CHAPTER 8

SUBURBAN ESTATES DISTRICTS

11-8A-1: PURPOSE:

The SE-1 suburban estates district is established to provide for single-family detached housing opportunities in a rural setting at a low density and to preserve open space and natural features. This district is intended to provide a natural buffer between the strictly urban characteristics of the SE-2 suburban estates medium density district and the R-1 residential district. The primary difference between the SE-1 and the SE-2 districts is lot size and the allowance of livestock. (Ord. 1301, 3-15-2004)

11-8A-2: PERMITTED PRINCIPAL USES:

Farm.
Kennel with buildings and outdoor facilities at least one hundred feet (100') from residentially zoned private property.
Livestock not less than one hundred feet (100') from residentially zoned private property.
Nursery or greenhouse.
Riding stable subject to:
   A.   All buildings in which horses are kept shall be at least two hundred feet (200') from any lot line contiguous with any residentially zoned lot. Animals shall not be permitted to graze or be ridden within fifty feet (50') of any residentially zoned property, and shall not be ridden off the premises.
   B.   All wastes shall be disposed of in accordance with any applicable laws, regulations, or policies of any agency having jurisdiction over such matters.
   C.   No odors shall be discernible at the perimeter of the site.
Roadside stand selling products grown on the premises.
Structure for storage or treatment of seeds.
Accessory uses and buildings incidental to the above uses.
Any other similar uses deemed to be consistent by the zoning officer. (Ord. 1301, 3-15-2004; amd. Ord. 1523, 9-7-2010)

11-8A-3: PERMITTED ACCESSORY USES:

Living quarters for persons employed on the premises.
Private garages or parking areas.
Other uses incidental to a permitted use. (Ord. 1301, 3-15-2004)

11-8A-4: SPECIAL USES:

The following uses may be allowed as special uses only upon approval by the village board after public hearing and recommendation by the planning commission. See chapter 3, article A of this title for special use permit application procedures.
Recreational facilities such as golf courses, country clubs and tennis courts with no building or pool less than one hundred feet (100') from any lot in an R district.
Small SECS.
Small WECS.
Utility stations without service yard storage.

11-8A-5: HEIGHT REGULATIONS:

   A.   No principal structure shall exceed two and one-half (21/2) stories or thirty five feet (35').
   B.   Farm buildings such as barns, silos, windmills, and places of public assembly such as schools and other permitted public and semipublic buildings shall not exceed six (6) stories or seventy five feet (75'); provided, that for each foot by which the height of such building exceeds the maximum height otherwise permitted in the district, its side and rear yards shall be increased in width or depth by an additional foot over the side and rear yard required for the highest building otherwise permitted in the district. The following minimum requirements shall be observed for both primary and accessory buildings. No accessory building shall be located in a front yard.

This district is intended to provide a natural buffer between the strictly urban characteristics of the R-1 one-family residence district. The primary difference between the SE-1 and the SE-2 districts is lot size and the allowance of livestock. (Ord. 1301, 3-15-2004; amd. 2011 Code)

11-8B-2: PERMITTED PRINCIPAL USES:

Essential services and municipal administrative or public service buildings not less than twenty feet (20') from any lot.
Gardening.
"Major home occupation", as defined in subsection 11-4-12A of this title.
Municipal buildings and libraries.
One-family detached dwelling.
Public and parochial schools, churches, and centers not less than twenty feet (20') from any lot in an R district.
Public cultural buildings.
Public libraries.
Public parks, playgrounds, and community center.
Roadside stand selling products grown on the premises.
Structure or storage for treatment of seeds.
