MH—MANUFACTURED HOME PARK DISTRICT
The MH—manufactured home park district is intended to provide for the location of manufactured homes in a community that is under single ownership and to encourage affordable housing and the preservation of existing housing stock.

The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this article, except where the context clearly indicates a different meaning:
Access road means that area privately owned and maintained and set aside within a manufactured home park for an interior road system, providing principal—of ingress to individual manufactured home spaces and egress to street.
Accessory structure means any addition such as, solely by means of illustration and not by means of limitation, sheds, portable storage containers, garages, carports, decks, screened-in-porches, awnings, etc., which are used for non habitable purposes. The area of all additions is limited to an amount no greater than 50 percent of the original manufactured home.
Carport means an accessory structure used for the storage of private motor vehicles, with no garage door and at least two sides or walls that are at least 50 percent open.
Garage means an accessory structure used for the storage of private motor vehicles that is not a carport.
Patio means a paved area adjacent to the manufactured home space and accessible from the main entry door of the manufactured home.
Permanent addition means any structural extension from any portion of a mobile home, not including temporary canvas or similar type awning or skirting. All such additions must be self-supporting and the floor area of all permanent additions shall not exceed 25 percent of the original manufactured home floor area.
Permit means a written permit issued by the chief building official to construct or alter a manufactured home park under this article.

(a)
The following are permitted uses in the MH—manufactured home district:
(1)
Manufactured home parks, including recreation, laundry and similar accessory facilities for use by the residents of the manufactured home park;
(2)
One household dwelling unit's minimum floor area shall be 700 square feet;
(3)
Family foster homes; and
(4)
Those designated home-based businesses that are permitted in the RES-SF zone district.

(a)
The following uses are allowed in the MH—manufactured home district only upon approval of a conditional use permit:
(1)
Overnight campgrounds, provided that adequate provisions for water, sanitary sewer and electrical utilities are provided for.

Recreational vehicles shall not be occupied or inhabited, including but not limited to sleeping, eating or resting, unless allowed in an overnight campground as a conditional use.

The maximum height limitation for all structures shall be 15 feet. Only one-story structures are permitted.

(a)
Regardless of positioning, the separation between manufactured homes shall be as follows:
(1)
There shall be a minimum of 15 feet between homes built prior to 1992.
(2)
There shall be a minimum of 12 feet between homes built in 1992 or thereafter.
(3)
There shall be a minimum of 12 ½ feet between homes where one of the homes was built prior to 1992 and the other was built in 1992 or thereafter.
(b)
All structures, including manufactured homes shall be setback at least 25 feet from any public street or highway. Areas between manufactured home spaces and public rights-of-way not used for roadway purposes shall be landscaped.
(c)
No manufactured home shall be located in such a manner that any portion thereof is less than ten feet from the exterior boundary of the manufactured home park.
(d)
Manufactured homes shall be setback at least two feet from any curb or the traveled portion of any access road.
(e)
Accessory structures shall be located at least six feet from any structure on any and all adjoining lots or spaces.
(f)
Notwithstanding the minimum setback and separation requirements established in this section, an unobstructed, clear space of at least six feet in width shall be maintained between each mobile home, including any additions, alterations and accessory structures which are detached or attached to the mobile home. Such clear space shall remain completely free of all obstructions, excluding landscaping, for access by public safety personnel.

(a)
Each manufactured home space shall contain a minimum of 1,500 square feet, shall be at least 30 feet wide, and shall abut an access road with access to a public street. Each such space shall be clearly defined and delineated.
(b)
Maximum coverage on any individual manufactured home space, including all buildings and structures, including accessory structures, shall not exceed 70 percent.

(a)
Application; fees; floodplain areas. Setup requirements for mobile homes shall be as follows:
(1)
Application/permits. Prior to moving any manufactured home into any manufactured home park in the city, or onto any manufactured home space or lot in any manufactured home park, the owner, manager, or other responsible person shall first apply for and obtain a manufactured home setup permit and electrical permit. Said permits shall be valid for a period of 90 days from the date of issuance. Manufactured homes shall be set up only by licensed setup contractors or the owner/occupant of the mobile home. Applicants for manufactured home setup permits shall fully complete application forms provided by the city. Electrical permits and inspections shall be coordinated through the chief building official.
(2)
Fees. Applications for setup permits shall be accompanied by a nonrefundable permit fee in an amount established by the city council by resolution.
(3)
Floodplain areas. Manufactured homes set up in flood hazard areas require additional permits and fees and shall be set up in accordance with the provisions of the floodplain overlay district in this chapter.
(b)
Standards. Manufactured homes shall be installed per the manufacturer's instructions. If said instructions are not available, units must be set up per all applicable building and zoning codes of the city.

The owner or operator of any manufactured home park shall have one or more persons present on the premises at all reasonable times to manage and supervise such manufactured home park and to enforce or cause compliance with the provisions of this article.

The owner, operator or attendant of every manufactured home park shall assume full responsibility for maintaining in good repair and condition the buildings and grounds thereof.

The area of each manufactured home park shall be large enough to accommodate:
(a)
The designated number of manufactured home spaces;
(b)
Necessary streets and roadways;
(c)
Parking areas for motor vehicles;
(d)
Service areas.

Access roads surfaced with concrete, asphaltic concrete, asphalt or other comparable surfacing shall be provided to each manufactured home space. Each access road shall be continuous and shall have a minimum width of 20 feet for one-way access roads, and 25 feet for two-way access roads. Curves on roads shall have a minimum inside radius of not less than 30 feet. Roads shall be crowned at center to shed water to drainage facilities. All such roads shall be kept clear of all obstructions to allow movement of vehicles at any time.

Areas eight feet by 20 feet shall be provided for the parking of motor vehicles in addition to required manufactured home space. Such areas shall accommodate at least the number of vehicles equal to the number of manufactured home spaces provided either on the manufactured home space, or within 100 feet of the space.

Every manufactured home space shall be provided with covered vault or shed with a minimum of 75 cubic feet of space for the storage of fuel containers and personal belongings. This requirement may be met by a building providing a like amount of space for each manufactured home space, provided the building is within 200 feet of the manufactured home space which it is to serve and further that the building be of fireproof construction, as provided for by the latest edition of the international building codes adopted by the city.

(a)
All plumbing shall comply with the current plumbing codes, laws and health regulations of the city, county and the state.
(b)
A system of sanitary sewage shall be provided in each manufactured home park and all waste and sewer lines discharging from buildings and manufactured homes shall be connected thereto.
(c)
Sewage disposal shall be by connection to city or sanitation district sewers.
(d)
Each manufactured home space shall be provided with at least a three-inch sewer connection, trapped below frost line, with the invert of the flow line to be not less than one inch above the surface of the ground. The sewer connection shall be provided with suitable fittings so that a watertight connection can be made between the manufactured home drain and the sewer connection. Individual manufactured home connections shall be so constructed that they can be closed when not linked to a mobile home, and shall be trapped in such a manner as to maintain them in an odor-free condition.

(a)
An electrical outlet supplying at least 220 volts shall be provided for each manufactured home space. The installation shall comply with all current state and local electrical codes and ordinances. Such electrical outlets shall be weatherproof. No power line shall be permitted to lie on the ground or to be suspended less than 18 feet above the ground.
(b)
Street and yard lights, sufficient in number and intensity to permit the safe movement of vehicles and pedestrians at night, shall be provided.

(a)
The storage, collection and disposal of refuse in the manufactured home park shall be so managed as to create no health hazards, rodent harborage, insect breeding areas, accident hazards, or air pollution. All refuse shall be stored in flytight, watertight, rodentproof containers, which shall be provided in sufficient number and capacity to accommodate all refuse from the park.
(b)
Containers shall not be located within any public right-of-way or within any required front setback. All containers which exceed 120 gallons shall be enclosed within a structure so that the containers are not visible from any adjoining or adjacent streets, rights-of-way, or properties.

(a)
Liquefied petroleum gas for cooking purposes shall not be used at individual manufactured home spaces unless the containers are properly connected by copper or other approved metallic tubing. Liquefied petroleum gas cylinders shall be securely fastened in place and shall be adequately protected from the weather.
(b)
No cylinder containing liquefied petroleum gas shall be located in a mobile home, nor within five feet of a door thereof.
(c)
The fuel tanks for heating purposes shall be attached to the manufactured home or placed on metal stands to the rear of the manufactured home.

(a)
Manufactured home park areas shall be kept free of litter, rubbish and other flammable materials.
(b)
Standard fire hydrants shall be located within 400 feet of each manufactured home.

(a)
No alterations or additions shall be made within any manufactured home unless in conformity with all currently adopted construction, building and zoning codes of the city.
(b)
Skirting is required, but such skirting shall not provide a harborage for rodents, or create a fire hazard.
(c)
All additions and alterations shall comply with all currently adopted construction, building and zoning codes of the city.
(d)
Further, all additions and alterations shall comply with the following construction requirements:
(1)
All structures shall be supported on caissons or other approved methods of support.
(2)
All floors and roofs may be attached to the manufactured home for lateral stability, but shall not be supported by or impose additional loads on the manufactured home.
(3)
Roofs less than ten feet from other structures must be constructed with noncombustible materials or have a minimum of one hour fire-resistive construction.
