Insofar as the provisions of this act are inconsistent with the provisions of any other law, the provisions of this act shall be controlling except that this act shall not supersede article 20 of Public Act No. 299 of 1980 (MCL 339.2001 et seq., MSA 18.425(2001) et seq.), as to work required to be performed by registered architects, professional engineers or land surveyors. This act shall not preclude the creation or continuance of a township planning commission created pursuant to Public Act No. 285 of 1931 (MCL 125.31 et seq., MSA 5.2991 et seq.).
