To secure for the citizens of the city of Laguna Beach the social and economical advantages resulting from an orderly, planned use of the land resources;

To provide a definite, official land use plan for the city of Laguna Beach and;

To guide, control and regulate the future growth and development of the city in accordance with the plan, there is adopted and established an official districting plan for the city of Laguna Beach. The plan is adopted pursuant to the authority of Chapter 838, Statutes of 1929, state of California, and the amendments thereto.
