This ordinance shall be known as the "zoning ordinance." All explanatory material herein contained is hereby adopted as a part of this ordinance.

The purpose of this ordinance is to adopt a comprehensive zoning plan designed to improve the orderly development of the community and its environs, and to protect and promote the health, safety, and general welfare of the public its serves. To the fulfillment of this purpose, it [is] hereby declared that the objectives of the rules and regulations hereinafter set forth are established to provide for adequate light, air, convenience of access and safety from fire, flood, and other dangers; to reduce or prevent congestion in the streets, roads, and highways; to expedite provision for adequate police and fire protection, disaster evacuation, civil defense, transportation, water, sewage, flood protection, schools, parks, playgrounds, recreational facilities, airports, and other public requirements; to protect against destruction of or encroachment upon historic areas; to prevent the overcrowding of land and the congestion in travel and transportation; to facilitate the creation of a convenient, attractive, and harmonious community, and to encourage economic development that will provide desirable employment and enlarge the tax base.

The Kenbridge zoning ordinance is adopted pursuant to and in accordance with the provisions of the Code of Virginia, title 15.1 [15.2], chapter 11 [22], article 8 [7] (Code of Virginia, § 15.1-486 [15.2-2280] et seq.), as amended.
