Service Alley Standards Purpose and Intent:
i.
The purpose of these standards is to establish guidelines for the design and construction of alleys that provide safe, efficient, and accessible rear access to cottage courts.
ii.
These standards aim to facilitate essential functions, including but not limited to trash and recycling pickup, utility service access, and emergency vehicle access while enhancing the overall functionality and aesthetics of the public alley.
2.
Design and Construction Requirements:
i.
Alley Width:
a.
The minimum width of a public alley shall be a minimum width of 16 feet for a one-way alley and 25 feet for a two-way alley.
b.
Wider alleys may be required in areas with anticipated heavy use or specific design needs.
ii.
Pavement Materials:
a.
The pavement of the public alley shall be designed to withstand expected traffic loads and weather conditions.
b.
Suitable materials may include concrete, asphalt, or other materials approved by the City of Winder Development Team.
iii.
Access Points
a.
Public alleys shall provide safe and efficient access.
b.
The design shall minimize congestion and facilitate easy ingress and egress.
iv.
Curbs and Gutters:
a.
The alley shall include curbs and gutters to direct stormwater runoff and prevent erosion.
b.
Drainage systems shall be designed to the City of Winder Development Standards and to manage stormwater effectively
3.
Sidewalks and Pedestrian Access:
i.
Alleys may include sidewalks or pedestrian paths where feasible to encourage safe pedestrian access.
ii.
Pedestrian paths shall be constructed in accordance with City of Winder Development Standards.
4.
Functionality and Access:
i.
Trash and Recycling Pickup:
a.
Alleys shall be designed to accommodate trash and recycling collection vehicles.
b.
Public Works Department guidelines and schedules shall be followed for pickup services.
ii.
Utility Access:
a.
Public alleys shall provide unobstructed access for utility service providers.
b.
Utility installations and access points shall comply with the City of Winder Utility Standards.
iii.
Emergency Vehicle Access:
a.
Public alleys shall allow for the safe and unobstructed passage of emergency vehicles.
b.
The design shall adhere to City of Winder Fire Department requirements.
5.
Maintenance and Enforcement:
i.
Maintenance Responsibility:
a.
Property owners abutting the public alley shall be responsible for maintaining the portion of the alley adjacent to their property.
D.
Other standards
1.
Maximum height: 35 feet.
2.
Minimum floor area (heated space): Cottage Court 1,000 square feet.
3.
Minimum building separation: 20 feet.
4.
All cottage court units must front a public street or a landscaped courtyard of at least 40 feet in width and 3,000 square feet in total area.
5.
All cottage court units must be detached dwelling units. Units shall not be vertically mixed.

The floor area of each unit must not be 5% more or less than the floor area of the other unit. The floor area of each unit must not be less than the minimum required floor area of this district.

Duplexes shall not be further subdivided.

Maximum density: 8 units per net useable acre.

Minimum floor area (heated space):
i.
Townhouse: 1,400 square feet.
ii.
Multifamily unit with one bedroom: 800 square feet.
iii.
Multifamily unit with two bedrooms: 1,100 square feet.
iv.
Multifamily unit with three or more bedrooms: 1,300 square feet.
4.
Maximum building coverage: 30% of total lot area.
5.
Minimum building separation distance: 25 feet.
6.
No townhouse unit within a designated townhouse development shall be further subdivided for fee-simple ownership. Fee-simple ownership, for the purpose of this code, refers to individual ownership of a unit and the associated land, excluding common areas.
E.
Open space requirements.
1.
All multifamily residential developments shall provide the open space required in Section 3-4.
2.
Open space may be in the form of open fields or wooded areas, ballparks, golf courses, recreational fields and other recreational uses permitted by the City Council.
3.
All common open space shall be preserved for the purpose as shown on the developments master plan.
4.
One or more of the following methods must be used to administer required open spaces.
i.
Dedication to the City of Winder, which is subject to formal acceptance and available revenue sources to maintain the space.
ii.
Establishment of an association or non-profit corporation of all property owners or corporations within the development to ensure perpetual maintenance.
iii.
Retention of ownership, control, and maintenance by the developer, subject to the following requirements:
a.
All privately owned open space shall continue as such and shall only be used in accordance with the development's master plan.
b.
Appropriate land use restrictions shall be contained in all deeds to ensure that the open space is permanently preserved according to the development's master plan. Said deed restrictions shall run with the land and be for the benefit of present as well as future property owners, and shall contain a prohibition against partition of open spaces.
c.
The developer shall retain ownership and control of the open space until such time as 80% of the units or lots within the development have been sold or transferred to individual property owners. Upon reaching this threshold, ownership, control, and maintenance responsibilities of the open space shall be transferred to the homeowners' association (HOA) in accordance with the HOA's governing documents.
5.
Wetlands and floodplains cannot count toward the total required open space.
6.
With the exception of walkways or bicycle paths, open spaces must be free from impervious surfaces.
7.
The minimum percentage of open space required is 20% of total land area.
8.
All landscape plans shall be approved by the City.
