Where land is donated to the town to provide access to waterways open to the public, two points per access lane.

B.

Where land ownership and maintenance responsibility of public access lanes are retained by the owner/developer and where such lanes and public access are assured by irrevocable leases or deed restrictions, three points per access lane shall be awarded.
