8.56.010 - Purpose.

The purpose of the institutional district is to accommodate governmental, public utility, educational community service, or recreational facilities, and to include the campus of Saint Mary's College of California as a unique planning area.

8.56.020 - Permitted uses.

A.

Agriculture;

B.

Emergency shelters that are in conformance with the requirements of Chapter 8.164; and

C.

Residential uses consistent with an adopted campus master plan.

8.56.030 - Conditional uses.

Each of the following uses is permitted on the issuance of a conditional use permit in this district:

A.

Park and outdoor recreational facility;

B.

Religious facility; and

C.

Schools (college, university [private only]).

8.56.040 - Development standards.

The development standards for property in this district shall be determined at the time the reviewing authority approves a master plan, or, for property outside of a master plan area, at the time of issuance of a conditional use permit. For property not subject to a master plan, these standards shall fix lot area, frontage, front, side and rear setbacks, building height and site coverage requirements.

8.56.050 - Master plan.

The town may require a master plan of development to guide and streamline future approvals for large-scale institutional uses in this district. Approval of a master plan shall be processed in the same manner as a general plan amendment. Specific contents of a master plan shall include but may not be limited to:

A.

Estimates of existing and projected population, users, and/or employees, including for Saint Mary's College, student enrollment, faculty and staff.

B.

Existing and planned facilities, including but not limited to:

1.

Buildings and facilities, including new, modified and expanded facilities.

2.

Pedestrian, vehicular, bicycle and transit system improvements and parking facilities.

3.

Existing and planned utilities infrastructure, including but not necessarily limited to water, wastewater, storm drainage and solid waste.

C.

Development standards and design guidelines applicable to projects within the master plan area.

D.

Goals, policies, actions and procedures, as necessary, for implementation of the master plan.

8.56.060 - Campus master plan.

Notwithstanding Section 8.56.030 above, all permitted and conditionally permitted uses proposed within the Saint Mary's College Campus, comprising all portions of Assessor's Parcel Numbers 258-140-001, 258-140-002, 258-150-001, 258-150-002, 258-150-004, 258-150-005, 258-150-006, 258-150-007, 258-150-008 owned by Saint Mary's College of California, shall be as defined or otherwise authorized in the approved campus master plan. The content of the master plan shall include but may not be limited to that specified in Section 8.56.050, above. In the event of a conflict between any provision of this title and the approved campus master plan, the campus master plan shall prevail.
