The following provisions apply in all residential districts:
A.
Home Occupations. Home occupations shall be governed by the following regulations:
1.
No person or entity shall conduct a home occupation within the city without complying with all federal, state, county, and city statutes, ordinances and regulations.
2.
No person or entity shall conduct a home occupation within the city without obtaining a business license as required by the Park City Municipal Code.
3.
Home occupations shall not employ more than one person that is not a member of the immediate family living on the premises.
4.
Home occupations, and all related activity, including storage, shall be conducted entirely within enclosed structures, and there shall be no exterior storage of equipment or materials used, and there shall be no parking of more than two motor vehicles on the premises not owned by a resident of the premises of the home occupation, and neither of the two permitted vehicles shall remain on the premises for over thirty days.
5.
There shall be no visible evidence of the conduct of such occupation in the outside appearance of the premises or exterior display related to such occupation; with the exception of a non-illuminated sign or nameplate, limited to preprinted plastic or metal materials, not more than one square foot in area on the main structure.
6.
Any need for parking generated by the occupation shall be met by off the street.
7.
Structural Alterations. There shall be no special internal or external structural alterations or construction features, either permanent or accessory, to the dwelling or garage, nor the installation of special equipment to walls, floors or ceilings, which would change the residential character of the dwelling or garage. Any indoor storage, construction, alterations or electrical or mechanical equipment used shall not change the fire rating of the structure or the fire district in which the structure is located. No separate entrance from the outside of the building shall be added to the residence for the sole use of the home occupation.
8.
Accessory and Secondary. The home occupation shall be secondary to the use of the dwelling for residential purposes and, except for day care homes with five or fewer children, shall not occupy more than twenty-five percent of the total floor area of the principal structure and garage.
9.
No Outdoor Storage. Home occupations and all related activities, including storage, shall be conducted completely within the dwelling or garage by the occupants of the dwelling. Those home occupations involving the care of children may locate outdoor play equipment in the rear yard of the residence, provided that the area is enclosed by a minimum four foot fence.
10.
Receipt or Delivery of Merchandise. There shall be no commodities sold or services rendered that require receipt or delivery of merchandise, goods or equipment other than by or of a vehicle having a plate classification not higher than "B" or by vehicles employed by parcel or letter carriers in residential deliveries. No deliveries by semi-tractor/trailer trucks are permitted.
11.
Traffic. The home occupation and any related activity shall not create any traffic hazards or nuisances in the public streets nor use more vehicle parking than exists on the residential drive or assigned parking spaces servicing the dwelling unit. The frequency of trips to and from the dwelling shall be limited to avoid the creation of traffic patterns other than are customary in a residential neighborhood.
12.
Performance Standards. There shall be no noise, odor, dust, vibration, smoke, glare, television or radio interference, electrical interference, fire hazard or any other hazard emanating from the dwelling or garage so as to create a nuisance other than that usually experienced in an average dwelling or garage under normal circumstances wherein no home occupation exists. No home occupation shall involve the use or production of noxious, toxic or harmful materials.
13.
Gun sales Prohibited. The sale of firearms and/or ammunition as a home occupation is hereby prohibited from single-family or multiple-family dwellings in all residential zoning districts.
14.
All home occupations shall be inspected before any business license is issued. The city council, from time to time, as part of the regulations governing the issuance and maintenance of a business license, may provide for periodic inspections of the premises to determine suitability of the premises for the home occupation, and to ensure compliance with all laws and regulations. All home occupations are subject to inspection during business hours as a condition of the business license.
15.
No kilns exceeding ten cubic feet in size shall be permitted.
16.
Any proposed home occupation that is not specifically listed as permitted or prohibited may be considered a conditional use permit subject to review and recommendation by the zoning board of appeals and approved by the city council based upon compliance with the performance standards.
17.
Home occupation may include the following uses provided they conform in all other requirements herein (also see Table RD-2):
a.
Art or craft studio.
b.
Motor vehicle repair limited to a single stall in a garage, and limited to motor vehicles licensed with an Illinois Class C license or lower, motorcycles and small engine repair of lawnmowers, chainsaws, weedeaters, and like equipment. A hydraulic lift affixed to the premises of the home occupation is prohibited for a motor vehicle repair home occupation.
c.
Dress making.
d.
Preparation of food or food products to be sold or served off site, provided that a proper Lake County Health Department permit is obtained.
e.
Child Day Care Home. For purposes of this paragraph, a "child day care home" is defined as a residence that receives at least one, but not more than five children who are not the natural or adopted children of the occupants of the premises for care during all or part of the day. A child day care home shall not have an excess of five children at that home, and said five children shall include the natural or adopted children of the occupants twelve years of age or younger.
f.
Teaching or tutoring, limited to one pupil at a time except for occasional (not more than quarterly) groups (not more than twelve pupils).
g.
Authors or composers.
h.
Musical instrument repair.
i.
Upholstering with existing materials. No manufacturing of materials is permitted.
j.
Custom fabrication of motorcycles or motor vehicles subject to an Illinois motor vehicle license of class C or lower, or machines. No mass manufacturing of such motor vehicles or machines is permitted, and no inventory of such vehicles or machines is permitted. Each vehicle or machine may only be fabricated upon a specific order of a customer.
k.
Offices of a professional person such as a clergyman, attorney, architect, engineer, accountant, land surveyor, insurance agent, broker, or computer programmer.
l.
Office facility of a salesman, sales representative or manufacturer's representative, provided there is no manufacturing, production or storage on the premises and no more than one client on the premises at a time.
m.
Office services to include: typing, bookkeeping, transcribing and data entry.
n.
Home product retail sales where orders are taken at the home of others.
o.
Hair cutting and styling.
18.
Home occupations shall not include:
a.
Any wholesale or retail business that involves the use of commercial vehicles for delivery of materials to or from the premises.
b.
Any manufacturing or processing operation, except as specifically allowed in this Section 17.20.010.
c.
A stable, a kennel, or a facility that provides room and board for animals.
d.
A restaurant or a tea room.
e.
A clinic or hospital.
f.
A mortuary.
g.
A private club.
h.
The renting of motor vehicles.
i.
A tourist home.
j.
Any activity that creates noise, fumes, odor, dust, electrical interference, or pedestrian or vehicular traffic that is more than normal for the area in which it is located.
k.
Any storage of any hazardous or toxic material that presents a threat to the public health or safety, or otherwise violates any federal, state, or local statute, ordinance or regulation.
B.
Standards for Non-Residential Uses. Yard requirements for nonresidential permitted and conditional uses excepted permitted and conditional public uses and temporary uses shall be the same as required for single-family detached dwellings in the same zoning district. Where a building height is over thirty-five feet, however, each required yard shall be increased by two feet for each additional foot of building height over thirty-five feet.
The lot width and area requirements for each nonresidential permitted use except permitted public uses and temporary uses shall be the same as required per dwelling unit in the same district. For nonresidential conditional uses, such requirements shall be as determined by the city council. For both nonresidential permitted and conditional uses, maximum building height shall be governed by a maximum floor area ration of 0.6 and off street parking and loading and landscaping requirements, regulations shall be as provided in Chapter 17.53.
A.
Single-family Districts Purpose. To recognize, preserve, and protect the present character of existing single-family residential neighborhoods and to provide for the development of new neighborhoods in accordance with contemporary residential development standards.
B.
R-1 Low-Density Single-family Residential District.
1.
Purpose. This district is intended to provide in existing and newly developing areas for a single-family detached residential environment characterized by medium to large lots.
2.
Regulations. As provided in Tables RD-1 and RD-2.
C.
R-2 Medium-Density Single-family Residential District.
1.
Purpose. This district is intended to provide in existing and newly developing areas for a single-family detached residential environment characterized by small to medium lots.
2.
Regulations. As provided in Tables RD-1 and RD-2.
D.
R-3 High Density Manufactured Housing Community Residential District.
1.
Purpose. This district is intended to provide for the appropriate zoning of existing single-family neighborhoods in the city that consist predominately of manufactured housing. The intent is to provide detached residential environment characterized by manufactured housing on small lots.
2.
Regulations. As provided in Tables RD-1 and RD-2.
E.
R-4 Low-Density Multiple-Family Residential District.
1.
Purpose. This district is intended to provide:
a.
For intermediate housing types and entities between single-family detached and apartment development in order to further balance distribution of non-single-family housing in the city.
b.
For intermediate-density residential development in locations where apartment buildings would not be compatible.
c.
In a flexible manner for numbers and sizes of dwelling units that will produce approximate population densities of up to twenty persons per acre in such dispersed locations as will produce minimal conflict with single-family areas.
2.
Regulations. As provided in Tables RD-1 and RD-2.
F.
R-5 High-Density Multiple-Family Residential District.
1.
Purpose. This district is primarily intended to provide in a flexible manner for numbers and sizes of dwelling units that will produce approximate population densities of up to thirty-one persons per acre in areas where the compatibility of high densities can be assured by means of special review under conditional use procedures.
2.
Regulations. As provided in Tables RD-1 and RD-2.

(d) In manufactured housing communities existing on or before January 1, 1993 containing un-subdivided sites for placement of manufactured homes, minimum rear yard shall be achieved by having a minimum of ten feet of open space between manufactured homes at the rear of the manufactured homes, or ten feet of open space between the rear of a manufactured home and the property line.
