- COMMERCIAL DISTRICT C-1
The purpose of this district is to provide for the establishment or continuance of a business area that is convenient to the whole community. Since this district is a focal point of all business activity the traffic and parking congestion will be heavy and off-street parking should be adequate to serve a great number of people.
In commercial district C-1, structures to be erected or land to be used, shall be for one or more of the following uses:

Retail food stores.

Wearing apparel stores.

Drycleaners, laundries.
6-1-4.
Auto and home appliance services.
6-1-5.
Drug stores.
6-1-6.
Bakeries.
6-1-7.
Barber and beauty shops.

Gift, record, and tobacco shops.

Hardware stores.
6-1-10.
Restaurants.
6-1-11.
Theaters, assembly halls.
6-1-12.
Hotels, motels.

Public billiard parlors and pool rooms, bowling alley, dance halls and similar forms of public amusement only after a public hearing shall have been held by the governing body on an application submitted to the body for such use. The governing body may request that the commission submit a recommendation to them concerning such use applications. In approving any such application, the governing body may establish such special requirements and regulations for the protection of adjacent property, set the hours of operation and make requirements as they may deem necessary in the public interest.

None, except for permitted uses utilizing individual water supply or sewage disposal systems, the required area for any such use shall be approved by the health official. The administrator may require a greater area if considered necessary by the health official.

For permitted uses the minimum side yard, adjoining or adjacent to a residential district shall be 25 feet or more and off-street parking shall be in accordance with the provisions contained herein. There shall be provisions made for loading and unloading commercial supplies and goods where the administrator deems necessary.
Structures may be erected up to 35 feet in height from grade, except that:
6-5-1.
A public or semipublic building such as a school, church, library, or general hospital may be erected to a height of 60 feet from grade, provided that required front[,] side and rear yards shall be increased one foot for each foot in height over 35 feet.
6-5-2.
Church spires, belfries, cupolas, monuments, water towers, chimneys, flues, flag poles, television antennas and radio aerials are exempt. Parapet walls may be up to four feet above the height of the building on which the walls rest.
6-5-3.
No accessory building which is within ten feet of any party [property] line shall be more than one story high. No accessory building shall be more than the main building in height.
Before a building permit shall be issued or construction commenced on any permitted use in this district, or a permit issued for a new use, detailed site plans indicating compliance with the substantive provisions of this ordinance and in sufficient detail to show the operations and processes shall be submitted to the zoning administrator for study. The administrator shall refer these plans to the planning commission for their recommendation. Modification of the plans may be required.
