CHAPTER 10

OFF STREET LOADING AND PARKING

11-10-1: OFF STREET LOADING REQUIREMENTS:

   A.   Generally: In connection with any building or structure which is to be erected or substantially altered and which requires the receipt or distribution of materials or merchandise by trucks or similar vehicles, there shall be provided off street loading berths not less than the minimum requirements specified in this chapter.
   B.   Location:
      1.   All required loading berths shall be located on the same lot as the use to be served, and no portion of the vehicles shall project into a street or alley.
      2.   In industrial districts, no loading berth for vehicles of more than two (2) tons’ capacity shall be located less than fifty feet (50') from any residence district.
      3.   No permitted or required loading berth shall be located within twenty five feet (25') of the nearest point of an intersection of any two (2) streets, nor shall it be located in a required front yard or side yard.
   C.   Size: A required off street loading berth shall be at least ten feet (10') in width by at least fifty feet (50') in length, exclusive of aisle and maneuvering space, and shall have vertical clearance of at least fourteen feet (14').
   D.   Access: Each required off street loading berth shall be designed with appropriate means of vehicular access to a street or alley in a manner which will least interfere with traffic movement, and shall be subject to approval of the village engineer.
   E.   Surfacing: All open off street loading berths shall be improved with a compacted aggregate base not less than eight inches (8") thick or equal, surfaced with not less than three inches (3") of hot mix asphalt, or six inches (6") of compacted aggregate base, with six inches (6") of concrete.
   F.   Use To Satisfy Parking Requirements Prohibited: Space allowed for any off street loading berth shall not, while so allocated, be used to satisfy the space requirements for any off street parking facilities or portions thereof.
   G.   Storage And/Or Vehicle Repair And Service Prohibited: No storage of any kind nor motor vehicle repair work or service of any kind shall be permitted within any required loading berth. 11-10-2: REQUIRED LOADING BERTHS:

For the uses herein listed, loading berths shall be provided as specified:
   A.   Auditoriums; banks, business and professional offices, or public administration buildings; bowling alleys, hospitals, schools, colleges, sanatoriums, and other similar institutional uses; and hotels or private clubs and lodges:
      1.   For such a building containing ten thousand (10,000) to one hundred thousand (100,000) square feet of floor area or fraction thereof in such a building, one loading berth.
      2.   For each additional one hundred thousand (100,000) square feet of floor area or fraction thereof in such a building, one additional loading berth.
   B.   Manufacturing, fabricating, assembly, disassembly, warehousing, storing, cleaning, servicing, testing, and repairing establishments:
      1.   For such a building containing five thousand (5,000) to forty thousand (40,000) square feet of floor area, one loading berth.
      2.   For such a building containing forty thousand (40,000) to one hundred thousand (100,000) square feet of floor area, two (2) loading berths, plus one additional loading berth for each additional one hundred thousand (100,000) square feet of floor area or fraction thereof.
   C.   Retail stores, furniture and appliance stores, household equipment and furniture stores, repair shops, wholesale stores, and establishments handling the sale and consumption of food on the premises, loading berths in accordance with the following schedule:

   D.   Theaters:
      1.   For such a building containing eight thousand (8,000) to twenty five thousand (25,000) square feet of floor area, one loading berth.
      2.   For each additional fifty thousand (50,000) square feet of floor area or fraction thereof, one additional loading berth.
   E.   Other uses: Off street loading berths shall be provided in accordance with requirements determined by the village board of trustees based upon requirements heretofore set forth for the most similar cases. (1990 Code §21.10.080)

11-10-3: OFF STREET PARKING REQUIREMENTS:

   A.   Generally:
      1.   Any off street parking space in connection with existing buildings or structures on the effective date hereof shall not be removed, enlarged, or altered except in conformance with the requirements of this chapter.
      2.   In connection with any building or structure which is to be erected or substantially altered and which requires off street parking spaces, there shall be provided such off street parking space in accordance with regulations set forth in subsections B through I of this section and section 11-10-4 of this chapter.    B.   Use: Except as may otherwise be provided for the parking of trucks or for special uses, required accessory off street parking facilities required as accessory to uses listed herein shall be solely for the parking of passenger automobiles of patrons, occupants, or employees. (1990 Code § 21.10.100)
   C.   Collective Use: Off street parking facilities for separate uses may be provided collectively if the total number of spaces so provided is not less than the sum of the separate requirements of each such use, and if all regulations governing the location of accessory parking spaces in relation to the use served are observed; but no parking space, or portion thereof, shall serve as the required space for more than one use unless otherwise authorized in accordance with this title.    D.   Location:
      1.   Parking spaces shall be located on the same lot as the use served, except uses other than single-family or two-family dwellings which are in existence on the effective date hereof and which are subsequently altered or enlarged; and new uses in the C-1 general commercial district may be served in accordance with requirements of this title by parking facilities located on land other than the lot on which the building or use served is located; provided, that, such facilities are located within three hundred feet (300') walking distance from the main entrance to the use served.       2.   The terms of this section are subject to the provision that parking space for uses in the business districts and industrial districts under this title shall not be located in residence districts. (1990 Code § 21.10.110)
      3.   Off street parking facilities for uses within the C-1 general commercial district may be provided on land other than the land on which the use served is located; provided, that such facilities are located within three hundred feet (300') walking distance from the main entrance to the use served.       4.   Off street parking spaces may be located in yards except required front yards and side yards adjoining a street. (1990 Code § 21.10.170)
   E.   Dimensions:
      1.   The width of required off street parking spaces shall be as follows:
         a.   Except as otherwise provided herein, all off street parking spaces shall be at least nine feet (9') in width.
      2.   The dimensions of all off street parking spaces, aisles and layout shall be in accordance with the following standards:

Stalls parallel to curb shall have a minimum length of 21 feet and a minimum aisle width of 25 fee.
All stalls shall have vertical clearance of at least 7 feet.
All stalls shall be striped or marked.
   F.   Access:
      1.   Each required off street parking space shall open directly upon an aisle or a driveway of such width and design as to provide safe and efficient means of vehicular access to such parking space.
      2.   All off street parking facilities shall be provided with appropriate means of vehicular access to a street, alley, or driveway in a manner which will least interfere with traffic movement.
      3.   A parking area containing four (4) or more parking spaces shall have vehicular access to it over a street, alley, or driveway containing all weather, hard surfaced pavement, and the location and route of access to such a parking area shall be identified. No driveway across public property shall have a width exceeding twenty four feet (24'), exclusive of curb returns.
   G.   Design And Maintenance:
      1.   Open And Enclosed Parking Spaces: Accessory parking spaces located on the same lot as occupied by the use served may be open to the sky or enclosed in a building. Accessory parking spaces located elsewhere than on the same lot occupied by the use served shall be open to the sky.
      2.   Surfacing: All open off street parking areas shall be improved with a compacted aggregate base not less than eight inches (8") thick and surfaced, with three inches (3") of hot mix asphalt, or not less than six inches (6") of a compacted aggregate base surfaced with a minimum of six inches (6") of concrete.
      3.   Screening And Landscaping: All open automobile parking areas containing more than four (4) parking spaces shall be effectively screened on each side adjoining or fronting on any residential or any institutional property by a wall or fence not less than five feet (5') high nor more than six feet (6') high, or a densely planted, compact hedge not less than five feet (5') in height; and wheel stops of masonry, steel, or heavy timber shall be placed not nearer than five feet (5') from the street line in districts where a front yard is not required, or from side lot lines.
      4.   Lighting: Illumination of an off street parking area shall be arranged so as not to reflect direct rays of light into adjacent residential districts and streets. All lighting shall be extinguished no later than thirty (30) minutes after the close of business of the use being served, except as may otherwise be authorized by the village board.
   H.   Vehicle Repair And Service: No motor vehicle repair work of any kind shall be permitted in parking lots. No gasoline or motor oil shall be sold in conjunction with any accessory parking facilities unless such facilities are located within a completely enclosed building, in which case, gasoline and motor oil may be sold within such building to the users of such facilities; provided, that no advertising sign is visible from outside the building; and, provided further, that all gasoline pumps shall be effectively screened from view of the street.
   I.   Computation Of Number Of Spaces: When determination of the number of off street parking spaces required by this title results in a requirement of a fractional space, any fraction of one-half (½) or less may be disregarded, while a fraction in excess of one-half (½) shall be counted as one parking space. 11-10-4: REQUIRED PARKING SPACES:

All uses shall provide off street parking spaces as follows:

D.
Schools, institutions, and related uses
 
1.
Elementary schools and high schools
1 space per employee, plus 0.5 space per classroom, plus 1 space per 5 students aged 16 years or older.
 
2.
Colleges and universities
0.5 space per classroom seat or the maximum number of students that can bee accommodated in accordance with design capacity, whichever is greater.
 
3.
Trade schools
1 space per student based on the maximum number of students that can be accommodated in accordance with design capacity.
 
4.
Day care center or preschool
1 space per employee plus 1 space per 10 client children or adults.
 
5.
Religious institutions
1 space per 4 seats based on maximum capacity of the facility, plus adequate space for all vehicles associated with the institution.
 
6.
Libraries
1 space per three persons based on the maximum capacity of the building, plus 1 space per employee.
 
7.
Hospitals
1 space per 2 beds plus 1 space per employee.
 
8.
Museum
1 space per 1,000 square feet of gross floor area.
 
9.
Auditoriums, theaters, and other places of assembly
1 space per four seats based on the maximum capacity of the facility.
E.
Recreational Uses
 
1.
Bowling alleys
5 spaces per alley plus one space per employee for the work shift with the largest number of employees, plus additional spaces as required for bars, restaurants, etc.
 
2.
Dance hall
1 space per 3 patrons based on the maximum capacity of the facility plus 1 space per employee for the work shift with the largest number of employees.
 
3.
Golf courses
50 spaces per 9 holes plus 1 space per employee for the work shift with the largest number of employees.
 
4.
Golf driving range
1 space per tee plus 1 space per employee for the work shift with the largest number of employees.
 
5.
Health and athletic club
0.5 space per exercise station plus 1 space per 1,000 square feet of activity area plus 1 space per employee for the work shift with the largest number of employees.
 
6.
Playing fields
1 space per 4,000 square feet of active recreation area plus 1 space per half-acre of passive recreation area.
 
7.
Swimming pool
1 spaceper75 square feet of pool area plus 1 space per employee for the work shift with the largest number of employees.
 
8.
Other indoor recreational uses
1 space per 4 patrons based on the maximum capacity of the facility plus 1 space per employee for the work shift with the largest number of employees.
 
9.
Other outdoor recreational uses
1 space per 10,000 square feet of gross land area.
F.
Business Establishments
1 space per 250 square feet of gross floor area plus 1 space per employee for the work shift with the largest number of employees, except as specifically set forth below:
 
1.
Animal hospitals
3 spaces per veterinarian plus 1 space per employee for the work shift with the largest number of employees.
 
2.
Automobile fueling stations
1 space per employee for the work shift with the largest number of employees plus 1 space per 150 square feet of gross floor area for any convenience store plus parking as required for restaurants, video gaming facilities, etc. Spaces at fueling positions may be counted as parking spaces.
 
3.
Convenience store
1 space per 150 square feet of gross floor area.
 
4.
Dry cleaners
1 space per 200 square feet of gross floor area plus 1 space per employee for the work shift with the largest number of employees.
 
5.
Financial institutions
1 space per 200 square feet of gross floor area plus space per employee for the work shift with the largest number of employees. Where drive-thru lanes are provided, sufficient space shall be provided for a minimum of four (4) waiting vehicles at each lane.
 
6.
Funeral homes
1 space per 3 patron seats based on maximum capacity of the facility plus 1 space per employee, plus 1 space per vehicle owned by the establishment, plus on-site queuing fora minium of eight vehicles.
 
7.
Grocery store or supermarket
1 space per 200 quare feet of gross floor area plus 1 space per employee for the work shift with the largest number of employees.
 
8.
Laundromat
1 space per washer or per dryer, whichever is greater, plus 1 space per employee.
 
9.
Motor vehicle sales establishments
2 customer spaces per salesperson for the work shift with the largest number of employees plus 1 employee parking space per employee for the work shift with the largest number of employees.
 
10.
Personal services
1 space per 200 square feet of gross floor area plus 1 space per employee for the work shift with the greatest number of employees.
 
11.
Repair services
1 space per 400 square feet of dross floor area plus 1 space per employee for the work shift with the largest number of employees.
 
12.
Restaurant, full service
1 space per 100 square feet of gross floor area plus 1 space per employee for the work shift with the largest number of employees.
 
13.
Restaurant, fast food / quick serve
1 space per 75 square feet of gross floor area plus 1 space per employee for the work shift with the largest number of employees. On-site queuing fora minimum of nine (9) vehicles shall be provided for drive-thru lanes.
 
14.
Taverns, night clubs, and lounges
1 space per 100 of gross floor area plus 1 space per employee for the work shift with the largest number of employees.
 
15.
Vehicular repair & maintenance shops
3 spaces per service bay plus 1 space per employee for the work shift with the largest number of employees.
 
16.
Microbrewery/distillery/ winery with sampling area
1 space per 500 square feet of gross floor area dedicated to brewing/distilling/ wine-making operations and cold/warm storage, plus 1 space per 1,000 square feet of gross floor area dedicated to sampling area, retail displays, customer seating, and other non-production related uses, plus parking as required for bars, restaurants, etc.
G.
Offices
 
1.
Government, professional, and business offices
1 space per 200 square feet of gross floor area.
 
2.
Health clinics/offices
3 spaces per exam room plus 1 space per employee for the work shift with the largest number of employees.
H.
Industrial and Related Uses
 
1.
Light industry
2 spaces per 1,000 square feet of gross floor area.
 
2.
Heavy industry
1 space per employee for the two consecutive work shifts with the largest number of employees.
 
3.
Self-service storage facility
1 space per 10 storage cubicles.
 
4.
Warehouse
1 space per employee for the work shift with the largest number of employees plus 1 space per 5,000 square feet of gross floor area.
 
5.
Wholesale business
1 space per employee for the work shift with the largest number of employees plus 1 space per 2,500 square feet of gross floor area.
I.
Other uses
Required parking spaces for uses not listed shall be provided in accordance with the recommendations of the Planning Commission and Village Board.
 
In addition to required off street parking areas, all commercial developments and recreational uses established or redeveloped after January 1, 2023 shall provide permanent bicycle parking facilities to accommodate a minimum of four (4) bicycles or one (1) permanent bicycle parking stall per twenty (20) required off street parking spaces for vehicles. Owners and operators of commercial developments and recreational uses existing as of January 1, 2023 shall use their best efforts to incorporate bicycle parking facilities when constructing site improvements, building additions, or major remodeling projects.
Computation. When determination of the number of off-street parking spaces required by this Ordinance results in a requirement of a fractional space, a fraction shall be counted as one (1) parking space. Parking spaces required on an employee basis shall be based on the maximum number of employees on duty, or residing, or both, on the premises at any one time. (1990 Code § 21.10.190; amd.
