The purpose of this chapter is to ensure consistency with and conformance to the provisions established by this code for activities involving land filling, excavation, grading and/or mining, as may be allowed by this title. (Ord. 674, sec. 1, 7-17-2000)

No person shall within the city, fill, excavate, dig or grade the surface of the earth nor open any pits or excavated areas in the earth nor do any other acts where it will raise or lower the grade of any land, except as provided for in and in conformance with title 7, chapter 4 of this code. Mining is an interim use in all zoning districts except that such use is prohibited within the current MUSA and staged MUSA expansion area A, as identified in the city's comprehensive plan. (Ord. 674, sec. 1, 7-17-2000)
