112 P-H PRIVATE HORSE OVERLAY ZONE
§ 18.112.010 Created.
There is created a P-H private horse overlay zone. Whenever it is placed on the official zoning map the designation P-H shall be indicated after the zoning designation of the area over which it is placed, and the regulations of the P-H zone shall apply in addition to the regulations of the principal zone of the area to which it is applied. Whenever a use is permitted in the P-H zone, the use shall be permitted in addition to the uses otherwise allowed in the area over which it is placed.

§ 18.112.020 Purpose.
The P-H private horse zone classification is for the purpose of permitting certain areas of the city to be used for the maintenance and keeping of horses, which areas are peculiarly suitable for such use subject to lesser restrictions than otherwise required by the provisions of this title.

§ 18.112.030 Uses permitted.
A.
Subject to the conditions set forth in this chapter, premises in the P-H private horse zone may be used for the keeping and maintenance of horses subject to the following conditions:

The horses, including ponies, may be maintained under this section only for the personal use of the family residing on the parcel.

Each lot or parcel shall be at least eleven thousand square feet in size and no more than two horses, excluding foals under twelve months, shall be kept on any such parcel. One additional horse may be kept on a parcel containing twenty-one thousand square feet and one additional horse may be kept for each seven thousand five hundred square feet of land exceeding twenty-one thousand square feet; provided, however, that the number of horses maintained shall not exceed five per acre. A registered horse breeder may maintain an additional three horses for breeding purposes provided a permit for such purposes has been issued. A permit may be issued to the owner of a stallion for a period of one year subject to the following conditions:

The horses shall be maintained in a corral area containing at least three hundred square feet for the first horse, and for each additional horse beyond one, an additional two hundred square feet of corral area shall be provided. The corral must be no closer than thirty-five feet from any residence located on the same lot or parcel, at least eighty feet from any residence located on an adjacent lot or parcel and conform to building setbacks from any public or private street.

The corral area shall consist of fences at least five feet in height and of such construction so as to confine the horses.

In conjunction with the corrals, there shall be provided stables consisting of structures with at least weatherproof roofs and of the following area: first horse, sixty square feet; for each additional horse, increase area thirty-six square feet per horse. The stabling structure is to be constructed in accordance with the provisions of the building code of the city.

Nothing in this chapter shall permit the keeping of horses for any commercial purposes, such as boarding of horses or the keeping of horses not principally for the use of resident family members.

The corral and stable areas shall be sprinkled or otherwise treated to a degree so as to prevent the emanation of dust, and in addition, all accumulation of manure, mud or refuse shall be eliminated so as to prevent the breeding of flies.
B.
In the private horse overlay zone, on parcels of eleven thousand square feet or larger, containing not more than one dwelling unit, domestic animals shall be permitted within the following limitations and solely for the use of the family residing on the parcel:
