GENERAL PROVISIONS

CODES ADOPTED

§ 151.320 BUILDING CODE ADOPTION.

   The 2018 International Building Code is hereby adopted as the Building Code for the village, with the conditions listed below as divisions (A) through (E) below.
   (A)   If there is any conflict between the administrative provisions of the Code and the provisions of §§ 151.340 through 151.351 of this Development Code, the provisions of §§ 151.340 through 151.351 shall prevail.
   (B)   If there is any conflict between the substantive (non-administrative) provisions of the Code and the substantive provisions of this Development Code, the more stringent regulation shall prevail.
   (C)   Payment of fees to read as outlined in Chapter 34 of the Village Codified Ordinance Book.
   (D)   Fee schedule to read as outlined in Chapter 34 of the Village Codified Ordinance Book.
   (E)   Violations to read as outlined in Chapter 34 of the Village Codified Ordinance Book.

§ 151.321 PLUMBING CODE ADOPTION.

   The Illinois State Plumbing Code, published by the Department of Public Health, State of Illinois, current edition, is hereby adopted as the Plumbing Code for the village. Every provision of the Illinois State Plumbing Code is hereby made a part of this Development code as if fully set out herein. Applicable fees are set forth in Chapter 34 of the Village Codified Ordinance Book.

§ 151.322 ELECTRICAL CODE ADOPTION.

   (A)   The 2017 National Electrical Code is hereby adopted as the Electrical Code for the village. Applicable fees are set forth in Chapter 34 of the Village Codified Ordinance Book.
   (B)   Except arc-fault circuit breakers are required only in bedrooms.

§ 151.323 MECHANICAL CODE ADOPTION.

   The 2018 International Building Code is hereby adopted as the Building Code for the village, with the conditions listed below. Applicable fees are set forth in Chapter 34 of the Village Codified Ordinance Book.

§ 151.324 FIRE PREVENTION CODE ADOPTION.

   The 2018 International Fire Code as well as the current NFPA Standards are hereby adopted as the Fire Prevention Code for the village. Applicable fees are set forth in Chapter 34 of the Village Codified Ordinance Book.
   (A)   The O'Fallon–Shiloh Valley–Caseyville Fire Protection District shall review all applications within their district. All applicable fees to be paid by the applicant per Fire District requirements.
   (B)   When proposed construction is in the O'Fallon–Shiloh Valley–Caseyville Fire Department Rural District, the following requirements shall supersede any conflicting portions of other codes.
      (1)   The Fire Department connection (FDC) shall be free standing and remote from the building at a distance from the building equal to 150% of the height of the adjacent exterior wall.
      (2)   The (FDC) shall be equipped with a single five-inch thread-less Storz brand connection and shall have a 30-45 degree downward deflection. The Storz connection shall connect to the pipe outlet from the building using National Standard Thread.
      (3)   The (FDC) shall be arranged to face a paved roadway, sidewalk or other approved area and shall be installed so that it will not interfere with access to the building when hoses are laid from the closest public hydrant to the (FDC). The (FDC) shall be located on the same side of the lot and/or building as the closest public hydrant.
      (4)   The (FDC) shall be arranged so that the connection is between 30 and 48 inches above the finished grade, sidewalk or location of the connection.
      (5)   The (FDC) shall be labeled "sprinkler connection" and/or "Fire Department connection". The wording shall be easily visible with a contrasting background.
      (6)   Where the (FDC) is subject to vehicular damage, the connection shall be protected. Any protection components that are installed shall not interfere with the use or operation of the connection.
      (7)   A Knox brand locking cap with a chain or cable shall be provided for the (FDC).
      (8)   All required NFPA tests are required to be witnessed by a Fire Department member or his or her representative. This includes, but is not limited to, the following:
         (a)   The flush of all installed underground pipe, prior to connection of the sprinkler system.
         (b)   The hydrostatic 200-pound test of all underground piping.
         (c)   The hydrostatic 200-pound test of all above ground (building) piping.
         (d)   Final alarm test concerning the sprinkler system components.
      (9)   A horn/strobe or bell and strobe mounted on the exterior of the building are required to signify water flow on the sprinkler system.
      (10)   Residential sprinkler systems are optional.
      (11)   All systems must be installed to meet all National Fire Protection Association and local building code requirements.

§ 151.325 BUILDING CONSTRUCTION INSPECTION PROCESS.

   The following inspection process will be performed on all new construction and remodeling within the village (to ensure requested inspection time a 48-hour notice is recommended. Otherwise, inspections will be done on an "as inspections are available" schedule):
   (A)   Footing and foundation inspection (before concrete is poured):
      (1)   Concrete curb/gutter; and
      (2)   Work on public right-of-way.
   (B)   Concrete wall inspection (before concrete is poured);
   (C)   Structural inspection (after framing, electrical, plumbing and HVAC rough-in is completed, but before drywall or plaster);
   (D)   Electrical inspection (temporary electrical service, if needed);
   (E)   Electrical inspection (after rough-in is complete before power is on);
   (F)   Plumbing inspection (rough-in. Also, if basement before floor is poured for that portion);
   (G)   Electrical inspection (final trim, after power is on);
   (H)   Plumbing inspection (final trim, after water and sewer connected);
   (I)   Aeration inspection (if necessary) by St. Clair County Health Department; and
   (J)   Final occupancy inspection.
    * If checked, a Fire Inspection is required and is to be scheduled with the appropriate Fire District by the applicant.

§ 151.326 WILDLAND-URBAN INTERFACE CODE ADOPTION.

   The 2006 International Wildland-Urban Interface Code is hereby adopted by the Village of Shiloh.
