MU Mixed Use District
§ 27-501 Purpose.
The Mixed Use District is instituted to reserve land along the Township's traditionally commercial corridors for primarily locally serving retail, office and service uses bearing pedestrian integration with compatible residential uses. The District is also created to provide for complementary development forms and scale to the adjoining Main Street Corridor in Zelienople Borough.
§ 27-502 Yard and bulk requirements.
A.
Minimum lot size: 1.5 Acres.
B.
Minimum lot width at the street right-of-way line: 250 feet.
C.
Minimum lot width at the front building setback line: 200 feet.
D.
Minimum front yard: 40 feet, and 15 feet from commercial service streets
E.
Minimum rear yard: 50 feet; accessory: 15 feet.
F.
Minimum side yard: 30 feet; accessory: 15 feet.
G.
Side yard abutting residential district boundary: 30 feet.
H.
Maximum lot coverage: 50%, up to 80% with incentive zoning as set forth in § 27-506 Incentive Zoning.
I.
Where greater dimensional standards are specified based on the principal use of the lot or buffering within Parts 13, 14, 15, 16 and 19 of this chapter, said dimensional standards shall apply.
J.
The dimensional standards applied to Planned Shopping Centers as set forth in § 27-1433, shall be subject to the standards set forth therein, upon approval of the requisite conditional use.
K.
Residential accessory structures may adhere to the required side and rear yards for accessory structures as required in the R District.
L.
Build-to Line. The Build-to line imposed within this section shall apply to front lot lines adjoining State Route 19 and Perry Way. Principal buildings constructed after the effective date of this ordinance, excluding additions to principal structures that do not increase the gross floor area of the structure by more than 50% of that existing prior to the effective date of this ordinance, shall be subject to the following: At least sixty five percent of the building walls that are most nearly parallel to the front line shall be located within 30 feet of the adjoining front lot line. For double frontage lots, the requirement shall apply to frontage bearing the primary entrance to the building. Principal buildings meeting and constructed on sites meeting the standards of § 27-1704.F, Parking Design Standards, shall not be subject to the Build-to line.

§ 27-506 Incentive Zoning.
A.
Purpose. In order to encourage connectivity between properties on corridors within the Mixed Use District, enhance safety, and provide for modes of development compatible with the historic character of commercial corridors in the adjoining Boroughs, the Township desires to provide incentives to promote infrastructure improvements, expansion of the tax base, location of structures in relation to the streetscape, and overall site design through the provision of incentive zoning standards and improvements:

The table set forth in subsection C shall set forth the number of points awarded to a developer by classification of amenity improvement along with a reference to minimum standards associated with the improvement. In order to qualify for increases in lot coverage permitted, the developer shall provide for twenty points of amenities. For every point awarded, the developer shall be permitted to increase the lot coverage by 0.75% up to a maximum of 80% lot coverage. The lot coverage approved under the incentive zoning set forth in this section and accompanying amenities shall be constructed in accordance with and as part of a phases or phases approved within a preliminary or combined preliminary and final plan land development plan.
C.
Site Amenity Point Structure:
§ 27-507 Incentive Zoning Facade Standards.
A.
Transparency.
(1)
The ground-level front facade and the facade of any building facing a public, private or internal street shall have windows and/or door(s) covering at least 50% of the horizontal length of the facade between the height of three feet and eight feet above the walkway or grade, allowing views into and out of the interior. Product display windows may be used to meet the transparency requirement on no more than one building facade and shall be between the height of three feet and eight feet above the walkway or grade and shall be internally lighted.
(2)
Second and higher floor facades of a building that faces a public, private or internal street and/or are front facades shall contain window openings a minimum of 30% of the horizontal length of the facade.
(3)
The percentage of required window and door openings, above, allowing interior views may be reduced by using false or opaque window features, provided that they match the form of the required window and door openings and comprise no more than half of the required 50% coverage requirement and that the openings appear as an integral part of the facade.
(4)
No more than two sides of any one building shall be subject to the transparency provisions.
B.
Building Facade.
(1)
The front building facade of every building shall face a street, small park, plaza or landscape walkway that is visible and directly accessible from a street.
(2)
The primary entrance shall use building massing, special architectural features, or changes in the roof line, or similar details to emphasize building entrances.
(3)
All building facades shall consist of a combination (minimum of 3) of horizontal and vertical breaks such as, but not limited to, the following:
(a)
A vertical architectural element.
(b)
Building recesses, offsets or projections.
(c)
Texture and/or material change.
(d)
Architectural banding.
(e)
Variation in roof line.
(f)
Contrasting window framing or shutters.
(g)
Awnings.
(h)
Canopies or porticos.
(i)
Overhangs.
(j)
Arcades.
(k)
Peaked roof forms.
(l)
Arches.
(m)
Display windows.
(n)
Architectural details such as tile work and molding integrated into the building structure and design.
(o)
Equal or similar design feature.
(p)
All facades shall have an articulated break at least every 30 feet, measured horizontally.
(q)
For all buildings above two stories, the ground floor shall be architecturally distinguished from the upper facade with a cornice, canopy, balcony, arcade, or other element to form a visual base for the building and to create an intimate scale for the pedestrian.
(r)
The maximum length of any building facade shall not exceed 300 feet.
(s)
In addition to any other requirements of this chapter, a minimum of three off sets shall be created along any front facade exceeding 200 feet or facing a public, private or internal street.
(t)
Such off-sets shall be a minimum of 10 feet in depth and shall extend from finished grade to the top of the facade.
(u)
The exterior finishing of all buildings shall be comprised of natural building materials such as wood, brick and stone.
§ 27-508 Corridor Enhancement Standards.
A.
A street wall or series of plants meeting the Specifications of the Township Construction Standards shall be constructed along the entirety of the frontage, excepting breaks for permitted road, driveway, or access drive entrances and as required to provide for safe sight distance from said breaks.
