UTILITIES U DISTRICT
The primary purpose of the U utility district is to provide for the necessary facilities to produce, process, store, distribute, transmit, and other related activities of the various utility companies both public and private. Those areas zoned as U utility are further intended for the placement of centralized facilities which generate, process, and provide the utility needs. Actual distribution components such as water mains, transformers, and pumping stations which are located throughout the city need not be zoned as utilities.

No land, building or structure shall be used and no land, building or structure shall be altered, erected, constructed, reconstructed, or structurally altered which is designed, arranged, or intended, to be occupied or used for any purpose other than one or more of the following:
(1)
The production, processing, storage, treatment, extraction, distribution, transmission, and associated activities with the generation and utilization of potable water, wastewater, communication services, electricity, natural gas, cable television services, and similar activities.

(a)
The following use may be permitted in a U utility district at the discretion of the governing body in accordance with the requirements of article IV of this chapter:
(1)
Telecommunication facilities when airwave transmission is utilized.
(b)
The following may be permitted in the areas designated U utility as long as the location of these uses does not preclude or adversely effect the future use of the surrounding areas for utility facilities:
(1)
Recreation and open space facilities.

All uses not listed as permitted in the U district are prohibited.

(a)
Because of the unique nature of the types of structures and facilities constructed there shall be no design standards which may limit the height, size and possible placement within the U district.
(b)
The city shall assess the merits of any proposal or expansion of existing facilities through the established development review procedures contained within the city's comprehensive land development code. The development review committee shall present their findings and recommendations to both the planning and zoning board and the governing body for their review and approval.
(c)
The primary basis of review shall rest in meeting all life health and safety codes and that any potential adverse impacts to surrounding properties are adequately planned for and appropriately buffered against.
