deposit will be required for temporary uses on vacant or undeveloped lots to assure cleanup. The deposit shall be returned upon written request of the applicant following verification of the site cleanup. Any expense incurred by the city pursuant to cleanup of the subject property shall be deducted from the case deposit and the remainder returned to the applicant.
