Nothing herein shall require any change in the plans, construction, or designated use of a building actually under construction at the time of the adoption of these Articles, and which entire building shall be completed within one year from the date of the passage of this ordinance.

Nothing herein contained shall require any change in plans, construction, or designated use of building for which a building permit has heretofore been issued, and which entire building shall be completed within six (6) months from the date of the passage of this ordinance.
