SITE PLAN REVIEW
The purpose of this article is to establish procedures for review and approval or denial of proposed site plans.

Unless otherwise exempted by this chapter, site plan review and subsequent approval shall be required prior to issuance of any building permit for every new use, structure, change in use or structure, and at the time an application is submitted for a conditional use permit or variance. Site plan review is not required for one-family and two-family dwellings that are permitted by right and are located in a recorded land division or subdivision. The applicant shall refer to the development standards of article VIII of this chapter in preparing the required site plans and in providing the required information required by section 50-378.

(a)
When site plan review is required, six full size copies (typically 24 inches by 36 inches) and 14 reduced copies (11 inches by 17 inches) of the following detailed information shall be submitted to the zoning administrator along with the fee that applies to site plan review. If the required information for a certain development, zoning or land use application can be shown on an 11-inch by 17-inch sheet or on an 8½-inch by 11-inch sheet, to the scale and standards prescribed for that application, then the zoning administrator may, at his discretion, waive submittal of larger-sized copies.

Information required in one or more drawings at a standard engineering scale large enough to read the smallest text and view site plan details includes the following:
(1)
Title block, north arrow, graphic scale, date, revision dates, existing zoning, names of owners, applicant and person or company that prepared the plans, including contact information.
(2)
Parcel boundary with bearings and distances and a legal description of the parcel.
(3)
Proposed lot lines, dimensions and resulting areas as applicable.
(4)
Existing and proposed land uses.
(5)
Existing and proposed building and structure locations including stairs and retaining walls, and exterior facade materials, colors and elevation drawings.
(6)
Shortest perpendicular dimensions between buildings and from buildings to nearest lot line.
(7)
Future expansion areas as applicable.
(8)
Setback lines.
(9)
Existing and proposed streets (curb and gutter, width).
(10)
Existing and proposed easement locations and dimensions.
(11)
Site information such as site area, dimensions, proposed number of dwelling units, proposed floor areas, proposed site density.
(12)
Sidewalks, ramps and curb ramps.
(13)
Driveways and curb cuts (existing and proposed including dimensions).
(14)
Parking lot layout, dimensions, stalls, handicap stalls and accessible aisles, drive aisles, stacking areas if applicable.
(15)
Loading docks and outdoor storage areas and screening mechanisms.
(16)
Trash corrals and screening mechanism.
(17)
Paved areas and type of surface.
(18)
Curbing/curb and gutter.
(19)
Utilities (existing and proposed).
(20)
Grading, stormwater, and erosion control plan at the same scale as the main plan (and reduction to 11 inches by 17 inches), showing existing and proposed grades, stormwater drainage facilities, any retention walls and related devices, and erosion control measures.

Areas for snow storage.
(22)
Decks, patios, walls and fencing (type, material, height, location).
(23)
Lighting (type, design, illumination power, orientation, height, location).
(24)
Curb islands and medians.
(25)
Existing landscaping to remain.
(26)
Existing mature trees (six-inch caliper and greater measured four feet from the ground).
(27)
Proposed landscaping, pursuant to landscaping and screening requirements of this chapter.
(28)
Signage (type, size, design, orientation, height, location), pursuant to the signage requirements of this chapter.
(29)
Other proposed or required improvements or information deemed necessary to review the site plans as required by the zoning administrator, director of public works, village engineer or other reviewing agency or agent.
Larger-scale developments may be drawn at a smaller scale, provided enlargements or details are provided as needed.

The zoning administrator shall review the submitted plans to determine whether or not the minimum requirements of this article have been met. The zoning administrator shall have the right to approve or disapprove any site plan based upon the requirements of this article. The zoning administrator may refer such plans to other village staff for comment and review if needed. The zoning administrator shall approve, approve subject to changes or deny the submitted site plans within 30 days of receiving completed site plans, a completed application and the required review fee from the applicant. No building permit or certificate of occupancy shall be issued for any development project and no construction or site preparation shall begin until the zoning administrator approves the site plans. Any such activity prior to such approval shall be in violation of this chapter and subject to all applicable enforcement mechanisms and penalties.

Appeals to the decisions of the zoning administrator may be taken to the board of zoning appeals in accordance with the provisions of this chapter.
