As used in this chapter, the following terms shall have the meanings indicated:
ACCESSA way or means of approach to provide physical entrance to a lot.
ACREA measure of land area containing 43,560 square feet.
ADULTAn individual 18 or more years of age.
ALLEYA right-of-way or service way which provides a secondary means of public access to the side or rear of abutting properties and is not intended for general vehicular circulation.
ALTERATIONAs applied to a building or structure, a change or rearrangement in the structural parts, or an enlargement or diminution, whether by extending on a side or by increasing in height, or the moving from one location or position to another.
ANTENNAAny system of wires, rods, discs, panels, flat panels, dishes, whips, or other similar devices used for the transmission or reception of wireless signals. An antenna may include an omnidirectional antenna (rod), directional antenna (panel), parabolic antenna (disc) or any other wireless antenna. An antenna shall not include tower-based wireless communications facilities defined below.

APPLICANTA landowner or developer, as defined in the Pennsylvania Municipalities Planning Code, who has filed an application for development, including his or her heirs, successors and assigns.
APPLICATION FOR DEVELOPMENTEvery application, whether preliminary, tentative or final, required to be filed and approved prior to start of construction or development, including but not limited to an application for a building permit, or the approval of a subdivision plan or the approval of a land development plan.
AREA, FLOORThe sum of the areas of the several floors of the building or structure, including areas used for human occupancy or required for the conduct of the business or use and basements, attics and penthouses, as measured from the exterior faces of the walls. It does not include unenclosed porches, attics not used for human occupancy, or any such floor space intended and used for accessory heating and ventilating equipment.
BANKFULLThe channel at the top of bank or point where water begins to overflow onto a floodplain.
BASEMENTBuilding space below the ground story. A basement shall be counted as building space for the purpose of floor area only if the vertical distance between the ceiling and the average level of the adjoining ground is more than four feet or if used for business or dwelling purposes.
BLOCKAn area of land divided into lots and bounded by three or more streets.
BUFFERLand area planted with trees, shrubs, ground cover, or a combination of landscape materials, used to separate a street from another land; to separate one land use from another land use; to shield or block lights, noise or other nuisances; or to protect the views from public areas.
BUILDINGA structure having a roof, which is used for the shelter or enclosure of persons, animals, or property. The word "building" shall include any part thereof.
BUILDING COVERAGEThat percentage of the lot area covered by the building area (the aggregate of the maximum horizontal cross-section areas of all buildings on a lot, including accessory structures, above the ground level, measured at the greatest outside dimensions).
BUILDING ENVELOPEThe two-dimensional area of a lot within which a principal structure is permitted to be built.
BUILDING HEIGHTThe vertical distance measured from the average finished grade at the front facade to the top of the highest point of a flat or shed roof, including building equipment, to the deck level on a mansard roof, and to the average distance between the eaves and the ridge level for a gable, hip, or gambrel roof.
BUILDING SETBACK LINEA line parallel to the lot line a distance measured perpendicular therefrom as prescribed by this chapter for a required yard.
BUILDING SPACINGThe minimum distance between buildings. The minimum building spacing shall be measured from the outermost wall or projection, excluding bay windows, chimneys, flues, columns, cornices and gutters.
BUILDING, ACCESSORYA subordinate building located on the same lot as a principal building and clearly incidental and subordinate to the principal building. Any portion of a principal building devoted or intended to be devoted to an accessory use is not an accessory building.
BUILDING, PRINCIPALA building in which is conducted, or is intended to be conducted, the principal use of the lot on which it is located.
BUSINESSAn occupation, profession or trade that includes commercial, industrial, and professional activity, whether "for profit" or otherwise.
CALIPERThe maximum thickness or diameter of a tree at a specified point. For measuring street trees and trees for buffering and landscaping purposes, caliper measurements shall be taken at a point on the trunk six inches above natural ground line for trees up to four inches in caliper and at a point 12 inches above the natural ground for trees over four inches in caliper. For measuring existing trees to determine whether they are a resource, caliper measurements shall be taken at a point on the trunk 4 1/2 feet above the natural ground.
CARTWAYThe hard or paved surface portion of a street, or that portion of a street that includes travel lanes and parking lanes, but does not include shoulders, curbs, sidewalks, or swales, used by vehicles in the regular course of travel over the street.

CERTIFICATE OF OCCUPANCY AND USEA document allowing the occupancy or use of a building and certifying that the structure or use has been constructed and will be used in compliance with all the applicable municipal codes and ordinances.
CO-LOCATIONThe mounting of one or more WCFs, including antennas, on an existing tower-based WCF or utility light pole.

COMMERCIAL VEHICLEAny vehicle other than a passenger vehicle used in the conduct of a business and which either exceeds a loading capacity of 3/4 ton or is marked with a sign indicating a business use, or both. Farm vehicles shall not be considered commercial vehicles.
CONDITIONAL USEA use permitted in a particular zoning district in accordance with the specific standards set forth in this chapter and pursuant to the provisions in Article
VI of the Pennsylvania Municipalities Planning Code, Act 247 of 1968, as amended.
CONTIGUOUSNext to, abutting, or touching and having a boundary, or portion thereof, which is coterminous, or a lot or parcel of land which shares all or part of a common lot line with another lot or parcel of land.
CONVERSIONAny change to or in a building which would alter its use classification.
CUL-DE-SACA street with an intersection at a street at one end and terminating at the other end in a vehicular turnaround.
DECISIONFinal adjudication of any board or other body granted jurisdiction under the Pennsylvania Municipalities Planning Code, Act 247 as amended, to do so, either by reason of the grant of exclusive jurisdiction or by reason of appeals from determinations.
DECKA flat-floored area, raised from surrounding grade by piers, adjacent to a building. Any permanent solid roof or enclosure of the deck shall be considered an extension of the adjoining building (retractable awning and/or trellis-type cover is not a roof or enclosure).

DENSITYThe number of dwelling units per unit of area.
DENSITY, GROSSThe density of dwelling units calculated by dividing the total number of dwelling units by the base site area, as determined by §
450-1701.

DENSITY, NETThe maximum density permitted on the net buildable site area, as determined by §
450-1701.
DETERMINATIONFinal action by an officer, body or agency charged with the administration of this chapter or applications thereunder, except the Board of Supervisors and Zoning Hearing Board. Determinations shall be appealable only to the Boards designated as having jurisdiction for such appeal.
DEVELOPERAny landowner, agent of such landowner, or tenant with the permission of such landowner, who makes or causes to be made a subdivision of land or a land development.
DEVELOPMENTAny man-made changes to improved or unimproved real estate, including but not limited to buildings or other structures, the placement of mobile homes, streets or other paving, utilities, filling, grading, excavation, mining, dredging or drilling operations and the subdivision of land.
DEVELOPMENT REGULATIONZoning, subdivision, Official Map, floodplain regulation or other governmental regulation over the use and development of land.
DISTRIBUTED ANTENNA SYSTEMS (DAS)Network of spatially separated antenna sites connected to a common source that provides wireless service within a geographic area or structure.

DISTRICTA part, zone or geographical area within the municipality within which certain and specific land use, zoning and/or development regulations apply uniformly.
DRIPLINEA generally circular line, the circumference of which is determined by the outer reaches of a tree's widest branching points.
DRIVEWAYA private vehicular way providing access to parking spaces, a garage, dwelling or other structure.
DWELLINGA building or portion thereof that is used for human habitation.

DWELLING UNITAny room or group of rooms located within a residential building and forming a single, habitable unit with facilities which are used or intended to be used for living, sleeping, cooking and eating by one family.
EASEMENTA grant of one or more of the property rights by the property owner to, or for, the use by the public, a corporation, or other person in equity.
EASEMENT, CONSERVATIONAn easement precluding future or additional development of a lot, parcel or tract of land.
EASEMENT, DRAINAGEAn easement secured for the preservation of watercourses, natural drainageways, stream corridors and perennial and/or intermittent streams, and for related man-made drainage facilities.
EMERGENCYA condition that:

A. Constitutes a clear and immediate danger to the health welfare, or safety of the public; or
B. Has caused or is likely to cause facilities in the rights-of-way to be unusable and result in loss of the services provided.
EMPLOYEEA person who conducts his work on the lot where the business, institutional, commercial, industrial, home occupation or other activity is located, whether or not as an employee or as an independent contractor.
ENCROACHMENTAny placement or obstruction in a delineated floodway, right-of-way, easement, required yard, or setback.
ESTABLISHMENTAn economic unit, generally at a single physical location, where business is conducted or services or industrial operations are performed.
EXCAVATIONThe removal or recovery by any means whatsoever of soil, rock, minerals, mineral substances or organic substances other than vegetation, from water or land on or beneath the land surface, whether exposed or submerged.
FACADEThe exterior wall of a building exposed to public view.
FAMILYOne or more persons related by blood, foster relationship, guardianship, marriage or adoption and, in addition, any domestic servants or gratuitous guests thereof; or one or more persons who need not be so related, and in addition, domestic servants or gratuitous guests thereof, who are living together in a single, nonprofit dwelling unit and maintaining a common household with a single cooking facility. A roomer, boarder or lodger shall not be considered a member of the family.
FARM BUILDINGAny building used for storing agricultural equipment or farm produce, housing livestock or poultry, and processing dairy products. The term "farm building" shall not include dwellings.
FARMLAND PRESERVATION TRACTThe portion of the base site area encompassing preserved farmland soils and protected in accordance with the requirements of this chapter. The farmland preservation tract may include other soil classifications and other protected natural resources located upon the site. Structures and facilities such as residential dwellings, residential accessory structures, stormwater management facilities, wastewater treatment or disposal facilities, wells, roadways, and driveways shall not be located upon the farmland preservation tract.
FARMLAND SOILSAll soils designated Capability Classes I, II, and III by the U.S. Department of Agriculture, Natural Resources Conservation Service, and/or classified as prime agricultural soils and soils of statewide importance under this chapter.

FELLINGThe act of cutting a standing tree so that it falls to the ground.
FENCEAn artificially constructed barrier of any man-made material or combination of materials erected to enclose or screen areas of land or land use.
FILLSand, gravel, earth, earthen or other materials of any composition whatsoever, placed or deposited by humans on or under the ground surface.
FLOODPLAINAny areas of West Rockhill Township, classified as special flood hazard areas (SFHAs) in the Flood Insurance Study (FIS) and the accompanying Flood Insurance Rate Maps (FIRMs) dated March 16, 2015, and issued by the Federal Emergency Management Agency (FEMA) or the most recent revision thereof, including all digital data developed as part of the Flood Insurance Study and, for areas abutting streams and watercourses where the 100-year floodplain (1% annual chance flood) has not been delineated by the Flood Insurance Study, the applicant shall submit a floodplain identification study. The study prepared by a registered professional engineer expert in the preparation of hydrologic and hydraulic studies shall be used to delineate the 100-year floodplain. The floodplain study shall be subject to the review and approval of the Township. All areas inundated by the 100-year flood shall be included in the Floodplain Area.

FOREST PLAN PREPARERA person who has a minimum of four years' experience in the field of forestry including the preparation of forestry plans.
FOREST TECHNICIANA person who is, as a minimum, a graduate of a two-year forest technician program accredited by the Society of American Foresters.
FORESTERA person who is, as a minimum, a graduate of a four-year college or university forestry curriculum accredited by the Society of American Foresters.
FORESTRY PLANA written description with a map of a specific forestry operation prepared before the operation commences.
FRONTAGEThat portion of a lot extending along and parallel to a street line.
GARAGEA deck, building or structure, or part thereof, used or intended to be used for the parking and/or storage of vehicles.
GARAGE, PRIVATE RESIDENTIALA building, structure or part thereof which is accessory to a residential dwelling and which is used for the parking and storage of vehicles owned and operated by the residents thereof, and in which no commercial activity, use, or service is rendered, provided or conducted, for the benefit of the general public.
GRADE, FINISHEDThe final elevation of the ground surface after development. Average finished grade shall be the midpoint between the highest and lowest points of the finished grade.
GRADE, NATURALThe elevation of the ground surface in its natural state, before man-made alterations.
HAUL ROADA road used to move forest products from the log landing to a public roadway.
HEARINGAn administrative proceeding conducted by a Board pursuant to Section 909.1 of the Pennsylvania Municipalities Planning Code, Act 247, as amended.
HEDGEROWA hedgerow is a linear plant community dominated by trees and shrubs. Hedgerows occur along roads, fence lines, property lines, or between fields, and may occur naturally or be specially planted (e.g., as a windbreak). For the purposes of this chapter, hedgerows are considered woodlands or wooded areas and regulated as such.
HISTORIC AREAA district, zone, or area designated by the Board of Supervisors within which the buildings, structures, appurtenances and places are of basic and vital importance because of their association with history, or because of their unique architectural style and scale, including color, proportion, form and architectural detail, or because of their being part of, or related to, a square, park, or area the design or general arrangement of which should be preserved and/or developed according to a fixed plan based on cultural, historical and/or architectural motives or purposes.
HISTORIC FEATUREStructures and sites having remarkable significance to local, regional, state or national cultural traditions, heritage or history.
HISTORIC PRESERVATIONThe protection, rehabilitation, or restorations of districts, sites, buildings, structures and artifacts significant in American history, architecture, archaeology, or culture.
IMPERVIOUS SURFACEImpervious surfaces are those surfaces which do not absorb rain. All buildings, parking areas, driveways, roads, sidewalks and any areas in concrete, asphalt, and packed stone shall be considered impervious surfaces. The Township Engineer shall make the final determination of whether a surface is to be classified as pervious or impervious.
IMPERVIOUS SURFACE RATIOThe impervious surface ratio is measured by dividing the total area of all impervious surfaces within the site by the net buildable site area.
INTERMITTENT STREAMA stream identified on United States Geological Survey (USGS) mapping whose water flow normally occurs in the wetter parts of the year (October through April) or following major storm events.
INVASIVE PLANT SPECIESPredominantly non-native, nonindigenous, alien tree, shrub, vine, or herbaceous species that grow or reproduce aggressively, usually because they have few or no natural predators, and which can so dominate an ecosystem that they kill off or drive out many indigenous plant species. Invasive trees, shrubs, vines or herbaceous species include, but are not limited to: Norway maple, tree of heaven, paper mulberry, white mulberry, empress tree, white poplar, multiflora rosa, Japanese barberry, European barberry, autumn olive, border privet, common privet, morrow's honeysuckle, tartarian honeysuckle, Japanese honeysuckle, common buckthorn, wineberry, Japanese spiraea, linden vibernum, guelder rose, oriental bittersweet, leatherleaf clematis, mile-a-minute weed, kudzu, garlic mustard, Canada thistle, crown vetch, tall fescue, purple loosestrife, sweet clover, Japanese stilt grass, reed canary grass, Johnson grass, and other species as listed on the Department of Conservation and Natural Resource's (DCNR) Invasive Plants in Pennsylvania, as amended.
JUNKAny scrap, waste, reclaimable material or debris, whether or not stored or used in conjunction with the dismantling, processing, salvage, storage, baling, disposal or other use or disposition of the same.
JUNK VEHICLEA vehicle not having valid inspection stickers issued by the Pennsylvania Department of Transportation, excluding farm vehicles, or a wrecked or broken vehicle or the major parts of such vehicles.
LAKES and PONDSNatural or artificial bodies of water which retain water year-round. A lake is a body of water naturally occurring or man-made, covering an area of two or more acres. A pond is a permanent body of water naturally occurring or man-made, covering an area up to two acres. The shorelines of such water bodies shall be measured from the maximum condition rather than permanent pool if there is any difference.
LANDGround, soil or earth, including structures thereon, above or below the ground surface.
LAND DEVELOPMENTAny of the following activities:
A. The improvement of one lot or two or more contiguous lots, tracts or parcels of land for any purpose involving:
(1) A group of two or more residential or nonresidential buildings, whether proposed initially or cumulatively, or a single nonresidential building on a lot or lots regardless of the number of occupants or tenure; or
(2) The division or allocation of land or space, whether initially or cumulatively, between or among two or more existing or prospective occupants by means of, or for the purpose of streets, common areas, leaseholds, condominiums, building groups or other features.
C. Development in accordance with Section 503(1.1) of the Pennsylvania Municipalities Planning Code, Act 247 as amended.
LAND USEA description of how land is occupied/utilized or intended to be occupied/utilized, as provided in and regulated by this chapter.
LANDINGA place where logs are assembled for transportation in loads.
LANDOWNERThe legal or beneficial owner or owners of land, including the holder of an option or contract to purchase (whether or not such option or contract is subject to any condition), a lessee if he is authorized under the lease to exercise the rights of the landowner, or other person having a proprietary interest in land.
LIVESTOCKAll cattle, horses, ponies, donkeys, mules, hogs, sheep, rabbits, hares, poultry, and any other similar creatures raised for human use or profit, but shall not include dogs, cats or similar creatures customarily kept as household pets.
LOPPINGTo cut tops and slash into small pieces to allow material to settle close to the ground.
LOTA designated parcel, tract, or area of land, established by plan, subdivision, or otherwise permitted by law, to be owned, used, developed, or built upon.
LOT AREAThe area contained within the property lines of a lot shown on a subdivision plan or required by this chapter. Excluded are easements for overhead facilities, public water and sewer facilities, and any area within an existing or designated ultimate street right-of-way or the area of any easement for detention basins or other above ground stormwater management and/or drainage facilities. The minimum lot area does not include any area designated as open space under the requirements of §
450-1701, Application of natural resource protection standards.
LOT LINE, REARAny lot line which is parallel to or within 45° of being parallel to a street line. In the case of a lot having no street frontage or a lot of an odd shape, the lot line farthest from any street shall be considered a rear lot line.
LOT LINE, SIDEAny lot line which is not a street line or a rear lot line.
LOT WIDTHThe distance measured between the side lot lines at the required building setback line. In a case where there is only one side lot line, lot width shall be measured between such side lot line and the opposite rear lot line or ultimate right-of-way line.
LOT, CORNERA lot which has an interior angle of less than 135° at the intersection of two street lines. A lot abutting upon a curved street or streets shall be considered a corner lot if the tangent to the curve at the points beginning within the lot or at the points of intersection of the side lot lines with the street lines intersect at an angle of less than 135°.
LOT, FLAG/LANEA lot which does not have the required frontage on a street but which gains access to a street by means of a strip of land connecting the lot to a public street.
LOT, MINIMUM AREA OFThe smallest lot area established by this chapter on which a use may be located in a particular zoning district.
LOT, REVERSE FRONTAGEA through lot fronting on two classifications of streets, where the front yard faces the internal or lower classification street and the rear yard faces the perimeter or external street.
LOT, THROUGHA lot which fronts upon two parallel streets, or which fronts upon two streets which do not intersect at the boundaries of the lot.
MANUFACTURED HOMEA structure, transportable in one or more sections which is built on a permanent chassis and is designed for use with or without a permanent foundation when connected to the required utilities. The term also includes parked trailers, travel trailers, mobile homes and other similar vehicles placed on a site for more than 180 consecutive days.
MARGINAn area extending beyond the delineated wetland, stream or lake and pond shoreline.
MOBILE HOMEA transportable, single-family dwelling intended for permanent occupancy, contained in one unit, or in two units designed to be joined into one integral unit capable of again being separated for repeated towing, which arrives at a site complete and ready for occupancy except for minor and incidental unpacking and assembly operations and constructed so that it may be used without a permanent foundation. For purposes of this chapter, travel trailers are not considered as mobile homes.
MOBILE HOME LOTA parcel of land in a mobile home park, improved with the necessary utility connections and other appurtenances necessary for the erection thereon of a single mobile home.
MOBILE HOME PARKA parcel of land or contiguous parcels of land which has been so designated and improved that it contains two or more mobile home lots for the placement of mobile homes.
MONOPOLEA WCF or site which consists of a single pole structure, designed and erected on the ground or on top of a structure, to support communications antennas and connecting appurtenances.

MUNICIPAL ENGINEERA professional engineer licensed as such in the Commonwealth of Pennsylvania, duly appointed as the Engineer for the municipality.
NATIVE PLANTA plant which occurred within the state of Pennsylvania before settlement by Europeans.
NONTOWER WIRELESS COMMUNICATIONS FACILITY (NONTOWER WCF)All nontower wireless communications facilities, including but not limited to, antennas and related equipment. Nontower WCF shall not include support structures for antennas and related equipment.

NONRESIDENTIAL USESAny use that is not a residential or agricultural use, including but not limited to commercial, industrial, institutional, recreational, or utilities, and any use listed in this chapter that does not fall within §
450-1604B.
OPEN SPACEAny parcel or area of land or water unimproved and set aside, dedicated or reserved for resource protection, public enjoyment, or for the use and enjoyment of owners and occupants of land adjoining or neighboring such open space. Open space shall not include land occupied by nonrecreational structures, roads, street rights-of-way, rights-of-way for aboveground electric transmission facilities, parking lots, land reserved for future parking, any area which is required by this chapter for minimum lot areas, minimum yards, minimum setbacks, building separations, or stormwater facilities, or any other land precluded from being counted as open space in accordance with the terms of this chapter.
OPERATORThe individual, partnership, company, firm, association or corporation engaged in the harvest of timber, including his agents, subcontractors or employees.
OWNERThe individual, partnership, company, firm, association or corporation which holds title to standing timber and to the land on which it is situate, including his agents or subcontractors or employees.
PASTURELANDLand managed primarily for the production of desirable, introduced, perennial forage plants for grazing livestock. Pastureland cover may consist of a single species in a pure stand, a grass mixture, or a grass-legume mixture.
PATIOAn impervious and/or semipervious area constructed at the same elevation as the surrounding grade, adjacent to a building. Any permanent solid roof or enclosure of the patio shall be considered an extension of the adjacent building.
PERENNIAL STREAMA stream whose water flow normally occurs year-round and is identified on United States Geological Survey (USGS) mapping.
PERMITWritten permission, warrant or license granted by a governmental authority.
PERMIT, BUILDINGA permit issued by the Township prior to the construction, reconstruction, alteration, repair or addition to a building, structure or part thereof.
PERMIT, ZONINGA permit issued by the Zoning Officer stating that the purpose for which a building, structure, land or portion thereof will be used shall be in conformance with all applicable requirements of this chapter for the zoning district in which the use and property is situated.
PERMITTED USEA use allowed by right in a zoning district and which meets all of the regulations applicable to that use and zoning district.
PERSONSIndividuals, corporations, companies, associations, joint-stock companies, firms, partnerships, limited-liability companies, corporations and other entities established pursuant to statutes of the Commonwealth of Pennsylvania; provided that "person" does not include or apply to the Township or to any department or agency of the Township.

PORCHA covered unenclosed entrance to a building, with a floor elevation raised above surrounding grade.
PUBLIC HEARINGA formal meeting held pursuant to public notice by the Board of Supervisors or the Planning Commission, intended to inform and obtain public comment, prior to taking action in accordance with the Pennsylvania Municipalities Planning Code, Act 247 as amended.
PUBLIC MEETINGA forum held pursuant to notice under the Act of October 15, 1998 (P.L. 729, No. 93), known as the "Sunshine Act" (65 Pa.C.S.A. § 701 et seq.).
PUBLIC NOTICENotice published once each week for two successive weeks in a newspaper of general circulation in the municipality. Such notice shall state the time and place of the hearing and the particular nature of the matter to be considered at the hearing. The first publication shall not be more than 30 days and the second publication shall not be less than seven days from the date of the hearing.
RECYCLABLE MATERIALSThose materials which may be processed or refabricated for reuse and which are specified by the Township for separation from the regular solid waste. Such material may include, but not be limited to, aluminum products, cardboard, ferrous containers, bimetal containers, glass containers, newspaper, magazines, periodicals, other paper product of various kinds, plastic containers and yard wastes.
RECYCLINGThe collection, separation, recovery and sale or reuse of metals, glass, paper, plastics and other materials which would otherwise be disposed of or processed as municipal waste, as defined in this chapter.
REPORTAny letter, review, memorandum, compilation or similar writing made by any body, board, officer or consultant other than a solicitor to any other body, board, officer or consultant for the purpose of assisting the recipient of such report in the rendering of any decision or determination. RESIDENTIAL DISTRICTZoning districts which primarily permit residential and agricultural uses. Zoning districts meeting this definition as of the effective date of this chapter are RC Residential Conservation District, RA Residential Agricultural District, SR Suburban Residential District, VC Village Center District, and the VR Village Residential District.

RIGHT-OF-WAY or ROWThe surface of and space above and below any real property in the Township in which the Township has a regulatory interest, or interest as a trustee for the public, as such interests now or hereafter exist, including, but not limited to, all streets, highways, avenues, roads, alleys, sidewalks, tunnels, viaducts, bridges, skyways, or any other public place, area or property under the control of the Township, and any unrestricted public or utility easements established, dedicated, platted, improved or devoted for utility purposes, but excluding lands other than streets that are owned by the Township.

RIGHT-OF-WAY, EXISTINGThe legal right-of-way as established by the commonwealth or other governing body with jurisdiction and currently in existence.
RIPARIAN AREAAn area of land and vegetation adjacent to a body of water, stream, river, marsh, or shoreline. Riparian areas form the transition between the aquatic and the terrestrial environment. This includes woodlands, vegetation, and floodplains.
RIPARIAN BUFFERSAn area of trees, shrubs, and other vegetation, adjacent to a body of water that is managed to maintain the integrity of stream channels and shorelines, to reduce the impact of upland sources of pollution by trapping, filtering, and converting sediments, nutrients, and other chemicals, and to supply food, cover, and thermal protection to fish and other wildlife.
ROOMER, BOARDER or LODGERA person, except family, occupying any room or group of rooms forming a single, habitable unit used or intended to be used for living and sleeping, but not for cooking or eating purposes, and paying compensation for lodging or board and lodging by prearrangement for a week or more at a time to an owner or operator. Any person occupying such room or rooms and paying such compensation without prearrangement or for less than a week at a time shall be classified for purposes of this chapter not as a roomer, boarder or lodger but as a guest of a commercial lodging establishment (motel, hotel, or bed-and-breakfast).
SEWAGE DISPOSAL, PRIVATEA. ON-LOTA sewage disposal system designed and intended to serve a single lot under single ownership and intended to service effluent disposal from one building or a group of buildings, in compliance with the Pennsylvania Department of Environmental Protection regulations or the regulations of West Rockhill Township, whichever are more stringent.
B. COMMUNITY SYSTEMSA sewage disposal system designed and intended to serve more than a single lot or more than one building or dwelling unit under separate ownership in compliance with the Pennsylvania Department of Environmental Protection regulations or the regulations of West Rockhill Township, whichever are more stringent.
SEWER, PUBLIC SANITARYA public utility system designed to collect, centrally treat and dispose of sewage from customers in compliance with Pennsylvania Department of Environmental Protection regulations or regulations of West Rockhill Township or West Rockhill Township Authority specifications or the authority having jurisdiction, whichever are more stringent.
SHORELINEThe edge of the normal pool of water associated with a lake or pond system, not associated with a drought or flood condition.
SHRUBA perennial woody plant different from a tree by its low growth and multiple stems.
SITEThe site shall be defined as a parcel or parcels of land intended to have one or more buildings or intended to be subdivided into one or more lots or developed by a land development within the boundaries of West Rockhill Township.
SITE AREAAll land area within the site as defined in the deed and as measured by a site survey.
SITE AREA, BASEThe area of a lot, parcel or tract of land exclusive of the area located within all existing and ultimate street rights-of-way, exclusive of the area located within utilities rights-of-way and exclusive of land shown on previous subdivision or land development plans as restricted from development.
SITE AREA, NET BUILDABLEThat area of a site remaining after required open space area and lands set aside for resource protection, as defined by this chapter, is deducted from the base site area.
SKID ROADMain route for skidding logs from woods to the landing.
SKID TRAILA temporary trail used for skidding logs from the site of felling to the main skid road.
SKIDDINGDragging trees on the ground, by any means, from the stump to the landing.
SLASHDebris left after logging, including logs, chunks, bark, branches, stumps and broken understory trees and brush.
SNAGA standing dead tree without branches or the standing portion of a broken off tree. Snags may provide feeding and/or nesting sites for wildlife.
SOILAll unconsolidated mineral and organic material of whatever origin that overlies bedrock and can be readily excavated.
SOILS, FARMLANDLand available for agricultural purposes that contains soils with a land capability classification of Class I or Class 2 or listed as prime farmland in the Official Soil Survey provided by the U.S. Department of Agriculture, Natural Resources Conservation Service, Web Soil Survey (http://websoilsurvey.nrcs.usda.gov/). SOILS, HYDRICSoils that formed under conditions of saturation, flooding, or ponding long enough during the growing season to develop anaerobic conditions in the upper part and can support the growth and regeneration of hydrophytic vegetation. For the purpose of this chapter, hydric soils shall include both poorly drained and very poorly drained soils, including those soils that have been modified by anthropomorphic activities. Final determination of the presence and extent of hydric soils rests with the Township based on soils information provided by the applicant.

SPECIAL EXCEPTIONA use permitted in a particular zoning district only upon approval being granted by the Zoning Hearing Board in accordance with the standards set forth in this chapter and of the Pennsylvania Municipalities Planning Code, as amended.
SPECIMEN TREEA unique, rare, or otherwise specifically selected tree considered worthy of conservation by West Rockhill Township because of its species, size, age, shape, form, historical importance, or any other significant characteristic, including listing as a species of special concern by the Commonwealth of Pennsylvania.
SPILLOVER PARKINGSpillover parking spaces are designed for passenger automobiles and are intended to provide for arrival of service vehicles, occasional visitors or the sporadic arrival of a large number of visitors for a party or other gathering.
STANDA grouping of trees of sufficiently uniform species, composition, age and condition to be distinguished from surrounding stands and managed as a single unit.
STAND PRESCRIPTIONThe type of forest management treatment, if any, to be applied to a particular stand to achieve the stated management objective. The stand prescription should include, but not be limited to, detailed instructions on how that treatment is to be carried out on the ground, the desired residual stand and details on any other treatments to be applied.
STAND REGENERATION TREATMENTA selection, shelterwood, seed tree or clear-cut that is designed to replace the existing stand with a new stand of young trees.
STANDARD SUBDIVISIONA development option in the Residential Conservation and Residential Agriculture Districts.
STEALTH TECHNOLOGYCamouflaging methods applied to wireless communications towers, antennas and other facilities, which render them more visually appealing or blend the proposed facility into the existing structure or visual backdrop in such a manner as to render it minimally visible to the casual observer. Such methods include, but are not limited to, architecturally screened roof-mounted antennas, building-mounted antennas painted to match the existing structure and facilities constructed to resemble trees, silos, shrubs, and light poles.

STEEP SLOPESAreas where the average slope is 8% or greater, which, because of this slope, are subject to high rates of stormwater runoff, erosion and/or pollution.
STORMWATERThe surface runoff generated by precipitation reaching the ground surface.
STORMWATER MANAGEMENT FACILITYAny structure, natural or man-made, that, due to its condition, design, or construction, conveys, stores, or otherwise affects stormwater runoff quality, rate or quantity. Typical stormwater management facilities include, but are not limited to, detention and retention basins, open channels, storm sewers, pipes, and infiltration structures.
STORYThat portion of a building included between the surface of any floor and the surface of the floor next above it, or, if there is no floor above it, then the space between the floor and the ceiling next above it.
STORY, GROUNDThat story with its floor level immediately above the average finished grade level of the adjoining ground at any particular point or side of the building. The ground story is the first story used in determining the permissible number of stories.

WASTE, HAZARDOUSSolid waste that is especially harmful or potentially harmful to public health as defined in the Pennsylvania Solid Waste Management Act (Act 97). This shall include, but not be limited to, explosives, toxic materials and medical wastes. For the purposes of this chapter, hazardous waste does not include small quantities of such waste available on a retail basis to the homeowner (e.g., aerosol cans, fertilizers, herbicides, household cleaners, paints, pesticides, etc.) for use in their home.
WASTE, MUNICIPALAny garbage, refuse, industrial lunchroom or office waste and other material, including solid, liquid, semisolid or contained gaseous material, resulting from operation of residential, municipal, commercial or institutional establishments and from community activities, and any sludge not meeting the definition of "residual or hazardous waste" hereunder from a municipal, commercial or institutional water supply treatment plant, wastewater treatment plant, or air pollution control facility.
WASTE, RESIDUALAny garbage, refuse, other discarded material or other waste, including solid, liquid, semisolid or contained gaseous materials resulting from industrial, mining and agricultural operations and any sludge from an industrial, mining or agricultural water supply treatment facility, wastewater treatment facility or air pollution control facility, provided that it is not hazardous.

WIRELESS COMMUNICATIONS FACILITY (WFC)The antennas, nodes, control boxes, towers, poles, conduits, ducts, pedestals, electronics, and other equipment used for the purpose of transmitting, receiving, distributing, providing, or accommodating wireless communications services.

WIRELESS SUPPORT STRUCTUREA freestanding structure, such as a tower-based wireless communications facility or any other support structure that could support the placement or installation of a wireless communications facility if approved by the Township.

WOODLANDSAreas, groves or stands of mature or largely mature trees (i.e., greater than six inches caliper, except for dogwoods which shall be considered mature when the caliper is two inches or more) covering an area greater than 1/4 acre, measured from the dripline of the outer trees; or groves of mature trees (greater than 10 inches caliper) consisting of more than 10 trees; or any lot which has more than one viable tree of a caliper of six inches or greater per 1,500 square feet of lot area, and the associated intermediate layers in these areas including the understory shrubs and smaller trees, the ground layer of herbaceous plants and the forest floor.
YARDAn open space unobstructed from the ground up, on the same lot with a structure, extending along a lot line or street line and inward toward the structure. The size of a required yard shall be measured as the shortest distance from the lot line or street line toward the structure.

A. YARD, FRONTA yard extending the entire length of the ultimate right-of-way line toward the structure. In the case of a corner lot, the yards extending along all streets are front yards.
