ARTICLE VIII

- MANUFACTURED OR MOBILE HOME PARK DISTRICT RM-2

Sec. 50-219. - Purpose.

The intent of the Manufactured or Mobile Home Park District (RM-2) is to provide for manufactured or mobile home park developments together with such public and semipublic buildings and facilities and accessory structures as may be necessary and are compatible with residential surroundings of this nature. The district is specifically designed to accommodate in such development manufactured or mobile homes on rented parcels at acceptable densities; to accommodate the housing needs of those residents who prefer manufactured or mobile home living and of those who desire an economic alternative to conventional dwellings; to encourage such future development to occur on vacant land where the natural characteristics of such land are suitable for this type of development; to avoid undue traffic congestion on minor streets by directing such developments to abut upon or have relative close access to major transportation arteries; to provide policies which will encourage such residential development to occur where public facilities and services are existing or within plans for improvement; and to protect manufactured or mobile home parks from encroachment by incompatible uses.

Sec. 50-220. - Permitted uses.

(a)

Uses permitted by right. The following uses are permitted by right in Manufactured or Mobile Home Park District (RM-2) zones:

(1)

Manufactured or mobile homes;

(2)

Public schools or private schools offering curricula comparable to that of the public schools;

(3)

Recreational facilities and buildings;

(4)

Single-family residential detached dwellings.

(b)

Accessory structures permitted. The following apply to accessory structures permitted in Manufactured or Mobile Home Park District (RM-2) zones:

(1)

Garages, carports, storage rooms, and other structures which are customarily incidental to the principal structure;

(2)

Administrative and management office, clubs, or game rooms, recreational facilities and uses and laundry facilities intended for use solely by the residents of the development and their guests; however, leasing or renting of same on a commercial basis is strictly prohibited.

(c)

Uses permitted by special exception. The following uses are permitted by special exception in Manufactured or Mobile Park District (RM-2):

(1)

Child day care centers (see section 50-376);

(2)

Public and private utility services, excluding sanitary landfills, incinerators, refuse and trash dumps;

(3)

Governmental buildings and services;

(4)

Golf courses;

(5)

Semipublic recreational facilities and buildings;

(6)

The sale of new and used manufactured or mobile homes shall be permitted within the boundaries of an approved manufactured or mobile home park when clearly incidental to the operation of said park, subject to the following conditions which are intended to protect the residential character of the park:

a.

Allowable number. The number of manufactured or mobile homes for sale shall not exceed ten percent of the total number of approved mobile spaces in the manufactured or mobile home park.

b.

Location. Manufactured or mobile homes for sale shall be located only on approved manufactured or mobile home spaces in the manufactured or mobile home park, and subject to the same setbacks and yard requirements as occupied manufactured or mobile homes.

c.

Maintenance. There shall be no renovating, overhaul, or repair to manufactured or mobile homes offered for sale within the manufactured or mobile home park. However, customary maintenance shall be permitted such as would be allowed for an occupant while living in a manufactured or mobile home.

Sec. 50-221. - Dimensional requirements.

All principal and accessory structures shall be located and constructed in accordance with section 50-222 where it applies, as well as to the following requirements:

(1)

Residential uses.

Minimum park size 10 acres
Maximum density 6 units/gross acre
Minimum setback from park boundaries 35 feet
Minimum lot area 5,000 square feet
Minimum horizontal distance between manufactured or mobile homes
Side of side 25 feet
End to end 15 feet
Side to end 15 feet
Minimum horizontal distance between the corners of adjacent manufactured or mobile homes that do not face each other or overlap 15 feet
Minimum horizontal distance between a manufactured or mobile home and a manufactured or mobile home and manufactured or mobile home park access or circulation drive 25 feet

 

(2)

Accessory structures. An accessory structure shall not exceed two stories or 25 feet in height.

(3)

Additional requirements.

a.

Manufactured or mobile home space.

1.

Space. Each manufactured or mobile home shall be located on a space which will permit each unit to be sufficiently supported and anchored in accordance with the state department of labor and standards, state manufactured or mobile home tiedown standards.

2.

Boundaries. Each approved manufactured or mobile home shall be clearly defined by stakes or such other type markers that physically delineate as to the location of each said space within a park development.

b.

Skirting. A skirt or apron which is continually and properly maintained shall be required to surround each manufactured or mobile home between the bottom of the unit and the ground.

c.

Street or driveway improvements. All streets or driveways shall be paved, oiled, or graveled in such a manner as to clearly distinguish the road from playgrounds and parks.

d.

Streetlighting. All streets or driveways within the park shall be lighted at night with electric lights providing a minimum illumination of 0.2 footcandles.

e.

Usable open space. A minimum of 20 percent of the gross usable land area within the manufactured or mobile home park boundaries shall be designed for use as an active or passive recreational areas.

f.

Parking. No parking shall be allowed on any manufactured or mobile home park paved access or circulation drives.

g.

Existing homes. All manufactured or mobile homes existing in manufactured or mobile home parks at the time of the passage of the ordinance from which this chapter is derived shall comply with the requirements concerning tiedowns and skirting previously set out in this chapter.

Sec. 50-222. - Special regulations.

In addition to section 50-221, dimensional requirements, the following regulations shall apply where required:

(1)

Access (see section 50-4);

(2)

Nonconforming uses (see section 50-12);

(3)

Off-street parking and loading facilities (see section 50-13);

(4)

Parking, storing, keeping of commercial and residential vehicles (see section 50-14);

(5)

Home occupations (see section 50-9);

(6)

Flood hazard areas (see section 50-8);

(7)

Site plan approval process (see article XIV of this chapter).
