28 - RECREATION, SCHOOL, CONSERVATION, AND OPEN SPACE RSC

The RSC zone district is intended to allow a wide variety of public and quasi-public uses, projects, activities and facilities deemed necessary for the maintenance of the public health, safety and welfare, plus such other public purposes consistent with the General Plan, including non -public activities permitted by governmental agencies. Public facilities include any activity undertaken or structures held, used or controlled for public or quasi public purposes. Such determination shall be made without reference to the ownership of the structure or the property upon which it is situated.

This Zone District is consistent with the Open Space Land Use Designation.

A.
Setbacks, minimum
1.
Front: Shall comply with the standards of the most restrictive adjacent zone.
2.
Rear: Shall comply with the standards of the most restrictive adjacent zone.
3.
Side: Shall comply with the standards of the most restrictive adjacent zone.
B.
Building
1.
Maximum Height: Shall comply with the standards of the most restrictive adjacent zone.

Parking

The following uses are permitted in the RSC Zone District subject to issuance of a building permit, business license or other required permit(s):
A.
Public and quasi-public uses of an administrative, recreational, public service or cultural nature including city, county, state or federal administrative centers, courts, libraries, police and fire stations, and other public buildings and structures, public playgrounds, parks, open space, community centers, cemeteries, flood control channels, water pumping stations and reservoirs, irrigation and canal rights of way, settling and water conservation recharge basins and parkways.

The following structures are permitted in the RSC Zone District subject to issuance of a building permit, business license or other required permit(s):
A.
Garage or carport.
B.
Fences, walls in compliance with § 16.46.050.

The following uses are permitted in the RSC Zone District upon approval and validation of a conditional use permit, in addition to any other permits or licenses required for the use:
A.
Water and wastewater treatment facilities;
B.
Telecommunication facilities;
C.
Commercial softball, soccer, football, or baseball complexes;
D.
Golf courses, driving ranges;
E.
Schools;
F.
Electrical generating facilities and substations.
