ARTICLE 5

- RESIDENTIAL DISTRICT R-MH

Sec. 5-0.] - Statement of intent.

The purpose of this district is to provide for the establishment or continuance of mobile home parks, to insure for the health, police and fire inspection of trailer lots; and to provide for the orderly regulation of mobile home parks.

Sec. 5-1. - Continuation of existing parks.

Any mobile home park in operation at the time of the adoption of this ordinance may continue in operation provided that it meets the specifications of this ordinance within a period of 24 months.

Sec. 5-2. - Plot plan.

Each application for a permit for a mobile home park shall be accompanied by a site plan. A preliminary street and lot layout plan may be submitted to the administrator for preliminary review and comment before submission of the detailed site plan.

Sec. 5-3. - Minimum size, number of spaces.

The minimum area for each mobile home park shall be one-half acre, and the minimum number of spaces completed and ready for occupancy before first occupancy is permitted shall be four.

Sec. 5-4. - Maximum density.

The total density of any mobile home park shall not exceed eight units per gross acre, and the net density on any particular acre within such park shall not exceed ten units per acre.

Sec. 5-5. - Minimum lot size.

5-5-1.

Area. The minimum area for individual mobile home space shall be 4,000 square feet exclusive of the ground underneath such mobile home.

5-5-2.

Width. The minimum average width for each mobile home lot will be 65 feet, except that for any mobile home unit greater than 15 feet in width, the minimum average lot width shall be one additional foot under for every additional foot of width of the mobile home.

Sec. 5-6. - Yard and setback requirements.

5-6-1.

Minimum distance between mobile homes. No mobile home shall be placed within 50 feet of another.

5-6-2.

Yards abutting common areas. The distance from the line or corner of the mobile home stand to a private access drive, a common parking area, a common walk or other common area shall be 25 feet minimum. Patios, carports, and individual storage facilities shall be disregarded in determining yard widths.

5-6-3.

Distance mobile homes to be located from park boundary and public streets. No mobile home shall be placed a lesser distance from the mobile home park boundary than the side yard width required in the zoning district in which the property adjoining each such boundary lies. In no case shall any mobile home be placed less than 25 feet from mobile home park boundary. The distance from the line or corner of the mobile home stand shall be 35 feet minimum.

Sec. 5-7. - Mobile home stand.

5-7-1.

Placement. The mobile home stand placement shall provide for the practical placement on and removal from the lot of both the mobile home and its appurtenant structures, and the retention of the home on the lot in a stable condition and in satisfactory relationship to its surroundings.

5-7-2.

Size. The size of the mobile stand shall be suitable for the general market to be served by the individual proposal and suitable to fit dimensions of mobile homes anticipated, including mobile home appurtenant structures or appendages.

5-7-3.

Location. The location of each mobile home stand shall be at such elevation, distance, and angle in relation to the access street and the mobile home accessway that placement and removal of the mobile home is practical.

5-7-4.

Construction. Appropriate material, properly graded, placed and compacted, so as to be durable and adequate for the support of the maximum anticipated loads during all seasons.

5-7-5.

Gradient. There shall be zero percent to five percent longitudinal and adequate crown or cross gradient for surface drainage.

Sec. 5-8. - Markers for mobile home lots.

Every mobile home lot shall be clearly defined on the ground by permanent markers. There shall be posted and maintained in a conspicuous place on each lot a number corresponding to the number of each lot as shown on the submitted plot plan.

Sec. 5-9. - Private streets and walks.

5-9-1.

General requirements. The minimum lane or private street on which an individual mobile home lot fronts shall be 30 feet in width. In cases when [where] private streets dead-end, there shall be constructed at each such dead-end a cul-de-sac with a minimum turning radius of 40 feet. Streets shall be six inches in depth and be of stone, gravel or other satisfactory material approved by the Virginia Department of Highways. All private streets or lanes shall have unobstructed access to a public street or highway. Private street entrances to mobile home parks from any public street shall conform to the current construction standards of the state department of highways. Any public street within the mobile home park shall conform to the Virginia Department of Highways standards.

5-9-2.

Pavement widths. Pavements shall be at adequate widths to accommodate the contemplated parking and traffic load in accordance with the type of street with ten feet minimum moving lanes for collector streets, ten minimum moving lanes for minor streets, eight-foot minimum lane for parallel guest parking and two-foot additional width for pedestrian use where adjacent sidewalk is not provided. All entrance streets and other collector streets with guest parking on both sides shall have a 36-foot minimum. All collector streets with no parking shall have a 28-foot minimum. Common or cul-de-sac street with no parking shall have a 28-foot minimum.

5-9-3.

Alignment and gradient. Streets shall be adapted to the topography and shall have suitable alignment and gradient for safety of traffic, satisfactory surface [water] and groundwater drainage, and proper functioning of sanitary and storm sewer systems.

5-9-4.

Intersections. Street intersections shall generally be at right angles. Offsets at intersections and intersections of more than two streets at one point shall be avoided.

5-9-5.

Improvements. Street improvements shall extend continuously from the existing public street system to provide suitable access to the mobile home stands and other important facilities on the property to provide adequate connections to existing or future streets at the boundaries of the property and to provide convenient circulation of vehicles with origins or destinations on the property.

5-9-6.

Grading. Grading shall be for the full width of the street to provide suitable finish grades for pavement and any sidewalks with adequate surface drainage and convenient access to the mobile home stand and other important facilities on the property.

5-9-7.

Curbs and gutters. Pavement and surfacing other than cement concrete shall be protected by curbs and gutters where necessary to prevent revelling of the wearing surface and shifting of the pavement base.

Sec. 5-10. - Walks.

5-10-1.

Walks shall be provided for safe, convenient, all-season pedestrian access, of adequate width for intended use, durable and convenient to maintain. There shall be individual walks to each mobile home stand from a paved street or from a paved driveway or parking space connecting to a paved street, and there shall be common walks in locations where pedestrian traffic is congested and should be through interior areas removed from the vicinity of streets if possible.

5-10-2.

Width[,] alignment and gradient of walks shall be appropriate for safety, convenience and appearance, and shall be suitable for use both by pedestrians and for the circulation of small-wheeled vehicles such as baby carriages and service carts; and width of walks will be at least three feet for walks on individual lots, and at least four feet for common walks with a grade of not more than five percent.

5-10-3.

Construction of walks shall be the same as for streets in curb and gutter and subgrading; with pavement the same as streets except that contraction joints in cement concrete walk shall be at regular intervals not exceeding twice the width of the walk.

Sec. 5-11. - Parking.

Parking spaces shall be provided at the rate of at least 1½ car spaces for each mobile home lot. Required car parking spaces may include one car space on each mobile home lot and in addition shall include a sufficient number of car spaces in conveniently located parking bays to bring the total number of parking spaces up to the required 1½ car spaces [per] mobile home lot. Each such parking space shall be not less than ten [feet] by 20 feet, shall be surfaced for its entire area with durable, hard material, suitable for all-weather use, and shall have unobstructed access to a public street or common street or highway. No parking space shall be more than 250 feet from the mobile home lot which it serves.

Sec. 5-12. - Water.

An adequate supply of water or portable [potable] water approved by the health department shall be furnished from a public water supply system or from a private water system conforming to all applicable laws, regulations, resolutions and ordinances, with supply outlets located on each mobile home lot. An adequate supply of hot water outlets shall be provided at all times to all hot water outlets required by this chapter.

Sec. 5-13. - Sewage.

In each mobile home park, all waste or wastewater from a faucet, toilet, tub, shower, sink, slop-sink, drain, washing machine, garbage disposal unit or laundry shall empty into an approved sewer system. The discharges of waste or wastewater into a septic tank is hereby prohibited.

Sec. 5-14. - Garbage and trash disposal.

Corrosion-resistive metal garbage cans or other noncombustible containers, with tight-fitting covers shall be provided in quantities adequate to permit disposal of all garbage and rubbish. Each mobile home lot shall have at least one garbage can within 100 feet of it. The cans shall be kept in sanitary condition as determined by inspection of the health department. Garbage and rubbish shall be collected and disposed of as frequently as may be necessary, but not less than twice weekly, at least three days apart, to ensure that the garbage cans shall not overflow.

Sec. 5-15. - Electric lighting and outlets.

All entrances, exits and driveways shall be lighted at night. Not less than a 100-watt electric light shall be provided for each 200 lineal feet of internal driveway and at each entrance and exit to the mobile home park. At least one receptacle outlet for each mobile home space shall be provided; this receptacle and other electric wiring shall conform to all requirements of the Town of Crewe.

Sec. 5-16. - Storage tanks.

5-16-1.

Gasoline, liquified petroleum, gas or oil storage tanks shall be so installed as to comply with all town, state and national fire prevention code regulations.

5-16-2.

Where oil heating of a mobile home is provided, a minimum 50-gallon fuel storage facility shall be provided in each mobile home lot in an inconspicuous location or manner. In lieu of this a central storage facility may be constructed to serve the mobile home park.

Sec. 5-17. - Playgrounds.

There shall be provided areas and facilities for recreational purposes appropriate to the needs of the occupants.

5-17-1.

Each mobile home park must provide not less than one multiple purpose playground of 4,000 square feet. Any mobile home park containing more than 80 units or having an area of more than eight acres shall provide an additional minimum of 100 square feet of playground space for each additional mobile home lot. When additional playground space is required, it may be provided in lots of 2,000 square feet.

Sec. 5-18. - Certificate of occupancy.

No mobile home or accessory structure shall be occupied in any mobile home park until after a certificate of use and occupancy shall have been issued by the zoning administrator to the effect that the mobile home park or the portion thereof for which such certificate is requested is in compliance with this ordinance. The zoning administrator shall not issue such certificate until after the same has been approved by the planning commission, director of public works, health officer; fire chief and other agencies concerned.

Sec. 5-19. - Standards.

Every mobile home occupied as a dwelling unit located in the Town of Crewe after the date of the adoption of this ordinance shall meet the minimum standards for plumbing, heating and electrical systems as defined by the American Standards Associations Project A119.1 approved March 12, 1963, as revised periodically. Mobile homes that display the official seal and register [registration] number of the Mobile Home Manufactures [Manufacturers] Association and the Trailer Coach Association will be considered to comply with the American Standards Association standard A119.1. Mobile homes that do not meet these minimum standards for plumbing, heating and electrical systems will not be issued a certificate of use and occupancy permit by the zoning administrator.

The minimum standards for plumbing, heating and electrical systems as defined by the American Standards Association Project A119.1, (1963), as amended and revised periodically, are hereby made a part of and incorporated by reference into this ordinance.

Sec. 5-20. - Electricity not to be furnished to mobile homes located outside of parks.

It shall be unlawful for any electric company to furnish electricity to any mobile home that is to be used as a dwelling or living quarters in the town unless it is parked in a mobile home park licensed by the town.

Sec. 5-21. - Allowing mobile homes to be used for dwelling outside of parks prohibited.

It shall be unlawful for any property owner, tenant, lessee or administrator of any real estate in the town to rent, lease or to allow any mobile home that is to be used as a dwelling or living quarters to be parked on the land under their [his] supervision, unless it is a legal mobile home park licensed by the town and maintained in accordance with the provisions of this chapter.
