TRAILER PARK

§ 157.360 DEFINITIONS.

   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   SANITARY STATION. A facility used for removing and disposing of wastes from travel trailer holding tanks.
   SERVICE BUILDING. Any building in a travel trailer park used for recreational, maintenance, sanitary or office purposes which may be necessary for the proper development and management of the travel trailer park.
   TRAVEL TRAILER. And includes any of the following:
      (1)   Travel trailer, which is a vehicular, portable structure built on a chassis, designed to be used as a temporary dwelling for travel, recreation or vacation uses, permanently identified travel trailer by the manufacturer of the trailer, and, when factory equipped for the road, having a width not exceeding eight feet and a body length not exceeding 35 feet;
      (2)   Pickup coach, which is a structure designed to be mounted on a truck chassis for use as a temporary dwelling for travel, recreation or vacation uses;
      (3)   Motor home, which is a portable, temporary dwelling to be used for travel, recreation or vacation uses, and constructed as an integral part of a self-propelled vehicle; and/or
      (4)   Camping trailer, which is a canvas, folding structure mounted on wheels and designed for travel, recreation or vacation use.
   TRAVEL TRAILER PARK. An existing development in which sites are rented for the placement of travel trailers for temporary use as living quarters.
   TRAVEL TRAILER SITE. A parcel of land within a travel trailer park designed and improved for the accommodation of not more than one travel trailer or one tent.

§ 157.361 PERMITTED USES.

   In the TTP district:
   (A)   Spaces in travel trailer parks may be used by travel trailers or equivalent facilities constructed in or on automotive vehicles, tents or other short-term housing devices; and
   (B)   Nonrecreational service and administrative buildings are permitted.

§ 157.362 ACCESSORY USES.

   The following uses are permitted as accessories to a travel trailer park as a convenience solely for the guests of the park:
   (A)   Bottled gas sales;
   (B)   Grocery store;
   (C)   Laundry facilities;
   (D)   Playgrounds and picnic areas;
   (E)   Recreational hall and game courts;
   (F)   Swimming pools;
   (G)   Marina and boat rental (including bait, fishing and sports accessories sales) serving only guests of the travel trailer park; and
   (H)   Manager’s residence.

§ 157.363 SPECIAL EXCEPTIONS.

   A marina and boat rental (including bait, fishing and sports accessories sales) is permitted in a TTP district. When a facility is planned to serve both travel trailer park guests and the general public, a special use permit is required. A separate access road on the periphery of the travel trailer park is required for use by the general public.

§ 157.365 DESIGN STANDARDS FOR TRAVEL TRAILER PARKS.

   (A)   Minimum size. Each parcel of land to be used for a travel trailer park shall be a minimum of five acres.
   (B)   Density. There shall be a maximum of 15 travel trailer sites per gross acre of land within the travel trailer park. This shall also apply to the tent camping area.
   (C)   Streets and parking.
      (1)   Access to park.
         (a)   Direct vehicular access to the travel trailer park shall be only from an abutting approved street. Access to the park shall be so located as to:
            1.   Provide minimum congestion on the external street;
            2.   Provide a clear and unobstructed view of on-coming traffic from both directions for a distance of not less than 350 feet; and
            3.   Provide for good vehicular circulation in the park.
         (b)   The administrative facility of the travel trailer park shall be so located as to assure the complete removal of trailer units from the public right-of-way during the check-in process.
      (2)   Width of streets. Streets in a travel trailer park shall be private and shall be at least of the following widths:
         (a)   A one-way street shall be at least 12 feet in width; and
         (b)   A two-way street shall be at least 24 feet in width.
      (3)   Street surfacing. Access roads entering a travel trailer park shall match the surface of the public road providing access to the park. If the public road is paved, the access road of a travel trailer park shall be paved for a distance of 100 feet into the park from all entrances and exits, and shall be at least 24 feet in width. Travel trailer park roads that are not paved shall be hard surfaced, well drained and all-weather stabilized (e.g., shell, marl and the like);
      (4)   Road curves. All road curves shall have a minimum turning radius of 50 feet. All culs-de-sac shall have a maximum length of 500 feet and terminate in a turning circle having a minimum radius of 50 feet; and
      (5)   Parking. Each travel trailer site shall have off-street parking pads for both travel trailer and towing vehicle. The pads shall be composed of marl, shell, paving or other stabilized material. The remainder of each travel trailer site shall be well drained, grassed and landscaped.
   (D)   Buffer strips. There shall be a suitably landscaped perimeter buffer strip not less than 25 feet in depth between travel trailer sites and all public streets abutting a travel trailer park, and a landscaped buffer strip not less than 15 feet in depth between travel trailer sites and all other boundaries of the park. Within all buffer strips (except waterfront) there shall be a plant and/or structural screen, which shall be semi-opaque and at least six feet high and shall extend the length of the buffer strip except for street openings. Newly planted screens shall meet the height and opaqueness requirements within 12 months of planting. The landscaped buffer strip shall be separate from recreational areas, streets, travel trailer sites and utility sites, but may be utilized for drainage purposes and two identification signs.
   (E)   Recreational areas. A minimum of 10% of the total land area of a travel trailer park shall be devoted to one or more common use areas for recreational activity. In addition, for every travel trailer and tent site, there shall be allocated an additional 100 square feet of land for recreational activity. However, this requirement is not necessary when the proposed development has a density of ten sites per gross acre or less. The recreational areas shall be exclusive of travel trailer sites, buffer strips, street rights-of-way and storage areas; however, the periphery of the recreational areas may contain utility sites, and other nonrecreational service buildings, the area of which will be subtracted from the computed recreational area. Recreational areas shall be easily accessible to all park users and management. Although the required space for recreational usage may be met through more than one recreational site, the minimum size of any area shall be 20,000 square feet. Provision for all common open space and the construction of recreational facilities which are shown on the site plan shall proceed at an equivalent, or greater, rate as the construction of individual travel trailer sites.
   (F)   Tent camping. Areas may be set aside for tent camping in accordance with all provisions of this division, except:
      (1)   There shall be a stabilized pad on the site for parking of the transportation vehicle; and
      (2)   Tent camping may be permitted on a travel trailer site.
   (G)   Maximum height. Maximum height of structures is 25 feet.

§ 157.366 DESIGN REQUIREMENTS FOR TRAVEL TRAILER SITES.

   (A)   Minimum size. Back-in parking sites shall have a minimum area of 1,500 square feet with a minimum width of 30 feet and a minimum length of 50 feet. Drive-through parking sites shall have a minimum area of 1,200 square feet with a minimum width of 20 feet and a minimum length of 60 feet.
   (B)   Access. Each travel trailer site shall abut on at least one street within the boundaries of the travel trailer park, and access to the site shall be only from an internal street.
   (C)   Setback requirements. No part of a travel trailer placed on a travel trailer site shall be closer than five feet to any site line and ten feet to any street.
   (D)   Appurtenances. Temporary appurtenances, such as cabanas and awnings, may be erected on a travel trailer site as long as the appurtenances do not violate the setback requirements as set forth in this division and as long as the appurtenances are capable of being dismantled and stored within four hours.

§ 157.367 PROVISION OF SERVICES IN TRAVEL TRAILER PARKS.

   (A)   Service buildings. All service buildings shall comply with building code and regulations and the statutes and regulations of the state concerning buildings, electrical installations, plumbing and sanitation systems.
   (B)   Water supply.
      (1)   An adequate supply of water shall be provided in accordance with the State Sanitary Code and the County Health Department.
      (2)   A minimum of one portable water supply outlet shall be provided for every two travel trailer sites.
      (3)   Each recreational area and bathhouse restroom facility shall have at least one approved drinking fountain in close proximity.
   (C)   Sewage disposal.
      (1)   All sewage disposal facilities shall be provided in accordance with the State Sanitary Code and the County Health Department.
      (2)   (a)   At least one sanitary dumping station shall be provided in every travel trailer park. The station shall be readily accessible and well-lighted. The following schedule shall be used in determining additional dumping stations based on the number of sites that are not connected individually to sewer lines; and
         (b)   For every 50 sites or fractional part beyond the first 50 sites, one sanitary dumping station shall be provided.
      (3)   At least one central bathhouse-restroom facility shall be located within 300 feet of all camping units that are either not supplied with sewer connections or not capable of utilizing the connections (e.g., tents, camper trailers).
      (4)   Any dispersed bathhouse-restroom facility provided to meet the distance requirement of 300 feet shall have at least two of each of the following fixtures for men and women: toilets, urinals, lavatories and showers.
      (5)   Recreational areas shall be located within 300 feet of a bathhouse-restroom facility. The following schedule indicates the minimum number of bath and toilet facilities required based upon the total number of spaces within the travel trailer park:

      (6)   For travel trailer parks having more than 100 travel trailer spaces, there shall be provided:
         (a)   One additional toilet and lavatory for each sex per additional 30 travel trailer spaces;
         (b)   One additional shower for each sex per each additional 40 travel trailer spaces; and
         (c)   One additional men’s urinal per each additional 100 travel trailer spaces.
   (D)   Lighting.
      (1)   All entrances, exits, streets and service buildings shall be well-lighted during the hours of darkness.
      (2)   Street lighting may be overhead or low level but must be shaded and reflected into the street and should be of low intensity.
      (3)   All recreational facilities to be utilized during the hours of darkness shall be adequately lighted to ensure the safety of all users of the facilities.
   (E)   Electricity. Each travel trailer site shall be equipped with at least a 110/115 volt, 20 amp three-wire grounded weatherproof receptacle mounted on a three-foot-high post. Separate PVC type A conduit for each circuit shall be run underground to each site from a central circuit breaker panel. The conduit shall be buried at least 18 inches deep. The individual breakers in the panel shall be 20 amp. The conductors and ground shall be type TW and sized so the load imposed on each conductor is 20 amps. or less. Maximum run shall be 100 feet for #10 wire, 200 feet for #8 wire and 300 feet for #6 wire. Rigid metal conduit shall be used where any service wire comes out of the ground to the receptacle. EMT is not permitted.
   (F)   Service and utility lines. All service and utility lines in a travel trailer park shall be installed underground and at a minimum depth of 18 inches.
   (G)   Refuse handling.
      (1)   Each travel trailer site shall be provided with at least one flytight, watertight, rodentproof container of a capacity not less than four gallons and not more than 30 gallons. However, this is not required when sites are within 200 feet of a large covered trash receptacle (e.g., Dempster Dumpster).
      (2)   All refuse shall be collected at least twice weekly; and where public or private collection service is not available, the owner or operator of the travel trailer park shall dispose of the refuse by transporting it to a disposal site approved by the County Health Department.
   (H)   Insect and rodent control. Grounds, buildings and structures shall be maintained free of insect and rodent harborage and infestation. Extermination methods and other measures to control insects and rodents shall conform with the requirements and regulations of the County Health Department and the State Sanitary Code. Adequate drainage systems will be provided and maintained in a manner as to prevent the breeding of mosquitoes and other obnoxious insects in the park.
   (I)   Fire protection. The travel trailer park shall be subject to the rules and regulations of the Fire Department. Fires shall be made only in stoves, fireplaces and other equipment as permitted by the Fire Department.
   (J)   Fuel supply and storage. All installations and tanks furnishing and/or storing any type of gaseous fuels to be used by the occupants of the travel trailer park shall comply with the Fire Prevention Code of the American Insurance Association as adopted.
   (K)   Storage. Outdoor storage of travel trailers is permitted provided that the storage takes place within an area especially set aside for the use.
   (L)   Signs.
      (1)   Those signs necessary for directional or safety purposes are permitted.
      (2)   Two identification signs are permitted within the buffer area and shall be set back not less than 15 feet from the public road right-of-way and shall not exceed 60 square feet in size.
      (3)   The lighting of all signs shall be shaded and directed away from roads and adjoining property.
   (M)   Animal control. It shall be the responsibility of the park manager to ensure that no owner or person in charge of an animal shall permit that animal to run at large or commit any nuisance within the limits of any travel trailer park.

§ 157.368 OPERATION OF TRAVEL TRAILER PARK.

   (A)   Responsibilities of park management. The owner of a travel trailer park or the park management shall at all times maintain the park and its facilities in a clean, orderly and sanitary condition. The park management shall inform all park occupants of the provisions of this subchapter and other related ordinances and statutes, and of their responsibilities under this section.
   (B)   Register of occupants. A register of all travel trailer occupants in the park shall be maintained with the following information:
      (1)   The name and address of each travel trailer owner or operator making use of the travel trailer park; and
      (2)   The dates of arrival and departure of each travel trailer.
   (C)   Evacuation. It shall be the responsibility of the park management to notify all park occupants of the need to evacuate the travel trailer park in case of fire, wind, water or other man-made disasters or acts of God.

§ 157.369 REGULATION OF TRAVEL TRAILER PARKS.

   (A)   Use and occupancy permits.
      (1)   It shall be unlawful for any person to operate a travel trailer park within the town without first obtaining a use and occupancy permit, in the name of the person, to operate the specific park. The permit shall be issued annually by the Town Clerk. All applications for permits shall be made to the Town Clerk, who shall issue a license upon compliance by the applicant with provisions of this division and regulations stated in this division and other applicable legal requirements.
      (2)   Application for original approval shall be made in writing, accompanied by a filing fee in an amount on file in the Town Clerk’s office and shall contain:
         (a)   The name and address of the applicant;
         (b)   The location and legal description of the travel trailer park area; and
         (c)   A site plan of the travel park area showing all trailer spaces, structures, roads, walkways, sanitary stations and other information as outlined in § 157.364(A).
      (3)   Application for renewals of permits shall be made in writing by the holders of the permits, shall be accompanied by a filing fee in an amount on file in the Town Clerk’s office, and shall contain any change in the formation submitted since the original permit was issued or the latest renewal granted.
   (B)   Inspection. The health official, Building Official and Fire Department are authorized to make periodic inspections of the travel trailer park and travel trailer sites for the purpose of determining satisfactory compliance with the regulations of this division pertaining to the health, safety and welfare of the residents of the town.
   (C)   Revocation of permit. Whenever any of the officials referred to in division (B) above of this section, upon inspection of a travel trailer park, find that conditions or practices exist which are in violation of any applicable provision of this subchapter, they shall furnish the permittee with a list of violations the inspection shall reveal, and give the permittee written notice of a specific reasonable time in which to remedy the violations. Failure of the permittee to remedy the violations within the specific time shall result in the revocation of the permit. The permit shall be reissued only if the violations have been remedied to comply with the requirements of this division. The users of the travel trailer park shall have two days from the date of revocation in which to vacate the travel trailer park. The permittee shall be granted a hearing on the revocation before the zoning Board of Adjustment provided a request is made by the applicant within 30 days after revocation.
