9 C-M Commercial Manufacturing

21.901 Purpose

  1. The C-M, Commercial Manufacturing District is intended to provide a zone for the following:
    1. High quality, nuisance-free manufacturing, transportation, warehousing, and wholesaling uses that are compatible with a variety of office and service uses.
    2. The processing, cleaning, servicing, testing, repair or storage of materials, goods, or products, except those that may be injurious or offensive to the occupants of adjacent premises by reason of emission or creation of noise, vibration, smoke, dust or other particulate matter, toxic materials odors, fire or explosion hazards or glare.
  2. It is the goal of these regulations that no use within the C-M, Commercial Manufacturing District would have any direct or indirect negative aesthetic, environmental, or economic impact on any other use either within or outside of the district.

21.902 Uses

  1. Permitted Uses.
    1. Animal clinics (boarding for medical purposes only).
    2. Blueprint and photocopying shops.
    3. Broadcasting stations.
    4. Business machine sales, service, manufacturing or warehousing.
    5. Cabinet shops, fabrication and sales.
    6. Camping equipment sales and storage.
    7. Catering establishments.
    8. Cemetery monument works.
    9. Cleaning and laundering shops.
    10. Computer sales and service.
    11. Contractor’s or construction offices.
    12. Data processing centers.
    13. Medical clinics and laboratories.
    14. Electrical repair shops.
    15. Electronic repair shops.
    16. Exterminating shops.
    17. Food storage.
    18. Furnace and air-conditioning sales and service.
    19. Furniture sales and warehousing.
    20. Government buildings and uses.
    21. Hospital and medical supplies.
    22. Janitorial supplies and service.
    23. Libraries.
    24. Mail order houses.
    25. Mini-warehouse facilities.
    26. Offices.
    27. Plumbing sales and service.
    28. Precision instrument sales, manufacturing and service.
    29. Printing.
    30. Public utility garages and storage.
    31. Publishing houses.
    32. Recording studio.
    33. Rental shops.
    34. Restaurants (providing day-time service to other businesses).
    35. Sheet metal fabrication.
    36. Sign sales and manufacturing.
    37. Trade schools.
    38. Trailer sales and service.
    39. Truck repair.
    40. Upholstery shops.
    41. Vehicle glass installation.
    42. Warehousing and storage.
    43. Wholesale establishments.
  2. Special Uses.
    1. Animal kennels with outdoor runs.
    2. Automobile body shops.
    3. Automobile service garages.
    4. Bus garage.
    5. Cartage/Trucking.
    6. Food processing.
    7. Health clubs.
    8. Machine shops.
    9. Metal stamping and spinning.
    10. Photo processing (non-retail).
    11. Plastic processing.
    12. Public Utility and service uses, including, but not limited to:
      1. Essential services, including: fully automated gas regulating stations, telephone exchanges and electric substations.
      2. Tower and antennas, commercial, for radio, television and telephone transmitting, receiving or relay stations.
      3. Wastewater treatment plant.
      4. Water works, reservoirs, pumping stations, filtration plants and wells.
    13. Rail passenger station or yard.
    14. Skating rinks, ice and roller.
  3. Accessory Uses. The following accessory uses shall be permitted, provided, however, they comply with standards for screening in Section 21.1303, Article 21-13, Site Development Requirements.
    1. Exterior vehicle storage or loading.
    2. Outdoor storage.
    3. Overnight storage of vehicles on premises.

21.903 Site Development Requirements

See Article 21-13, Site Development Requirements for standards and review procedures that apply to properties in the C-M District.

21.904 Lot Requirements

  1. Minimum Lot Size – Not less than 30,000 square feet.
  2. Minimum Lot Width – Not less than one hundred (100) feet.

21.905 Yard And Setback Regulations

Every building hereafter erected or enlarged in this District shall provide and maintain a setback in accordance with the following:

  1. Setback from Major Roadways – Not less than sixty (60) feet from the following major roads and highway, as measured from the existing street right-of-way, or such future right of way as recommended by the entity having jurisdiction over that road or highway:
    1. Newark Road
    2. Johnson Street
    3. Chicago Road
    4. Fennel Road
  2. Minimum Front and Corner Side Yards – Not less than forty-five (45) feet from a front or corner side lot line.
  3. Minimum Interior Side Yards – Not less than twenty (20) feet from an interior side lot line, except when the property abuts residential or institutional uses where the setback shall be fifty (50) feet.
  4. Minimum Rear Yards – Not less than thirty (30) feet from a rear lot line, except where the property abuts residential or institutional uses where the setback shall be sixty (60) feet.
  5. Minimum Parking Setback – Twenty-five (25) feet from a front or corner lot line.
  6. Transition Yards – Where a side or rear lot in coincides with a side or rear lot line in a residential or institutional use, the interior side or rear yard requirements for a commercial lot shall be increased as follows:
    1. Interior Side Yard – Thirty (30) feet.
    2. Rear Yard – Sixty (60) feet.
  7. Floor Area Ratio – 1.0”

21.906 Maximum Coverage

No more than sixty-five (65) percent of a lot can be occupied with buildings, accessory structures and impervious surfaces.

21.907 Height Limitations

Not more than forty-five (45) feet.
