OFF-STREET PARKING AND LOADING REQUIREMENTS

8.1.- General requirements.

8.11.

Off-street parking space or area for one-family and two-family dwellings shall be provided on the same lot or plot of ground as the building to be served. The location of off-street parking space or area for other uses shall be not more than 300 feet in distance from the main building provided, however, that zoning classifications of such land is the same as, or less restrictive, than the classification of the lot upon which the main use is located except as hereinafter provided. Such parking space or area shall be established in the building permit application duly filed as parking space to be used in conjunction with the principal use. Such parking space shall also be owned by user and not leased. Off-street parking areas for multi-family uses shall be located on the lot or a lot immediately adjacent to the lot on which the use occurs.

8.12.

Parking requirements for two or more uses of the same or different type may be satisfied by the allocation of a common or collective parking facility when such uses adjoin the area to be allocated for the parking facility. Such facility shall not be less than the sum of the requirements for the individual uses computed separately.

8.13.

Area reserved for off-street parking or loading in accordance with the provisions of this section shall not be reduced in area or changed to any other use unless the permitted use which it serves is discontinued or modified except where equivalent off-street parking or loading space is provided.

8.14.

Off-street car parking spaces or areas shall not be required for any use located in the C-3, central business district.

8.15.

For uses not specifically mentioned in this section, the requirements for off-street parking and loading facilities for a similar use specifically mentioned in this section shall apply.

8.16.

Prior to approval of the off-street parking requirements hereof sidewalk design, curb design, curb openings, vehicular exit ways and vehicular entrance ways from streets for egress and ingress for abutting properties shall be approved by the building inspection department based upon safe and efficient movement of pedestrian and vehicular traffic.

8.17.

All parking spaces and driveways for new residential uses shall be constructed of hard surface materials.

8.2. - Off-street parking requirements.

Off-street automobile parking space or area shall be provided on any lot on which any of the following listed uses are hereafter established, and in accordance with the schedule shown.

Clinics and medical offices 6 spaces per 1,000 square feet of gross floor area
Commercial and industrial firms not catering to retail trade Offices: 3 spaces/1000 square feet of total office space
Manufacturing, research, or assembly 2 spaces/1000 square feet of gross floor area
Warehouse or storage 1 space/1000 square feet of gross floor area for the first 20,000 square feet; 1 space/2000 square feet of gross floor area for the second 20,000 square feet; and 1 space/4000 square feet of gross floor area over 40,000 square feet
Dwellings, single-family 2 spaces per dwelling
Dwellings, two-family 2 spaces per dwelling unit

8.3. - Parking of automotive vehicles or trailers.

Automotive vehicles or trailers of any kind not in operable condition and/or without current license plate shall not be parked or stored on any property within the city, except on property holding a permit from the municipal authorities of the city for the operation of a junk yard as defined in section 5.36 of this ordinance.

However, in the case of new and/or used car dealers, not more than ten wrecked vehicles used for parts or to be rebuilt, may be kept on the dealers lot provided they are behind the principle building used for sales and totally out of the public view. Any question as to what constitutes out of the public view shall be determined by the city building official. The intent of this ordinance is to prohibit new and/or used car dealers from becoming or appearing to become a junk yard.

8.4. - Off-street loading requirements.

Except for property located in the C-3, central business district, every commercial or industrial building or use having 10,000 square feet of floor area and or more shall have at least one permanently maintained off-street loading space for each 20,000 square feet of floor area or portion thereof. A loading berth shall have minimum dimensions of 12x35x14 overhead clearance and shall be provided within the same building or upon the same lot it is intended to serve. In no case shall any required loading space be part of an area used to satisfy the off-street parking requirements of this ordinance. This provision does not apply to commercial or industrial uses or buildings that do not necessitate the use of trucks or other vehicles for delivery or disposition of goods to and from the building.

8.5. - Off-street curb parking requirements.

All off-street automobile parking spaces or areas for the uses listed in section 8.2 above, with the exception of single-family dwellings, shall be curbed with a minimum of 4x4 inches, 2500 PSI concrete or 4x4 inches asphalt when applied with a curbing machine.
