34 - CF COMMUNITY FACILITY DISTRICT
The purpose of the CF district is to provide appropriately located areas for education, institutional, government, and other public facilities. It is the intent of this district to ensure that such uses are well designed and landscaped so as to be harmonious with surrounding land uses.

Prior to the issuance of any permit for development on property zoned or to be rezoned to CF, a development plan shall be submitted, processed, and approved as provided in Chapter 14.68.

Uses permitted in the CF district subject to development plan approval are as follows:
1.
Hospitals, sanitariums, medical clinics, special care homes, and similar buildings when used for the treatment of human ailments;
2.
Charitable institutions for the care of human beings;
3.
Medical services (prescription pharmacies, not drug stores, located within a building in conjunction with medical-dental offices);
4.
Public parks, playgrounds, and other public recreational facilities;
5.
Churches, libraries, museums, public and private schools, colleges, business schools, but not including trade schools using heavy equipment;
6.
Clubs and lodges for community groups and organizations;
7.
Community, civic center, and governmental buildings and structures;
8.
Any other community facility which the planning commission finds is similar in character to those enumerated in this district and is not more injurious to the health, safety, or welfare of the neighborhood because of noise, odor, smoke, vibration, danger to life or property, or other similar causes;
9.
Uses, buildings and structures incidental, accessory, and subordinate to permitted uses.

Uses permitted in the CF district subject to conditional use permit are as follows:
1.
As provided in Chapter 14.62.

No sales, production, repair, or processing shall take place on any site except to the extent necessary for and incidental to operation of the permitted or conditional uses.

No more than forty percent of the net area of the property shall be covered with any portion of a building.

Front. No building or structure shall be located closer than forty-five feet to the centerline of any public street, or fifteen feet to the property line, whichever is the greater distance; provided, however, that no portion of a building or structure designed for housing automobiles which opens directly onto a public street shall be located closer than twenty feet to the right-of-way line.
2.
Side and Rear. No portions of a building shall be located closer to the side or rear boundary of the property upon which it is situated than a distance equal to one-half the height of such portion of the building.

No portion of a building shall be located closer to another building on the property than a distance equal to one-half the height of the tallest of the two buildings.

No building or structure shall exceed a height of thirty feet.

Parking regulations in the CF district shall be as provided in Chapter 14.54. In addition, parking areas shall be screened from the street and surrounding property by a masonry wall not less than four feet in height or by screen planting capable of reaching a height of not less than four feet.

No less than twenty percent of the net area shall be devoted to landscaping.
