The purpose of the Telecommunications Overlay (TO) District is to ensure that telecommunication facilities may locate within the city in a manner that best serves local needs and the concerns of citizens.

   In addition to the uses permitted by right or as a conditional use, as specified in the underlying districts, wireless telecommunication facilities are permitted by right within the Telecommunications Overlay (TO) District, as shown on the official zoning map, and shall be subject to the supplemental provisions provided in §§ 152.240 through 152.249.
