The provisions of this chapter shall be administered by the administrative official or his duly authorized representatives. The administrative official or any duly authorized person shall have the right to enter upon any premises at any reasonable time for the purpose of making inspection of buildings or premises necessary to carry out the enforcement of this chapter.
