ARTICLE I

PREAMBLE

§ 1.1 TITLE.

This Ordinance shall be officially known as “The City of Navasota, Texas Zoning Ordinance.” References to the “Zoning Ordinance,” “this Ordinance” or “this Code” shall be interpreted as reference to this Zoning Ordinance.

§ 1.2 ENACTING CLAUSE.

This Zoning Ordinance, together with the Official Zoning Map, creates, defines, and delineates zoning districts and regulates uses and development in those zoning districts for the areas situated within the corporate boundaries of the City of Navasota, Texas, as may be altered from time to time through annexation or otherwise.

§ 1.3 AUTHORITY.

This Ordinance is adopted under the authority of the Constitution and laws of the State of Texas, including without limitation Chapters 211 and 212, Texas Local Government Code, and pursuant to the provisions of the charter and ordinances of the City of Navasota, Texas.

§ 1.4 PURPOSE.

The zoning regulations and districts as herein established have been made in accordance with the City’s Comprehensive Plan for the purpose of promoting the health, safety, morals and general welfare of the City. More specifically, this Zoning Ordinance provides for the division of land into different districts, regulations pertaining to such districts, and regulations for the development of land within the City of Navasota. Districts have been designed to lessen the street congestion; to secure safety from fire, panic and other dangers; to provide adequate light and air; to prevent the overcrowding of land; to avoid undue concentration of population; and to facilitate the adequate provision of transportation, water, sewerage, schools, parks, and other public requirements. The provisions of this Zoning Ordinance have been made with reasonable consideration for, among other things, the character of each district and its peculiar suitability for the particular uses specified, and with a view to conserving the value of buildings and encouraging the most appropriate use of land throughout the City consistent with the City’s Comprehensive Plan.
