Appearance standards shall apply to all single-family detached dwellings including site-built housing, industrialized housing, and manufactured homes. A certificate of occupancy shall be granted upon the finding that such development shall meet or exceed the appearance standards as shown in Table 32-60.

Requirements.
(1)
The roof shall have a surface of wood shakes, asphalt composition, wood shingles, concrete, fiberglass or metal tiles, slate, built up gravel materials or other materials approved by the building inspectors.
(2)
The exterior siding materials shall consist of wood, masonry, concrete, stucco masonite, metal or vinyl lap or other materials of like appearance.
(3)
Permanent foundation (including manufactured homes) shall meet the requirements of standards building codes. For manufactures homes, a masonry curtain wall, unpierced except for the required ventilation and access, must be installed so that it encloses the area under the manufactured home to ground level.
(4)
For manufactured homes, a landing area is required and its width shall be greater than or equal to the width of the entrance doorway and the length shall be at least twice the width of the entrance doorway.
(5)
Manufactured homes are required to remove all towing devices.
(6)
If towing devices on manufactured homes are not removable, the towing devices shall be screened by plantings and structure shall be skirted.
(7)
All homes, both conventional (including moved) homes and manufactured homes proposed to be located or relocated in the city, shall meet the following standards:
a.
Current tax decal (manufactured homes) and all city and county taxes must be paid.
b.
Age. No home, conventional or manufactured, shall be located or relocated in the city that is older than seven years old.
