Construction Standards: All utilities must be constructed according to the "Village Of Morton Grove, Illinois Construction Standards", and all other applicable rules and regulations of federal, state, and local governments.
Use: The following public utility uses are permitted in every zoning district: outdoor telephone booths, poles, wires, cables, conduits, vaults, laterals, pipes, mains, valves, or similar distribution equipment for telephone or other communications, electric power, gas, water, and sewer service.
Any public utility use not specifically on the list above shall be subject to the zoning regulations in the zoning district in which it is located. Zoning district regulations are contained in chapter 4 of this title.
Performance Standards: All public and private utility facilities shall conform to the performance standards of this title.
Inspection Expense: All required land improvements to be installed under the provisions of this chapter shall be inspected during the course of construction by the Village engineer; salaries and other costs pursuant thereto, to be paid by the applicant, owner or the developer.
As Built Drawings Required: Whenever any utility is installed in a public right of way, the installer shall, upon completion of installation, and before acceptance by the Village of any such utility, submit to the Village a copy of a drawing that shows the exact location of the utility, along with the necessary easements documented and recorded.
Acceptance Of Public Utilities: The acceptance of any public utility to be owned and maintained by the Village shall be made only after the adoption of a resolution by the Village board of trustees after there has been filed with the Village clerk a certificate by the Village engineer certifying that all improvements required to be constructed or installed in, or upon, such improvement, in connection with the approval of the plat of subdivision by the Village board of trustees, have been fully completed and the construction or installation thereof has been approved by him, and that provisions regarding the performance and maintenance guarantees have been met, pursuant to section 12-8-3, "Final Plats", of this title. 12-10-2: WATER AND SEWER

Required: All properties under the jurisdiction of this title must be served by both sanitary and storm sewers.
Sanitary Sewers:
Sanitary sewer lines, including sewer stub terminals at the outside of curb lines for each lot, shall be installed to serve all properties in a subdivision.
Sanitary sewer and service lines shall be designed in accordance with the requirements of the Illinois environmental protection agency and the metropolitan water reclamation district of greater Chicago (MWRDGC). Construction, materials and testing for sanitary sewers shall meet the requirements of the "Standard Specifications For Water And Sewer Main Construction In Illinois" (latest edition) and the Village construction standards. In case of conflict, the Village construction standards shall govern.
The diameter of public sanitary sewers shall be determined through proper engineering based upon population served, however, the minimum size shall be eight inch (8") diameter pipes.
Storm Sewers:
Storm sewer lines along with all appurtenances shall be installed to provide storm water drainage for new subdivisions.
Storm sewer lines shall be designed to carry the 10-year design storm with surcharging in appurtenances limited to one foot (1') below the top of frame of the structure. The storm sewer flows shall be calculated using the rational method or other methods approved by the Village engineer. Rainfall intensities shall be obtained from technical bulletin 70 published by the Illinois state water survey.
Construction, materials and testing for storm sewers shall meet the requirements of the "Standard Specifications For Water And Sewer Main Construction In Illinois" (latest edition) and the Village construction standards. In case of conflict, the Village construction standards shall govern.
Proportionate Benefit: Where sewer mains of larger capacity than necessary are required to serve a subdivision, the subdivider shall be required to pay for the proportionate benefit of the installation to his subdivision as established by the Village board of trustees.
Water Supply:
All properties within the jurisdiction of this title must be served by public water.
Pursuant to subsection 7-4-9C of this code, the use of ground water as a potable water supply is prohibited.
Water distribution facilities, including pipe fittings, hydrants, water stub terminals at the outside curb lines for each lot, etc., shall be installed to serve all properties within a subdivision.
Fire hydrant spacing shall not exceed three hundred (300) linear feet.
Where water mains of larger capacity to serve future growth in the vicinity of a subdivision are required, the applicant shall be required to pay for the proportionate benefits of the installations to his/her subdivision as established by the Village board of trustees.
Water mains shall be designed in accordance with the requirements of the Illinois environmental protection agency and title 7 of this code. Construction, materials and testing for water mains shall meet the requirements of the "Standard Specifications For Water And Sewer Main Construction In Illinois" (latest edition) and the Village construction standards. 12-10-3: PUBLIC UTILITIES
Placement: All telephone, electric, cable television, internet access and gas service lines shall be placed underground with conduits or cables placed within easements or dedicated public way in a manner which will not conflict with other underground services. All transformer boxes and other ground mounted facilities shall be located so as not to be unsightly or hazardous to the public.
Easements Required: Easements shall be provided for any overhead or underground utility service, including storm water drainage, where necessary. They shall be a minimum of ten feet (10') wide, and be established at the rear of each lot and along such other lot lines as to provide continuity of alignment from block to block.
Permits Required: Permits shall be obtained from the appropriate governing body for the installation of communication, electric power, gas and other utility services, in public or private rights of way or easements as shown on the final plat, and the required fee paid before any installation is allowed.
Screening And Lighting:
All public and private utility equipment shall be screened according to the standards set forth in chapter 11, "Landscaping And Trees", of this title, to at least seventy five percent (75%) opacity.

12-10-4: STORM WATER MANAGEMENT AND DETENTION
Required To Provide: Storm water detention is required for the following, with no minimum site size restrictions:
All uses in commercial and industrial zoning districts.
All special uses in all zoning districts.
Planned unit developments.
Subdivisions, with the exception of minor subdivisions.
Detention Requirements:
Detention volume and release rates shall be calculated in accordance with the methods approved by the metropolitan water reclamation district of greater Chicago (MWRDGC).
Rainfall intensities shall be obtained from technical bulletin 70 published by the Illinois state water survey.
Restrictor sizes shall be limited to a minimum of three inches (3").
Detention may be provided in aboveground ponds or underground storage pipes or vaults. If the detention is provided in an aboveground wet pond, the pond shall be properly aerated, landscaped and screened to deter mosquito breeding, and wildlife or humans from entering the pond. 12-10-5: LIGHTING
