ARTICLE 7

- R-3 RESIDENCE DISTRICT

Within all R-3 Residence Districts, as shown on the Official Zoning Map, the following regulations shall apply:


Sec. 7.01.- Uses permitted.

[The following uses shall be allowed in the R-3 Residence District:]

1.

Any use permitted in R-2 Residence Districts.

2.

Three- and four-family dwellings and multiple-family dwellings.

3.

House trailers or trailer coaches for dwelling purposes provided that each trailer serving as a dwelling unit be located on a separate lot which complies with the area requirements of the R-3 Residence District.

4.

Institutions of a religious, educational, eleemosynary, or philanthropic nature but not penal or mental institutions.

5.

Boarding and lodging houses.

6.

Fraternities, sororities, private clubs, and lodges with the exception of those whose chief activity is a service customarily carried on as a business.

7.

Radio and television repair shops permitted in dwellings.

8.

Signs, not exceeding two (2) square feet in area, of a temporary character and pertaining to the offering for rent of rooms in the main building.

9.

Mobile home parks provided they are served by a public sewage system. The minimum area needed to subdivide a mobile home park shall be forty-three thousand five hundred sixty (43,560) square feet or one acre. Within a mobile home park, the minimum lot area will be four thousand five hundred (4,500) square feet per mobile home.

Sec. 7.02. - Height regulations.

No building shall exceed thirty-five (35) feet in height.

Sec. 7.03. - Area regulations.

Yards. Each lot shall have front, side and rear yards not less than the following depths or widths:

Front yard: Twenty (20) feet.

Side yards:

(a)

Side yard width (combined width of both side yards) ten (10) feet, With a minimum width of either side yard three (3) feet.

(b)

On corner lots the side yard on that side of the lot abutting the side street shall not be less than twenty (20) feet.

Rear yard: Twenty (20) feet.

Lot area per family. The minimum lot area requirements are as follows:

Minimum required lot area, six thousand (6,000) square feet.

Minimum required lot area per family, two thousand (2,000) square feet.

Sec. 7.04. - Parking regulations.

(See article 4.)

Sec. 7.05. - Mobile home parks.

This section is intended to provide a maximum flexibility in design and to ensure a minimum standard of site development for mobile home parks, or other projects involving the location of two or more residential structures on a single lot or tract of land, not subdivided.

1.

Site plan. Subject to the planning commission's recommendation regarding the general location, a site plan at a scale of 1" = 50' shall be submitted to the planning commission. Such site plan shall exhibit the following:

a.

Topographic contours at two (2) foot intervals, and drainage ways.

b.

The location and dimensions of proposed internal streets, structures, mobile home spaces, and off-street parking spaces.

c.

Points of access to public streets.

d.

The location and size of available water and sewer lines.

e.

The location and dimensions of any easements.

2.

Required development standards. The following shall apply:

a.

Location.

(1)

The site shall comprise a single lot or tract of land except where divided by public streets.

(2)

The site shall abut a public street.

(3)

Permanent residential structures, other than mobile homes, shall not be located within a site to be developed as a mobile home park.

(4)

The minimum size of any development or mobile home park shall be 1.0 acres.

b.

Design.

Public street access.

(1)

The minimum distance between access points along public street frontage, center line to center line, shall be two hundred (200) feet.

(2)

The minimum distance between the center line of an access point and the nearest curb line or street line of a public street intersection shall be one hundred (100) feet.

Mobile home spacing.

(3)

For single mobile homes, the minimum depth of each mobile home space shall be one hundred (100) feet and have a minimum of four thousand (4,000) square feet of area.

(4)

For single mobile homes, the minimum width of each mobile home space shall be forty (40) feet.

(5)

For single mobile homes, the minimum width of yards on a mobile home space shall be ten (10) feet.

(6)

The maximum density of mobile homes shall be ten (10) per acre.

(7)

For double wide mobile homes, the minimum depth of each mobile home space shall be one hundred (100) feet and have a minimum of six thousand five hundred (6,500) square feet of area.

(8)

For double wide mobile homes, the minimum width of each mobile home space shall be sixty-five (65) feet.

(9)

For double wide mobile homes, the minimum width of yards on a mobile home space shall be twelve (12) feet.

3.

Required improvements. The following shall be required:

a.

Internal streets.

(1)

Streets shall be privately constructed and maintained.

(2)

The base of streets shall consist of a sand, clay and gravel mix, six (6) inches in depth compacted. With a two (2) inch gravel overlay.

(3)

The minimum width of local streets shall be twenty (20) feet.

(4)

Closed ends of dead-end streets shall provide a vehicular turnaround at least fifty (50) feet in diameter.

b.

Mobile home stands.

(1)

Mobile home stands shall be improved to provide adequate support for the placement and tie-down of the mobile home, thereby securing the superstructure against erosion, uplift, sliding and overturning.

c.

Utilities.

(1)

The development shall be serviced with sanitary sewers and public water on trunk lines not less than eight (8) inches and six (6) inches, respectively, except on dead-end lines. Two (2) inch dead-end line water mains may be used, provided that all units are within five hundred (500) feet of a fire hydrant located on a six (6) inch main.

d.

Service building.

(1)

Service buildings housing laundry, sanitation or other facilities for use by occupants shall be permanent structures complying with all applicable codes.

4.

Travel trailers.

a.

No travel trailer shall remain permanently parked on a public street for a period exceeding fifteen (15) days.

b.

All travel trailers shall be permanently parked on private street right-of-way or the designated rear yard.
