Design Guidelines

ORDINANCE NO. 2004(102)

AN ORDINANCE ESTABLISHING DESIGN GUIDELINES WITHIN THE CITY OF PETAL

BE IT ORDAINED BY THE MAYOR AND BOARD OF ALDERMEN OF THE CITY OF PETAL, MISSISSIPPI:

SECTION 1.

That the City of Petal is a growing and vital community experiencing unprecedented growth in both its residential and commercial corridors and aspires to encourage and enhance property development along its residential and commercial corridors with distinguishable characteristics. The City of Petal wishes to establish its commercial traffic corridors as mixed-use commercial areas and preserve the integrity of its residential corridors that create a vibrant and visually appealing atmosphere. The establishment of such an atmosphere can be accomplished through specific design guidelines along these traffic corridors and the following additional goals can be met through the establishment of these design guidelines:

✓ Protection of adjacent residential land uses.

✓ Enhancement of the commercial status of the most heavily traveled traffic corridors.

✓ Reduction of the visual distraction.

✓ Clustering of complementary uses.

✓ Provisions of architecture design guidelines.

✓ Installation of special landscape features at major intersections.

✓ Increase the property values within the area.

SECTION 2.

Therefore, the following design guidelines have been established by the City of Petal:

1.

As a part of this effort, all buildings and structures located within the city limits of Petal will be required to conform to certain standards that will promote overall design consistency through project review and permitting. These standards are provided below.

a.

The exterior of each building and structure greater than 500 sq. ft. (excluding doors and windows) shall be comprised of masonry materials such as stone, brick, cast stone and colored fancy concrete masonry units (CMU) and other approved materials. The 500 sq. ft. exemption shall not apply to primary structure.

b.

Corrugated sheet metal and smooth CMU shall only be used as an exterior material in I - 1 and I - 2 zoning districts. All other zoning districts require planning commission review and an application for a conditional use permit as per the procedures outlined in the zoning ordinances.

c.

Mechanical equipment and piping shall be screened from view from public areas.

d.

Trash receptacles and loading docks shall be screened from view by masonry walls that match the building's primary façade materials. Trash receptacles shall be placed at the rear of the building.

The City Zoning Official shall review development plans on a case by case basis to determine compliance with these design guidelines.

3.

These guidelines shall be called the "Petal Design Standards" and shall be considered an Appendix to the City of Petal Zoning Ordinance.

SECTION 3.

All ordinances in conflict herewith, be and the same are hereby repealed.

SECTION 4.

This ordinance shall take effect and be in full force from and after its passage as provided by law.

The foregoing Ordinance having been reduced to writing, the same was introduced and read, and a vote was taken thereon, first section by section and then upon the Ordinance as a whole with the following results:

Those present and voting "AYE" and in favor of the passage, adoption and approval of Sections 1, 2, 3, and 4 of the foregoing Ordinance:

Those present and voting "NAY" or against the adoption of any section of the foregoing Ordinance as a whole:
