ARTICLE XVIII

HL Health and Life Sciences District

§ 149-107 Purpose.

A. 
The purpose of the HL Health and Life Sciences District is to:
(1) 
Acknowledge the existing hospital and medical facilities around Madison Avenue south of the Downtown Business District;
(2) 
Encourage and support the retention of the hospital and medical facilities; and
(3) 
Lay the foundations for expansion and improvement of the hospital and medical facilities while retaining Mount Holly's small-town, pedestrian-oriented, neighborhood environment and recognizing adjacent residential areas.
B. 
The HL District will expand opportunities for a variety of medical services, life sciences education and research, and professional, technical, administrative, and business services and will ensure integrated and coordinated site and building design.

§ 149-108 Permitted principal uses.

Such as but not limited to:
A. 
Hospitals and medical centers.
B. 
Nursing (convalescent) and residential care (assisted living and memory care) facilities.
C. 
Outpatient care and rehabilitation services.
D. 
Medical and diagnostic laboratories.
E. 
Licensed adult day care and childcare services.
F. 
Licensed health practitioners.
G. 
Hospice care facilities.
H. 
Ambulatory surgery center.
I. 
Professional, technical, and administrative and business support service uses, such as but not limited to:
(1) 
Accounting, tax preparation, bookkeeping, and payroll services.
(2) 
Advertising, public relations, and related services.
(3) 
Architectural, engineering, and related services.
(4) 
Computer systems design and related services.
(5) 
Legal services.
(6) 
Management, scientific, and technical consulting services.
(7) 
Marketing research and public opinion polling.
(8) 
Scientific research and development services and laboratories.
(9) 
Specialized design services.
(10) 
Translation and interpretation services.
(11) 
Veterinary services.
J. 
Dentist, insurance agent, real estate agent or similar practitioner or an office building for a group of any such practitioners, including a medical office building or a clinic with private dispensaries or similar offices which do not involve on-the-premises retailing activities or the direct sale of merchandise to the general public.
K. 
Health and life science-related educational facilities.
L. 
Government uses and facilities, including parks, walking trails, and recreational areas.
M. 
Health and fitness facilities.
N. 
Pharmacies.
O. 
Conference facilities.
P. 
Surface parking lots and/or structured parking facilities to serve one or more principal uses permitted in the HL District.
Q. 
Coffee shop, cafe, deli, or fast casual restaurant without drive-through or pick up lanes.
R. 
Single-family detached dwellings existing as of January 1, 2025.

§ 149-109 Permitted accessory uses.

A. 
Compressed and liquid gas, medical gas, and bulk oxygen storage.
B. 
Decks, patios, fences, and walls.
C. 
Drainage, flood control, and stormwater management facilities.
D. 
Emergency generators and pumping equipment.
E. 
Employee and visitor cafeterias.
F. 
Employee childcare and concierge services.
G. 
Employee indoor and outdoor athletic/recreational facilities.
H. 
Flagpoles, mailboxes, and monuments.
I. 
Garden structures, gazebos, greenhouse buildings, fountains, ponds, benches, sculpture, etc.
J. 
Heating, ventilation, air-conditioning, and refrigeration equipment (HVAC/R) and structures to contain them.
K. 
Lighting fixtures and equipment.
L. 
Maintenance, security, storage, and utility buildings or structures.
M. 
Off-street parking and loading areas, including parking structures.
N. 
Gardens, seating areas, and associated shade structures.
O. 
Renewable energy facilities, such as ground-mounted solar and photovoltaic arrays and roof-mounted wind, solar, and photovoltaic structures.
P. 
Retail sales customarily associated with one or more principally permitted uses such as gift and flower shops.
Q. 
Signs.
R. 
Telecommunications equipment on buildings and parking structures, except freestanding telecommunications towers and monopoles.
S. 
Trailers or storage structures for emergency supplies on a temporary basis.
T. 
Trash enclosures and pads for refuse and recyclable containers.
U. 
Utility infrastructure to service individual customers.
V. 
Valet and/or shuttle services to accommodate off-site parking associated with one or more principally permitted uses.
W. 
Wildlife hobby structures, such as shelters, feeding, and watering equipment.
X. 
Helistops that meet FAA and NJDOT Division of Aeronautics requirements.

§ 149-109.2 Other requirements.

A. 
More than one permitted use and more than one permitted building type are permitted on a single tax parcel when:
(1) 
The buildings on that parcel are owned by the same entity and are designed and constructed to architecturally complement each other; or
(2) 
The uses on that parcel are related to each other and are designed and constructed to architecturally complement each other.
B. 
Parking and Loading Requirements specific to the HL District.
(1) 
No loading or unloading shall be located in the required front yard setback area along Madison Avenue.
(2) 
Loading areas located between the principal building and any street besides Madison Avenue must be set back a minimum of 100 feet from the right-of-way and must be screened to the extent possible.
(3) 
All parking areas along Madison Avenue, South Avenue, Ridge Avenue, and any new connector street shall include perimeter landscaping that will define and beautify the space between the parking and/or loading areas and the right-of-way.
(4) 
Off-street passenger vehicle parking spaces shall be a minimum of nine feet wide and 18 feet long.
(5) 
Drive aisles for two-way traffic shall be a minimum of 24 feet in width.
C. 
Fences greater than 72 inches in height up to 96 inches in height shall be permitted for the purpose of shielding equipment and trash and recycling compactors and shall be set back a minimum of 100 feet from the right-of-way.
