It is the intent of the Highway Commercial District (C-2) to establish and preserve general commercial areas consisting of shopping centers and commercial strips where customers reach individual business establishments primarily by automobile.
1. Permitted Principal Uses and Structures.
A. All uses permitted in C-1.
C. Automotive sales and service establishments, warehouses, repair shops, service stations and other auto or truck oriented uses, including farm implement sales, service and repair.
D. Wholesale businesses and professional offices.
E. Those uses that, in the opinion of the Board of Adjustment, are of the same general character as those listed above as permitted uses, and which will not be detrimental to the district in which they are located.
2. Permitted Accessory Uses. Uses and structures accessory to a principal permitted use or a special exception use are permitted subject to the provisions of Section 165.25.
3. Special Exceptions. The following special exceptions are permitted in the C-2 District, subject to provisions of Section 165.31(4).
A. Public utilities, veterinary clinics, animal hospitals, and kennels.
B. Feed mills and grain elevators.
C. Carnivals, circuses, fairs, road shows.
E. Sexually oriented businesses as defined in Chapter 126 of this Code of Ordinances and subject to all provisions and regulations contained herein.

*Any building erected prior to the enactment of the Lisbon Building Code in 1997 will be allowed to add on to the existing building within the rear setback requirement as provided under Chapter 165.18(4) so long as the addition is to the side of the existing Building and is in line with and parallel to the existing rear wall of the Building. All other provisions of the Lisbon City Code shall remain in effect.
5. Open Space Required. The total land area devoted to open space and landscaping shall not be less than ten percent of the gross land area included in the building lot. Such open space shall be maintained as grassed and landscaped area and shall not include access drives, parking areas, structures or buildings, except ornamental structures included as part of the landscaping theme.
6. Minimum Off-Street Parking and Loading. All parking and loading areas shall be constructed according to Section 165.25(14) of this chapter. Parking and loading facilities shall be provided in the following required amounts:
(1) Vehicle and farm implement sales, service, repair establishments, automobile body repair shops - four parking spaces for every 300 square feet of floor area.
(2) Bowling alley - five spaces for each lane or alley.
(3) Dance halls, theaters, places of amusement, and skating rinks - one space for every 100 square feet of floor area.
(4) Motels and hotels - one space for each unit or suite plus one space for every 200 square feet of commercial floor area.
(5) Barber and beauty shops - one space for every 200 square feet of floor area.
(6) Professional and business offices not listed elsewhere - one space for every 300 square feet of public use floor area.
(7) Restaurants, private clubs, night clubs, cafes, and taverns - one space for every 100 square feet of floor area.
(8) Supermarkets, shopping centers, retail stores, and service establishments - one space for every 150 square feet of floor area and outdoor sales space.
(9) Furniture, appliance, hardware, building supplies - one space for every 250 square feet of floor area.
(10) Banks and financial institutions - one space for every 250 square feet of floor area.
B. Loading: One space for every 10,000 square feet of floor area or fraction thereof.
