(a) The Tampa Bay Regional Planning Council (TBRPC) Review Fee is established by the TBRP and is payable upon receipt of bill from TBRPC and prior to adoption if applicable.
(b) Plus Surveyor's Certification Fee, payable upon receipt of bill from Surveyor and prior to City approval.
(c) Plus additional costs for expert review and testimony solicited by the City to prepare and/or evaluate necessary submissions required under section 130(c). The City shall make a not-to-exceed total fee estimate known to the applicant prior to same services being rendered.

No waiver of the review fees established herein shall be authorized, except that the City Manager shall be authorized to waive the required fee where the review involves an application or submittal by another governmental entity.
