700 Industrial Districts
§ 500-701 Purpose.
The industrial districts are established to provide locations for land uses engaged in the production, processing, assembly, manufacturing, packaging, wholesaling, warehousing, or distribution of goods and materials. Regulations for the industrial districts are established to promote industrial development and to maintain and improve compatibility with surrounding areas. In addition to industrial uses, limited commercial uses, parking facilities, public services, and utilities are allowed. The industrial districts are as follows:
A.
LI - Light Industrial District is intended to allow industrial operations and activities that do not create significant nuisances or hazards. The district is designed to include some retail and wholesale business, as well as warehousing, storage and limited, low intensive manufacturing uses.
B.
HI - Heavy Industrial District is designed to accommodate high-intensity industry and often includes large structures, extensive exterior storage and exterior mechanical operations or heavy truck or equipment operations. It accommodates uses that require large sites and should be relatively remote from residential and business development.
§ 500-702 Principal uses for industrial districts.
A.
In general. Table 7-1 lists all permitted and conditional uses allowed in the Industrial Districts.
B.
Permitted uses. Uses specified with a "P" are permitted in the district or districts where designated, provided that the use complies with all other applicable provisions of this chapter.
C.
Conditional uses. Uses specified with a "C" are allowed as a conditional use in the district or districts where designated, provided that the use complies with all other applicable provisions of this chapter.
D.
Prohibited uses. Any use not listed as either "P" (permitted) or "C" (conditional) in a particular district or any use not determined by the Community Development Director or his/her designee to be substantially similar to a use listed as permitted or conditional shall be prohibited in that district. Such determination shall be made in the manner provided for in Part 500-200, Administration and Enforcement, governing determination of substantially similar uses.
E.
Specific development standards. Permitted and conditional uses specified with an "x" under the Specific Development Standards column shall be subject to the standards identified in other areas of this chapter.

§ 500-704 Exceptions.
A.
The setback for vacuum islands accessory to a car wash is five feet from any lot line.
§ 500-705 Transitional Yards.
A.
LI District.
(1)
If the lot abuts a R-1, R-2 or R-3 zone district at any point along the rear lot line, it must maintain the same rear yard setback of the principal building as required in that abutting zone district.
(2)
Where a side or rear lot line in a LI District coincides with a side or rear lot line in an adjacent residential district, a yard shall be provided along such side or rear lot line not less than 15 feet in depth and shall contain a solid fence no less than six feet in height.
§ 500-706 Other requirements.
A.
No use shall be established, maintained or conducted in any Industrial District that causes any of the following:
(1)
Dissemination of excessive noise, vibration, odor, dust, smoke, observable gas or fumes or other atmospheric pollutants beyond the site upon which the use is located;
(2)
Hazard of fire or explosion or other physical hazard to any person, building or vegetation;
(3)
A harmful discharge of waste material;
(4)
Radiation or interference with radio and television reception beyond the immediate boundaries of the side of the building in which such use is conducted.
§ 500-707 Open Storage.
A.
Open storage of commodities and materials offered for sale shall be permitted as an accessory use, provided that such open storage shall:
(1)
Be located in a side or rear yard;
(2)
Be located in a front yard, but within 15 feet of the principal structure, and completely contained within an area reserved for that purpose so that the placement of such open storage does not interfere with the safe and proper circulation and movement of pedestrian and vehicular traffic;
(3)
Observe all setback requirements;
(4)
Have a maximum height not to exceed the height of the main building;
(5)
Not exceed 20% coverage of the rear yard within the Light Industrial District;
(6)
When located in a side or rear yard, outdoor storage shall be fully screened from view from any adjacent street or residential area.
(7)
The standards contained within this section shall not apply to a new or used automobile dealership with outdoor vehicle display. The display of vehicles shall be permitted as an accessory use to the dealership and shall be approved as part of the overall site plan.
(8)
The standards contained within this section shall not apply to a nursery or greenhouse.
B.
All outdoor storage shall be stored within a completely enclosed building or enclosed by a solid wall or fence (including solid entrance and exit gates) not less than six feet in height.
