CHAPTER 17
20 OFF-STREET PARKING
§ 17.20.010 Purpose.
This chapter sets forth special conditions and requirements for parking and applies to all permitted and conditional uses.

§ 17.20.020 Applicability.
Except as provided elsewhere in this title, all new and expanded uses, buildings and structures must have adequate off-street parking in accord with this chapter and applicable construction standards.

§ 17.20.030 Minimum parking requirements-General.
Off-street parking is required as follows or, if a specific use, in accord with Section 17.20.040: R districts—two spaces per unit which may be unenclosed or within a garage or carport; CD, CG and CH districts—one space for every four hundred square feet of gross floor area; I districts—one space per employee on the maximum working shift.

§ 17.20.040 Minimum parking requirements-Specific uses.
Off-street parking is as follows for the uses indicated:
A |
Auditoriums, theaters, stadiums, sports arenas and other places of public assembly: One space for each four seats and one space for each one hundred square feet of floor area used for assembly and not containing fixed seats.

Banks: One space for each three hundred square feet of gross floor area. If a drive-up window is provided, parking may be reduced to one space for each four hundred square feet of gross floor area. Additional review will be given to assure stacking vehicles will not impede traffic movement on the public right-of-way.
Bowling alleys: Four spaces per alley.
Business, professional and governmental offices: One space for each four hundred square feet of gross floor area, plus additional spaces for auditoriums or places of public assembly, if applicable.

Churches, mortuaries and funeral homes: One space for each four seats.
D |
Dance halls, skating rinks and other commercial recreational establishments without fixed seats: One space for each one hundred square feet of recreation area.
G |
Grocery, meat, fruit, drugs, liquor and similar uses: One space for each two hundred square feet of gross floor area.
H |
Hospitals: One space for each five hundred square feet of gross floor area plus one space per employee.
Hotels, motels, tourist homes, dormitories and rooming houses: One space per sleeping unit.
M |
Manufacturing: One space for each one and one-half employees, or one space for each one thousand square feet of gross floor area, whichever is greater.
Medical and dental clinics: One space for each two hundred square feet of gross floor area, plus one space for each employee.
Motor vehicle sales and service including service stations: One space for each one thousand square feet of gross floor area plus one space for each employee, with a minimum of four spaces.

Restaurants, bars, taverns and nightclubs: One space for every four seats.
Restaurants, drive-in: One space for each auto-serving lane plus one space for every four seats outside the vehicle. Additional review will be given to assure stacking of vehicles will not impede vehicle movement on the public right-of-way.

Schools: One space for each employee K-7 and one space for each employee plus one space for each six students 7-12.

Unlisted uses: The building official will fix parking requirements for any unlisted use based on similarity with listed uses.
W |
Warehouse: One space for each three thousand square feet of gross floor area, or one for each employee per working shift, whichever is greater.
Wholesale stores: One space for each one thousand square feet of gross floor area, plus one space for each employee per working shift.

§ 17.20.050 Size of parking spaces.
Except where stated to the contrary, each off-street parking space must not be less than nine feet in width or nineteen feet in length with twenty-four feet of aisle. Where angle parking is to be used, the aisle may be reduced to that specified by the administrator.

§ 17.20.060 Parking locations and in-lieu provisions.
Off-street parking facilities must be located as specified in this section:
(1)
R districts: Must be located on the parcel or building site they are required to serve.
(2)
For other than R districts, parking facilities must be within three hundred feet of the use, building or structure they are intended to serve, measured along a public or private pedestrian way, and such parking area must not be unduly detrimental to adjoining properties. If the parking facility is under different ownership, a written agreement, allowing said parking for the life of the use, building or structure, must be submitted to the administrator. Said agreement is to be recorded with the Franklin County auditor.

In the case of mixed or separate uses on the same parcel, the total off-street parking will be the total required for the various uses computed separately. A fifteen percent reduction may be permitted for parking areas greater that twenty thousand square feet.
(4)
If the administrator finds that parking demands of the use may be sporadic or seasonal, he may reduce the required parking by fifty percent if the reduced parking is available when needed within three hundred feet, and upon the recording of an agreement in accord with subsection (2) of this section.

§ 17.20.070 Development and maintenance of parking areas.
Every public and private parking area must be developed and maintained as follows:
(1)
Disposal of Runoff. All parking areas, and access thereto, must be graded and drained for disposal of all surface water on site.
(2)
Surfacing. All parking areas and access thereto must be improved to the following minimum standards as indicated for the applicable zoning district. All gravel surfacing must be to a minimum depth of three inches of five-eighths-inch to zero-inch crushed gravel. In addition, any parking area or access which abuts a paved street or sidewalk must be improved by the installation of a paved driveway approach to current city standard specifications.
A (Agricultural) district—gravel
RL (Residential, low density) district—asphalt
RM (Residential, medium density) district—asphalt
RH (Residential, high density) district—asphalt
RMP (Residential, mobile home park) district—asphalt per Chapter 16.48
CD (Commercial, downtown) district—asphalt
CG (Commercial, general) district—asphalt
CH (Commercial, highway) district—asphalt
IL (Industrial, light) district—gravel
IH (Industrial, heavy) district—gravel
PF (Public facility) district—gravel

Lighting. Lighting must be directed and shielded to not illuminate surrounding residential areas.
(4)
Other Improvements. Barriers, curbs or tire stops must be installed if a parking area abuts a structure, adjacent property or public right-of-way. Traffic controls must be installed if deemed necessary by the city engineer for public safety.
(5)
Screening from R Districts. If a parking lot abuts any R district, it must be screened by a masonry wall, tight board fence or screened chain link fence at least three, but not more than six, feet in height.
(6)
Driveways. Driveways in C or I districts must be at least twenty-eight feet from pedestrian crosswalks. Driveway widths should not be less than thirty feet unless otherwise approved by the administrator for one-way traffic.

§ 17.20.080 Loading space requirements.
Off-street loading spaces are required for all uses with deliveries or shipments. The spaces must be adequate to accommodate the maximum number and size of vehicles simultaneously loading and unloading. No part of a vehicle using the loading space may project into a public right-of-way.

§ 17.20.090 Parking for handicapped.
All parking lots of five or more spaces must provide parking for the handicapped of one stall out of each fifty regular stalls or fraction thereof. The stalls must be twelve and one-half feet in width and located adjacent or within close, safe proximity to required wheelchair ramps.

§ 17.20.100 Compact car spaces.
Any parking lot of four or more spaces may have twenty-five percent of the required spaces marked for compact cars. Compact car spaces must be seven and one-half feet wide and fifteen feet long with adequate back-up space to efficiently and safely negotiate the parking area.
