CHAPTER 10A

PUBLIC FACILITIES ZONE PF

11-10A-1: PURPOSE:

The PF public facilities zone is established to provide areas for the location and establishment of facilities which are maintained in public and quasi-public ownership and use. This zone is intended to provide immediate recognition of such properties upon the official zoning map of the city. It is intended that the PF public facilities zone be applied to most of these properties for ease of recognition; however, some of the uses will also be allowed in other zones to accommodate public or quasi-public facilities in appropriate areas without undue difficulty. 11-10A-2: PERMITTED USES:

The following buildings, structures, and uses of land shall be permitted in the PF public facilities zone upon compliance with the requirements set forth in this code:
   Churches.
   Parking lots, stand alone.
   Parks and open space.
   Public uses.

11-10A-3: CONDITIONAL USES:

The following buildings, structures, and uses of land shall be allowed in the PF public facilities zone upon compliance with the requirements set forth in this code and upon obtaining a conditional use permit as specified in chapter 4 of this title:
   Caretaker’s residence for mortuaries.
   Cemeteries.
   Colleges and universities.
   Mortuaries.
   Outdoor storage.
   Public utility facilities.
   Schools.
   Specialized schools.
   Vocational and technical training facilities. (Ord. 2009-35, 11-24-2009)

11-10A-4: AREA AND FRONTAGE REGULATIONS:

   A.   Lot Size: No minimum. Lot area shall meet parking and landscaping requirements.
   B.   Lot Width: No minimum. Lot width shall be adequate to meet setback requirements. (Ord. 2009-35, 11-24-2009)

11-10A-5: YARD REQUIREMENTS:

   A.   Front Yard: The minimum front yard setback for all structures shall be ten feet (10').
   B.   Side Yard: None, except where the side property line abuts a residential use. Then a side yard of equal width required for the widest side yard in the adjacent zone shall be required.
   C.   Side Yard, Corner Lots: The minimum side yard setback for all structures shall be ten feet (10') on the street side.
   D.   Rear Yard: None, except where the rear property line abuts a residential use. Then a rear yard of equal distance required for the rear yard of the adjacent zone shall be required.
   E.   Accessory Structures: No accessory structure shall be located in the required front yard area. The minimum distance between accessory buildings and main building, or other accessory buildings, shall be six feet (6') at the closest points. Accessory buildings shall be located at least two feet (2') away from any side or rear property line. (Ord. 2009-35, 11-24-2009)

11-10A-6: HEIGHT REGULATIONS:

No main building shall be erected to a height greater than thirty five feet (35') without first obtaining a conditional use permit in accordance with the provisions of chapter 4 of this title. All new structures exceeding two (2) stories in height shall be served with elevators or escalators in addition to the stairways otherwise required by law. No accessory building shall exceed twenty feet (20') in height or the maximum height of the main building, whichever is lower. (Ord. 2009-35, 11-24-2009)

11-10A-7: DISTANCE BETWEEN BUILDINGS:

The minimum distance between buildings shall comply with the requirements of the currently adopted building codes. (Ord. 2009-35, 11-24-2009)

11-10A-8: LOT COVERAGE:

No limit, except landscaping and parking requirements shall be met. (Ord. 2009-35, 11-24-2009)

11-10A-9: PARKING, LOADING AND ACCESS:

See chapter 14 of this title. (Ord. 2009-35, 11-24-2009)

11-10A-10: SIGNS:

   A.   Sign Area: No monument sign shall exceed one hundred and twenty (120) square feet in area.
   B.   Minimum Street Frontage: There shall be a minimum street frontage of one hundred feet (100') per monument sign. In no case shall there be more than two (2) monument signs per street frontage for any freestanding building on its own lot or for any property that is owned, maintained, and operated by the City.
   C.   Minimum Distance: No monument sign shall be located within one hundred feet (100') of another monument or freestanding sign on the same side of the street, whether on the same parcel or on an adjacent parcel.
   D.   Sign Height: Monument signs shall have at least a one-foot (1') pedestal, and the illuminated cabinet shall not exceed nine feet (9') for a total sign height of ten feet (10'). The height to the top of the sign as measured from the street curb may vary depending upon landscaping, but the combined height of the sign and any berming/landscaping shall not exceed ten feet (10').
   E.   Reader Boards: Reader boards (changeable copy areas) and electronic message centers (EMC) shall not exceed fifty percent (50%) of the total monument sign area.
   F.   Freestanding Monument Signs: A monument sign allowed by this section may be substituted with a freestanding monument sign.
   G.   Applicable Sign Code Regulations: Monument signs in the P-F Zone shall comply with all other sign regulations found in chapter 15 of this title not listed above. (Ord. 2009-35, 11-24-2009; amd. Ord. 2022-21, 8-9-2022)

11-10A-11: APPROVALS REQUIRED:

   A.   Site Plan: Development in the PF zone shall require approval of a site plan in accordance with the provisions of chapter 5 of this title.
   B.   Development Agreement: A development agreement may be required for all new development in the PF public facilities zone. All applications for a rezone, preliminary plat, or site plan approval shall be conditioned upon final approval of the development agreement by the city council. (Ord. 2009-35, 11-24-2009)

11-10A-12: OTHER REQUIREMENTS:

   A.   Landscaping And Open Space: A minimum of five percent (5%) of the total project area shall be provided as landscaped open space for the following uses: Public utility facilities and Public works facilities. All landscaping shall comply with the provisions of chapter 21 of this title. Certain types of landscaping to buffer noise, structures or other elements may be required along any or all property lines if determined by the planning commission.
   B.   Garbage Dumpsters: Garbage dumpsters shall be completely screened when adjacent to a residentially zoned parcel, or in any location where they can be viewed from a public right of way.
   C.   Walls And Fences: Walls or fences may be required along all property lines which are adjacent to a residential zone or use or public right of way. The exact location, height and type of materials of the wall or fence shall be approved by the planning commission as part of the site plan approval process.
   D.   Exterior Building Materials:
      1.   Non-Permitted exterior building materials for main buildings are vinyl siding, aluminum siding, fiber cement panels, unfinished poured concrete, rusted metal, and sheet metal.
      2.   Accessory buildings shall be built with a finished, all weather exterior material. Detached garages and carports shall be finished to match the exterior of the main building.
      3.   Any front building elevation or elevation facing a street or right of way shall include at least one (1) of the following: brick, stone, or rock.
   E.   Footings And Foundation Required: All main buildings shall be constructed on a permanent footing and foundation.
   F.   Restrictions: No area needed to meet the lot width, frontage, area, setback or other requirements of this article may be divided, sold, or leased separate from such lot or building.
   G.   Design Standards: All new site development or construction in the PF public facilities zone shall incorporate the appropriate design standards described in chapter 18 of this title. (Ord. 2009-35, 11-24-2009; amd. Ord. 2022-06, 2-22-2022; Ord. 2024-06, 4-23-2024; Ord. 2024-17, 10-18-2024)
