This chapter establishes comprehensive zoning regulations for the city, in pursuance of the authority granted by M.S.A. § 462.351 (1990), Laws of 1965, to promote the health, safety, convenience, and welfare of the inhabitants by dividing the city into zones and regulating therein the uses of land in the city.
