Whenever the City staff shall find in the case of any approved planned unit development that any of the terms, conditions, or restrictions upon which such approval was granted are not being complied with, such noncompliance shall constitute a violation of the zoning ordinance. Any person or corporation found responsible for such violation shall be subject to the penalties set forth in Sec. XIX of the Zoning Ordinance.
