To ensure the functional enhancement of major streets and safety of the traveling public as pertains to adequate visibility, no building permit shall be issued for any building or structure to be located within the designated building setback of a major street as established and shown on the adopted General Plan. Except as otherwise provided, building setback lines shall be measured from the centerline of major streets. Centerlines shall be determined by the City Engineer.

17.86.020 Established.
Building setback lines are established for the following major streets:
(A) Sixth Street from East Grand Boulevard to West Grand Boulevard, not less than 50 feet from the centerline;
(B) Main Street from North Grand Boulevard south to Ontario Avenue, not less than 65 feet from the centerline;
(C) Grand Boulevard, not less than 60 feet from the centerline. Parking shall not be permitted in the setback area or between the right-of-way line and any building, structure or portion thereof.

17.86.030 Maintenance.
All setback areas shall be landscaped and maintained; provided, however, those areas of the yard designated by the principal planning and building official for pedestrian, vehicular and utility accessways shall not be subject to said landscape requirements.
