Before a Petition for Annexation of Territory to the City of Kingsley, Iowa, shall be presented to the City Council for action, the Petition shall first be submitted to the Planning and Zoning Commission.  The Commission shall review the Petition and make a recommendation with regard to the appropriate zoning classification for the property set forth in the Petition.  In the event the City Council shall approve the annexation of the territory, the property shall be annexed pursuant to the classification recommended by the Commission.
