ARTICLE II

Permits and Procedures

§ 100-9 Permits required.

A. 
No building or structure shall be erected or enlarged, nor shall the use of land be changed, until a zoning permit has been issued by the Zoning Enforcement Officer who shall issue such permits in accordance with this chapter.
B. 
Permit applications shall be filed with the Village Clerk.

§ 100-10 Application for permit; fees.

A. 
Application must be made with the Village Clerk on forms approved by the Village.
B. 
All information on the application form must be completed. In addition, the following information is also required to constitute a complete application:
(1) 
Map required. Two copies of a property map shall be submitted with all applications involving construction or enlargement of structures. The map shall be either:
(a) 
Sketch map. A sketch map is required with all applications for one- or two-family dwellings or their customary accessory uses. The sketch map shall be drawn to scale and shall show as applicable: the dimensions and location of the lot, exact size and location of all existing and proposed buildings on the lot, proposed location of water and sewage disposal systems, parking areas and driveway location, natural watercourses, ponds, surface drainage patterns and location of existing or drainage patterns and location of existing or proposed easements.
(b) 
Site plan. A site plan map is required with applications for all other uses. See § 100-46 for information required to be submitted.
(2) 
Evidence of property ownership or intent to purchase.
(3) 
Licenses. Any use currently licensed by federal, state, county or Village agencies and already operating within the Village shall present evidence of currently valid licenses before any expansion permits are considered.
C. 
Fee. The appropriate nonrefundable fee established by the Village Board in its fee structure shall be collected at the time of application.

§ 100-11 Classes of zoning permits.

Under the terms of this chapter, the following classes of zoning permits may be issued:
A. 
Permitted use. A zoning permit for a permitted use may be issued by the Zoning Enforcement Officer or his authority.
B. 
Special permit uses. A zoning permit for a special permit use may be issued by the Zoning Enforcement Officer after special permit approval from the Planning Board.
C. 
Zoning permit after an appeal or request for a variance. A zoning permit may be issued by the Zoning Enforcement Officer upon order of the Zoning Board of Appeals as more fully described in Article VIII.

§ 100-12 Time limit for action on application.

Within 15 days of the receipt of a complete application, the Zoning Enforcement Officer shall either issue a zoning permit or forward the application to the Zoning Board of Appeals for a variance or interpretation and/or to the Planning Board for approval of special permit.

§ 100-13 Revocation of permit.

Any zoning permit for which construction has not commenced one year after issuance shall be revoked.

§ 100-14 Issuance of certificate of conformity.

The applicant shall notify the Village Clerk when the structure is ready for final inspection. The Zoning Enforcement Officer shall then make a final inspection. If satisfied that the regulations pertaining to the project have been complied with and the project has been completed as specified on the approved application, the Zoning Enforcement Officer shall issue a certificate of conformity with the zoning laws, granting permission to occupy or use the structure.
