CHAPTER 8

I-1 GENERAL INDUSTRIAL DISTRICT

11-8-1: PURPOSE AND DESCRIPTION:

   A.   The I-1 general industrial district is intended to provide opportunities within certain specified areas of the village for a range of manufacturing, wholesaling, warehousing, and administrative uses.
   B.   The regulations of the I-1 district are designed to permit the operation of most industrial and ancillary uses in a clean and quiet manner while simultaneously providing adequate protection for uses allowed in adjacent zoning districts.
   C.   Typically, the I-1 district is situated only in those locations which have direct access to an existing or proposed arterial roadway, offer potential rail connection, and are compatible with adjacent land uses. (Ord. 2004-02, 2-2-2004)

11-8-2: PERMITTED USES:

Permitted uses of structures and land, as hereinafter enumerated, shall be allowed in the I-1 general industrial district only in accordance with the conditions specified. The following uses constitute the only permitted uses in the I-1 zoning district:
Agriculture uses.
Air conditioning sales and service.
Cultural, recreational, and entertainment uses.
Educational uses.
Health, medical, and care facilities.
Industrial and manufacturing uses.
Office and professional uses.
Public and utility uses.
Retail business uses.
Service uses.

11-8-3: SPECIAL USES:

Special uses, as hereinafter enumerated, may be allowed in the I-1 general industrial district. The following uses constitute the only special uses allowed in the I-1 zoning district:
Adult-use cannabis craft grower organization.
Adult-use cannabis cultivation organization.
Adult-use cannabis dispensing organization.
Adult-use cannabis infuser organization.
Adult-use cannabis processing organization.
Adult-use cannabis transporting organization.
Agriculture uses.
Cultural, recreational and entertainment uses:
Adult uses.
Amusement parks.
Auditoriums, private.
Gymnasiums, school and park.
Health clubs.
Ice skating rinks, indoor.
Massage parlors.
Mobile home parks.
Racetracks.
Stables and riding academies.
Swimming clubs and pools.
Tennis, racquetball, handball and other private recreational clubs.
Health, medical and care facilities:
Daycare centers.
Nursery schools.
Industrial and manufacturing uses:
Facilities for manufacturing, processing, assembly, and packaging of:
Chemicals and allied products.
Petroleum refining and related industries.
Motor freight terminals.
Motor vehicle wrecking and salvage yards.
Plants for asphalt, cement, concrete, and similar products.
Recycling centers.
Planned unit developments.
Public and utility uses:
Airports.
Railroad yards and switching facilities.
Service uses:
Automobile service stations.

11-8-4: TEMPORARY USES:

Temporary uses, as hereinafter enumerated, may be allowed in the I-1 general industrial district. The following uses constitute the only temporary uses allowed in the I-1 zoning district:
Carnivals and circuses.
Christmas tree sales.
Contractor offices and equipment sheds.
Real estate sales offices and model units.
Tent theaters and tent meetings.

11-8-5: ACCESSORY USES:

Accessory uses, as hereinafter enumerated, may be allowed in the I-1 general industrial district. The following constitute the only accessory uses allowed in the I-1 zoning district:
Agricultural buildings and structures.
Commercial motor vehicles, provided each vehicle is operable.
Garages, carports, and other parking facilities.
Refuse disposal areas.
Tool houses, sheds, and other similar buildings.
Vending machines.

11-8-6: SITE AND STRUCTURE REQUIREMENTS:

All uses of structures and land in the I-1 general industrial district shall conform to the following site and structure provisions: (Ord. 2004-02, 2-2-2004)
   A.   Minimum Area:
      1.   District: The minimum area that may constitute a separate or detached part of the I-1 zoning district shall not be less than four (4) acres. However, land zoned in the C-1 zoning district which immediately abuts land in the I-1 district may be included in the calculations in meeting the minimum district area.       2.   Lot: No minimum lot area shall be required.
   B.   Minimum Lot Width: Each zoning lot shall be a minimum of one hundred feet (100') in width.
   C.   Maximum Lot Coverage: The maximum lot coverage of all principal and accessory buildings located on a zoning lot shall not exceed forty five percent (45%) of the total area of the lot.
   D.   Maximum Floor Area Ratio: The maximum floor area ratio of all principal and accessory buildings located on a zoning lot shall not exceed sixty percent (60%) of the total area of the lot.
   E.   Maximum Building Height: No principal building shall exceed forty five feet (45') in height except for agricultural buildings and structures which shall not exceed sixty feet (60') in height.
   F.   Minimum Yard Requirements: The following minimum yards shall be provided and maintained:
      1.   Front And Corner Side Yards:
         a.   Buildings: All buildings shall be set back from the front lot line or a side lot line abutting a dedicated street a minimum of thirty feet (30'), plus one additional foot for every one foot (1') increase in building height over sixteen feet (16') in building height.
         b.   Parking: All off street parking areas shall be set back from the front lot line or a side lot line abutting a dedicated street a minimum of twenty five feet (25').
      2.   Interior Side Yards:
         a.   Buildings: All buildings shall be set back from each interior side yard a minimum of fifteen feet (15').
         b.   Parking: No interior side yard setback shall be required for off street parking and loading areas. However, where an interior side lot line abuts a residence zoning district, all off street parking and loading areas shall be set back a minimum of ten feet (10') from the abutting interior lot line.
      3.   Rear Yard:
         a.   Buildings: All buildings shall be set back from the rear lot line a minimum of fifteen feet (15').
         b.   Parking: No rear yard setback shall be required for off street parking and loading areas. However, where a rear lot line abuts a residence zoning district, all off street parking and loading areas shall be set back ten feet (10') from the abutting rear lot line. (Ord. 2004-02, 2-2-2004)

11-8-7: DISTRICT STANDARDS:

   A.   Generally: All uses of structures and land in the I-1 general industrial district are subject to the general standards and regulations of this title and this code as well as section 11-7-7 of this title.
   B.   Site Plan Review: To ensure compliance with the applicable requirements of this title, any exterior construction, change in use, or increase in the intensity of an existing use, excluding normal maintenance activity, in the I-1 zoning district shall require site plan review and approval by the village board.
