Whenever a violation of any of the provisions of this Zoning Code occurs, or is alleged to have occurred, any person may file a written complaint. Such complaint, stating fully the causes and basis thereof, shall be filed with the Zoning Inspector. The Zoning Inspector shall properly record such complaint, investigate it and take action thereon as provided by this Zoning Code.

1288.02 PENALTY; EQUITABLE REMEDIES.
Whoever violates or fails to comply with any of the provisions of this Zoning Code (including violations of conditions and safeguards established in connection with grants of variances or conditional uses) shall be guilty of a misdemeanor of the third degree. A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues. The owner or tenant of any building, structure, premises or part thereof, and any architect, builder, contractor, agent or other person who commits, participates in, assists in or maintains such violation, may each be found guilty of a separate offense and suffer the penalties provided in this section. Nothing contained in this section shall prevent the City from taking such other lawful action as is necessary to prevent or remedy any violation, including enforcement of the General Offenses Code (Part Six of the Code of Ordinances).
