There is hereby established a zone which shall hereinafter be known as the "P parking zone," and which shall function and serve as set out in this chapter.

The intent and purpose of the P zone is to recognize and continue to preserve those areas within the city that were previously zoned solely for off-street parking and related purposes pursuant to the proceedings established by an ordinance in effect prior to adoption of the ordinance codified in this title.

In order to qualify for application of the P zone, property must have been previously zoned B, buffer zone, in which the use and development of such property was restricted to off-street parking facilities and related purposes, and of which a vested interest can be shown as being required for such purposes.

The uses of land permitted in the P zone shall be limited only to off-street parking facilities.

Regulations governing the development of property for uses in the P zone are specifically set forth in Chapter 18.42 of this title.

Regulations governing off-street parking requirements for uses and development of property in the P zone are specifically set forth in Chapter 18.44 of this title.

Regulations governing permitted signs and advertising for uses and development of property in the P zone are specifically set forth in Chapter 18.46 of this title.
