In any zoning case or Comprehensive Design Plan filed with the Planning Board in which the property is located in a Development Review District, the Development Review District Commission shall be notified of the filing and given an opportunity to review and comment on the matter. The Commission shall be a party of record in all zoning and subdivision matters for which parties of record are identified which involve property within the District before the Zoning Hearing Examiner, the Planning Board or the District Council.
